Senator Young introduced Senate bill No. 105, entitled "An act relating to dramshops and dramshop keepers, providing for their licensing and regulation, and repealing chapter 98 of volume 2 of Revised Statutes of Missouri, and an act of the laws of 1883, approved March 24 of said year, entitled 'An act to amend sections 5438, 5440, 5441, 5442, 5456, 5464, and to repeal section 5462 of said chapter 98, and add three new sections thereto.""

The following communication was received from the House of Représentatives through Chief Clerk, Mr. Bentley, which was read:

Mr. President: I am instructed by the House to inform the Senate that there has been introduced into and passed the House, House bill No. 45, entitled "An act providing for the organization of the Kansas City Court of Appeals, the election of its judges and their tenure of office, and providing for the appointment of officers and attendants of said court, and their compensation, for a court room for said court, and rooms for its judges and officers, and concerning a library for the use of said court, and the taking of appeals and suing out writs of error, and bonds given therein," with emergency clause thereto;

In which the concurrence of the Senate is respectfully requested.. Senator Wear submitted the following report from the Committee on Banks and Corporations, which was read:

MR. PRESIDENT: Your Committee on Banks and Corporations, to whom was referred Senate bill No. 1, with accompanying amendment and substitute, entitled "An act to repeal sections 4190, 4191, 4192 and 4193 of chapter 79 of the Revised Statutes of Missouri, 1879, entitled 'Of banking-illegal currency," have considered the whole matter, and instruct me to report said bill and substitute back with the recommendation that the substitue be adopted, and that the bill, as amended, do pass.

The substitute and amendment were read first and second time and agreed to.

On motion of Senator McGinnis, the rule was suspended, and substitute for Senate bill No. 1, as amended, ordered engrossed and printed.

Senator Young moved that when the Senate adjourn it adjourn to meet next Monday at 3 o'clock P. M., which was agreed to.

Senator Edwards submitted the following report from the Committee on Engrossed Bills, which was read:

MR. PRESIDENT: Your Committee on Engrossed Bills hereby return to the Senate, Senate bill No. 25, entitled "An act to limit the taxing power of municipal corporations," as per resolution of the Senate.

Senate bill No. 10, entitled "An act to amend section 802, chapter 21, article 2 of the Revised Statutes of the State of Missouri, relating to private corporations, railroad companies, duties as to shipment and receipt of frieght, forbidding certain contracts," was called up and ordered engrossed and printed.

Senate bill No. 23, entitled "An act to amend sections 7413 and section 7417 of chapter 159 of the Revised Statutes of Missouri of 1879, entitled 'Of swine running at large," was called up and ordered engrossed and printed.

Senate bill No. 24, entitled "An act to repeal section 5652 and enact a new act in lieu thereof, and amend section 5653, all of chapter No. 104 of the Revised Statutes of Missouri, entitled' Of fences and inclosures,' was called up and ordered engrossed and printed.

Senate bill No. 47, entitled "An act to amend an act entitled ' An act to regulate the practice of medicine and surgery in the State of Missouri,' approved April 2, 1883," was called up and ordered engrossed and printed.

On motion of Senator McGinnis, the Senate adjourned until next Monday at 3 o'clock P. M.

Senator Allen presented a petition from citizens of Jackson county asking legislation requiring scientific temperance instruction in public

schools; which was referred to the Committee on Public and Normal School Education.

Senator Ball presented a petition from citizens of Audrain county asking legislation requiring scientific temperance instruction in public schools; which was referred to the Committee on Public and Normal School Education.

Senator Kost presented a petition from citizens of Gentry county asking legislation requiring scientific temperance instruction in public schools; which was referred to the Committee on Public and Normal School Education.

Senator Wood presented petitions from citizens of Marion and Clay counties asking legislation requiring scientific temperance instruction in public schools; which was referred to the Committee on Public and Normal School Education.

Senator Wood presented a petition from the Board of Education of Hannibal asking amendments to the school law; which was referred to the Committee on Public and Normal School Education.

Senator Simrall presented a petition from citizens of Clinton county asking scientific temperance instruction in public schools; which was referred to the Committee on Public and Normal School Education.

Senator Bridges presented petitions from citizens of the city of Neosho asking scientific temperance instruction in public schools; which was referred to the Committee on Public and Normal School Education.

Senator Bridges presented a petition from citizens of Newton county asking legislation requiring scientific temperance instruction in public schools; which was referred to the Committee on Public and Normal School Education.

Senator Yancey offered the following resolution, which was read and adopted and referred to Committee on Judiciary:

Be it resolved by the Senate, That the Judiciary Committee be requested to examine into the question and ascertain whether the school books usually used in the public schools of Missouri are protected by copyright, and as to whether such books, or any of them, are now protected by copyright pursuant to the laws of the United States, and to make report to the Senate as speedily as may be.

Senator Jacobs introduced concurrent resolution No. 4, submitting to the qualified voters of the State an amendment to the Constitution thereof concerning revenue and taxation, which was read first time and 100 copies ordered printed.

Senator Halliburton introduced Senate bill No. 106, entitled "An act for the protection of sheep husbandry in this State," which was read the first time and 100 copies ordered printed.

Senator Wear introduced Senate bill No. 107, entitled "An act to amend section 5968, article 2, chapter 119, Revised Statutes of Missouri, 1879, entitled 'Of insurance,'" which was read the first time and 100 copies ordered printed.

Senator Yancey introduced Senate bill No. 108, entitled "An act to establish a uniform system of text books for use in common schools in Missouri, and to repeal sections 7087, 7038, 7089 and 7090 of Revised Statutes of Missouri of 1879," which was read the first time and 100 copies ordered printed.

Senator Gideon introduced Senate bill No. 109, entitled "An act to amend section 7095 of article 1, chapter 150 of Revised Statutes of 1879, entitled Schools,"" which was read the first time and 100 copies. ordered printed.

Senator Baldwin submitted the following report from the Committee on Retrenchment and Reform, which was read:
