JANET HUNT is a Fellow at the Centre for Aboriginal Economic Policy Research, Australian National University. MARK MCGILLIVRAY is a Research Fellow and Project Director at the World Institute for Development Economics and Research at the United Nations University, Helsinki, Finland. MATTHEW CLARKE is Senior Lecturer in the Masters in International and Community Development at Deakin University, Australia.
