Senator Davisson offered the following amendment to the rules of the Senate, which was read the first time:

WHEREAS, There is several bills of great importance to the industrial classes now before the House of Representatives, and as the House has a Committee on Labor; therefore, be it

Resolved, That the Senate establish a standing committee to be known as the Committee on Labor.

Senator Cresap submitted the following report from the Committee on Agriculture, which was read:

MR. PRESIDENT: Your Committee on Agriculture, to whom was referred Senate bill No. 23, entitled "An act to amend section 7113 and section 7417 of chapter 159 of the Revised Statutes of Missouri of 1879, entitled 'Of swine running at large," beg leave to report that they have duly considered the same and recommend that it do pass with the accompanying amendments.

Amendment No. 1. Amend section 2 by inserting the word "under" between the words "up" and "the," in the thirteenth line of printed bill.

Amendment No. 2. Amend section 2, printed bill, by inserting the words "after three days diligent inquiry by the taker up," between the words "unknown" and "or," in the fourteenth line of said section. Amendments read first and second times and agreed to.

Senator Walker submitted the following report from the Committee on Internal Improvements and Railroads, which was read:

MR. PRESIDENT: Your Committee on Railroads and Internal Improvements, to whom was referred Senate bill No. 10, entitled "An act to amend section 802, chapter 21, article 2 of the Revised Statutes of Missouri, relating to private corporations, railroad companies, duties as to shipment and receipt of freight, forbidding certain contracts," beg leave to report that they have duly considered the same and recommend that it do pass with the accompanying amendment.

Senate bill No. 10 was taken up and the following amendment reported by the committee:

Amend by striking out the title and inserting in lieu thereof the following: "An act to amend section 802, article 2, chapter 21 of the Revised Statutes of the State of Missouri, entitled 'Of private corporations""

Amendment read the first and second times and agreed to.

Senator Yancey submitted the following report from the Joint Committee on Printing, which was read:

MR. PRESIDENT: Your Joint Committeee on Printing, to whom was referred the report of the committee appointed by the Governor to visit the State institutions, beg leave to report that they have duly considered the same and recommend that 500 copies be printed for the use of the Senate, 1,500 copies for the use of the House, and 1,000 copies for the appendix.

Senator McGinnis offered the following amendment, which was read and not agreed to:

Strike out the figures "1,000" and insert "2,000" before the words. "copies for appendix."

The question recurring on the report, it was agreed to.

Senator Yancey submitted the following reports from the Joint Committee on Printing, which were read and agreed to:

MR. PRESIDENT: Your Joint Committee on Printing, to whom was referred the report of the warden of the penitentiary for the years 1883-4, beg leave to report that they have duly considered the same and recommend that 500 copies thereof be printed for the use of the Senate; 1,500 copies for the use of the House; 1,000 copies for appendix.

MR. PRESIDENT: Your Joint Committee on Printing, to whom was referred the special message of his Excellency, Governor John S. Marmaduke, in relation to the Supreme Court Commission, beg leave to report that they have considered the same and recommend that 150 copies thereof be printed for the use of the Senate, 300 copies for the use of the house, 1,000 copies for appendix.

Senator Cresap submitted the following report from the Committee on Agriculture, which was read:

MR. PRESIDENT: Your Committee on Agriculture to whom was referred Senate bill No. 24, entitled "An act to repeal section 5652 and enact a new section in lieu thereof, and amend section 5653, all of chapter No. 104 of the Revised Statutes of Missouri, entitled, 'Of fences and inclosures,"" beg leave to report that they have duly considered the same and recommend that it do pass.

Senator Edwards moved to reconsider the vote by which Senate bill No. 1 went to engrossment and printing, which was agreed to.

Senator Oliver moved to recommit Senate bill No. 1, amendment and substitute to committee on Banks and Corporations, which was agreed to.

Senate bill No. 50, entitled "An act to amend sections 1373 and 1374 of article 3, chapter 24, Revised Statutes, entitled 'Offenses against public and private property,'" was taken up, read second time and referred to Committee on Criminal Jurisprudence.

Senate bill No. 51, entitled "An act to amend section 5459 of chapter 98, Revised Statutes of 1879, entitled 'Of dramshops," was taken up, read second time and referred to Committee on Criminal Jurisprudence.

Senate bill No. 52, entitled "An act of limitation of actions on dower and the assignment of dower," was taken up, read second time and referred to Committee on Judiciary.

Senate bill No. 53, entitled "An act to define the powers and duties of the Railroad Commissioners in respect to transportation matters, and to provide for the better enforcement of the provisions of section 14 of article 12 of the State Constitution," was taken up, read second time and referred to Committee on Internal Improvements.

Senate bill No. 17, entitled "An act to amend section 7150 of chapter 150, article 2 of Revised Statutes of Missouri, entitled 'Of schools,"" was called up and ordered engrossed and printed.

Senate bill No. 18, entitled "An act to amend section 7132 of chapter 150, article 1 of Revised Statutes of Missouri, entitled 'Of schools,"" was called up and ordered engrossed and printed.

Senate bill No. 36, entitled "An act providing for the appoinment of a county counselor in counties now containing, or that hereafter may contain, seventy-five thousand inhabitants or more, prescribing their qualifications and duties, and providing for their compensation," was called up and ordered engrossed and printed.

Senate bill No. 32, entitled "An act to amend section 507 of chapter 9, article 2, Revised Statutes of 1879, entitled 'Prosecuting and circuit attorneys,' increasing the term of the office of prosecuting attorney from two to four years," was called up and ordered engrossed and printed.

Senate bill No. 25, entitled "An act to limit the taxing power of municipal corporations," was called up and ordered engrossed and printed.

Senator Baldwin offered the following resolution, which was read: Resolved, That there shall be printed 100 copies of all bills ordered printed, of which each Senator shall be furnished two copies, and the clerk of the committee to which the bill is referred shall be furnished one copy each for the members of said committee.

On motion, the rules were suspended, and the resolution adopted. Senator Saltonstall resigned as member of the Committee on Judiciary, and Senator Halliburton was appointed to fill his place.

The President announced that he had a communication from the Governor that required an executive session.

On motion of Senator Gideon, the Senate went into executive session at 11:50 o'clock.

Regular session was resumed at 12 o'clock.

Senator Simrall offered the following amendment to the rules, which was read and laid over under the rules:

Resolved, That hereafter when the subject of reports of committees are reached, such committees shall be called in the following order, viz., as announced by the President.

Senator Britts moved that when the Senate adjourn it adjourn to meet to morrow morning at 10 o'clock; agreed to.

Senator Simrall moved to reconsider the vote by which Senate bill No. 1 was referred to the Committee on Banks and Corporations.

Senator Wood moved the previous question, which was agreed to. The question recurring on the motion to reconsider, the motion was not agreed to by the following vote:
