Senator Downing submitted the following report from the Committee on Criminal Jurisprudence, which was read:

MR. PRESIDENT: Your Committee on Criminal Jurisprudence, to whom was referred Senate bill No. 94, entitled "An act to amend article 3 of chapter 47 of Revised Statutes of 1879, entitled 'Of liens,' by adding a new section," beg leave to report that they have duly considered the same and recommend that it do pass, with the accompanying amendment.

SEC. 2. There being no law adequate to protect guests from compounds resembling butter in appearance manufactured from cattle fat or beef, or other article known as oleomargarine, unless the same shall be marked or labeled in hotels, inns or boarding houses in this State, creates an emergency within the meaning of the constitution of this State; therefore, this act shall take effect and be in force from and after its passage.

Amendment read first and second times and agreed to.

Senator Oliver submitted the following report from the Committee on Judiciary, which was read:

MR. PRESIDENT: Your Committee on Judiciary, to whom was referred House bill No. 45, entitled "An act providing for the organization of the Kansas City Court of Appeals, the election of its judges and their tenure of office, and providing for the appointment of officers and attendants of said court, and their compensation, for a court room for said court, and rooms for its judges and officers, and concerning a

library for the use of said court, and the taking of appeals and suing out writs of error, and bonds given therein," beg leave to report that they have duly considered the same and recommend that it do pass.

Senator Gideon submitted the following report from the Committee on Justices of the Peace, which was read:

MR. PRESIDENT: Your Committee on Justices of the Peace, to whom was referred Senate bill No. 70, entitled "An act to amend section 2953, article 6, chapter 44, Revised Statutes of 1879, entitled 'Of justices courts,"" beg leave to report that they have duly considered the same, and recommend that it do pass.

Senate bill No. 34, entitled "An act to reduce the compensation of members of the General Assembly to the requirements of the constitution, by amending section 6237 of chapter 124 of the Revised Statutes. of 1879," was taken up.

Senator Harmon moved that the bill be recommitted to Committee of the Whole.

Senator Downing moved to lay the motion to recommit on the table; the latter motion prevailed.

Senator Downing moved to call up Senate bill No. 27, which was agreed to.

On motion of Senator Downing the Senate at 10:45 o'clock went into Committee of the Whole.

The Senate again, at 11:10 o'clock, resolved itself into Committee of the Whole for the consideration of Senate bill No. 27.

Regular session resumed at 12:30 o'clock.

Senate bill No. 105, entitled "An act relating to dramshops and dramshop keepers, providing for their licensing and regulation, and repealing chapter ninety-eight of volume 2 of Revised Statutes of

Missouri, and an act of the laws of 1883, approved March 24 of said year, entitled 'An act to amend sections 5438, 5440, 5141, 5112, 5456, 5464, and to repeal section 5462 of said chapter ninety-eight, and adding three new sections thereto,'" was called up, read second time and referred to the Committee on Criminal Jurisprudence.

Senate bill No. 39, entitled "An act to amend sections 6723, 6724 and 6727, article 2, and section 6862, article 7 of chapter 145, Revised Statutes of 1879, entitled Revenue,'" was read second time.

Senator Kost offered the following amendment, which was read first and second times and agreed to:

Amend section 1 by inserting the words "with the taxes extended therein, authenticated by the seal of the court," between the words same " and "to," in the fourth line.

Senate bills Nos. 19 and 44 were, on motion of Senator Edwards, recommitted to the Committee on Judiciary.

The following Senators were appointed a Committee on Labor: Senators Davisson, Hathaway, Webster, Kelly and Young.

Senator Farris resigned from Committee on Privileges and Elections and Senator Vancleve was appointed in his place.

Senate bill No. 69, entitled "An act to amend sections 6901 and 6904 of article 9, entitled Taxation of bridges and telegraph and express franchises,' of chapter 145 of the Revised Statutes of 1879, entitled'Of the assessment and collection of the revenue," 999 was called

up.

Senator Simrall offered the following amennment, which was read first and second times and agreed to:

Amendment No. 1. Amend by inserting after the figures "6901," and before the word "be," in the first line of section 1 of the printed copy, the following words and figures: "Chapter 145, Revised Statutes of Missouri, entitled of the assessment and collection of the revenue."

Amendment No. 2. Amend by substituting the word "or" for "on," before the word "in," in the seventh line of section 1 of the printed copy.

On motion, the bill, as amended, was ordered engrossed and printed.

Senate bill No. 83, entitled "An act to amend section 3514, article 5, chapter 59 of the Revised Statutes of Missouri, relating to practice in civil cases," was taken up and ordered engrossed and printed.

On motion of Senator Jacobs, the Senate adjourned until tomorrow morning at 10 o'clock.

Amend section 2 by striking out from the 12th line of printed bill the words "eighty-nine," and insert in lieu thereof the words "eightysix;" further amend by adding after the word "court," in the 13th line, the words "Provided, that at the general election held in 1886, the marshal of said court shall be elected by the qualified voters of said district in the manner as now provided for election of sheriffs in this State."
