Senator Proctor submitted the following report from the Committee on Ways and Means, which was read:

MR. PRESIDENT: Your Committee on Ways and Means, to whom was referred Senate bills Nos. 6, 7 and 8, entitled "An act to amend sections 4372 and 4373, chapter 88 of the Revised Statutes, entitled, 'Of the State census,"" beg leave to report that they have duly considered the same and report back the accompanying substitute for said bills and recommend the substitute do pass.

Substitute for Senate bills Nos. 6, 7, and 8, entitled "An act to amend sections 4372 and 4373, chapter 88 of the Revised Statutes, entitled 'Of the State census," the substitute so reported by the committe, was read first and second time, and agreed to.

Senator Yancey submitted the following report from the Joint Committee on Printing, which was read and agreed to:

MR. PRESIDENT: Your Committee on Joint Printing, to whom was referred the report of the State Librarian, with the exhibit thereto attached, beg leave to report that they have examined the same and respectfully submit that the report, as furnished, fails to comply with the requirements of the law, in this: The incidental expenses incurred since the last report of the librarian are not itemized; but said report simply shows that so much money was in hand at a certain time, and so much more was afterwards appropriated, and that so much thereof has been expended, in gross, without showing the purposes for which it was applied particularly.

We therefore recommend that the State Librarian be requested to furnish a full, accurate and itemized account of the money expended and properly chargeable to the account of the library fund since the date of the last biennial report, which shall include all incidental expenses and such necessary expenses for stationery, lights, postage, fuel and keeping the library clean and in order, as may have been incurred, as well, particularly, as each and every other item for which money was expended in the behalf aforesaid.

Senator Ball submitted the following report from the Committee on Engrossed bills, which was read:

MR. PRESIDENT: Your Committee on Engrossed Bills, to whom was referred Senate bill No. 1, entitled "An act to repeal sections 4190, 4191, 4192 and 4193 of chapter 79 of the Revised Statutes of Missouri, 1879, entitled 'Of banking-illegal currency,'" beg leave to report that they have compared the same and find it to be truly engrossed, and that the printed copies thereof furnished to the Senators are .correct.

Senator Halliburton moved that the rules be suspended and that Senate bill No. 1, entitled "An act to repeal sections 4190, 4191, 4192 and 4193 of chapter 79 of the Revised Statutes of Missouri, 1879, entitled Of banking-illegal currency,'" be read third time and put upon its passage.

The ayes and noes being demanded, the motion was agreed to by the following vote:

The title of the bill, as amended, was read and agreed to.

Senate bill No. 101, entitled "An act to make Carleton's abstracts of land titles in Pemiscot county, or certified copies of the entries therein, evidence in all courts and places in this State," was taken up, read second time and referred to the Committee on Judiciary.

Senate bill No. 102, entitled "An act to exempt the real estate in the counties of Mississippi, New Madrid, Pemiscot and Dunklin from taxation for State purposes for the year 1885," was taken up, read second time and referred to Committe on Swamp Lands.

Senator Vancleve introduced Senate bill No. 112, entitled "An act to establish two terms of the Randolph county circuit court per year at Moberly, Mo.," which was read the first time and 100 copies ordered printed.

Senator Vancleve introduced Senate bill No. 113, entitled "An act to provide for holding terms of the probate court at the city of Moberly," which was read the first time and 100 copies ordered printed.

Senator Vancleve introduced Senate bill No. 114, entitled "An act to establish four terms of the county court of Randolph county at the city of Moberly," which was read the first time and 100 copies ordered printed.

Senator Bridges moved to reconsider the vote by which Senate bill No. 31 was ordered engrossed and printed, which was agreed to. Senator Bridges moved to reconsider the vote by which the amendment to Senate bill No. 31 was agreed to, which was agreed to.

Senator Bridges offered the following amendment to Senate bill No. 31, which was read the first and second times and agreed to:

Amend amendment No. 2 by inserting the words "tenth and," between the words "the" and "24th," in 2d line of said amendment.

Senate bill No. 31, as amended, was ordered engrossed and printed. Senator Baldwin submitted the following report from the Committee on Engrossed Bills, which was read:

MR. PRESIDENT: Your Committee on Engrossed Bills respectfully return to the Senate Senate bill No. 31, entitled "An act to amend section 3 of an act entitled 'An act in relation to marriage and marriage license,' approved March 26, 1881," as per resolution of the Senate.

Senator Downing at 11 o'clock called for special order: "The consideration of Senate bill No. 27 in Committee of the Whole."

On motion of Senator Downing, the Senate resolved itself into Committee of the Whole for the consideration of Senate bill No. 27 and its amendments.

Senator Halliburton reported progress and asked leave to sit again, which was granted.

Senator Britts moved that when the Senate adjourn it adjourn to meet at 10 o'clock to-morrow morning, which was agreed to.

On motion of Senator Vancleve, the Senate adjourned until tomorrow morning at 10 o'clock.
