Senator Baldwin offered the following amendment, which was read first and second times:

Amend by striking out all after the words "section 2130," in line 4, printed bill, and inserting in lieu thereof the following: "Every person, partnership or corporation in this State shall be liable for all damages done to any employe of such person, partnership or corporation in consequence of any negligence or mismanagement of his, their or its agents or employes.".

The amendment was not agreed to by the following vote:

Senator Kost offered the following amendment, which was read first and second times:

Amend section 1, line 6 of printed bill, by striking out all after the word "company," and inserting the following: "Or other person, in consequence of any negligence or mismanagement of its engineers, agents or other employes, whilst actually at work for and under the supervision of such company."

Senator Vancleve presented a petition from citizens of Macon county asking legislation requiring scientific temperance instruction in public schools; which was referred to the Committee on Public and Normal School Education.

Senator Walker presented a remonstrance from the Jefferson City Typographical Union No. 119 against the use of convict labor in carrying on the general publishing business by the State Journal company; which was referred to the Committee on Printing.

Senator McGinnis presented a remonstrance from citizens of St. Louis against the passage of a bill introduced by Senator Webster to repeal the law authorizing the sale of wine and beer in the city of St. Louis on Sunday; which was referred to the Committee on Criminal Jurisprudence.

Senator Davisson presented a petition from citizens of St. Louis asking legislation requiring scientific temperance instruction in public schools; which was referred to the Committee on Public and Normal School Education.

The President announced that all other business would be suspended, and directed the Secretary to read at length House bill No 45. entitled "An act providing for the organization of the Kansas City Court of Appeals, the election of its judges and their tenure of office, and providing for the appointment of officers and attendants of said court, and their compensation, for a court room for said court, and rooms for its judges and officers, and concerning a library for the use of said court, and the taking of appeals and suing out writs of error, and bonds given therein," and unless objection be made he would sign the same to the end that it may become a law. The bill was read at length by the Secretary, and no objection being made the presiding officer, in the presence of the Senate in open session, and no other busi ness intervening, affixed his signature thereto.

Senator Wood introduced Senate bill No. 144, entitled "An act to

repeal section 6334, chapter 129 of the Revised Statutes of Missouri, of 1879, entitled 'Of merchants licenses,' and to enact a new section in lieu thereof," which was read first time and 100 copies ordered printed.

Senator Wood introduced Senate bill No. 145, entitled "An act to establish municipal corporation courts, and to regulate the practice and proceedings therein," which was read first time and 100 copies ordered printed.

Senator Britts introduced Senate bill No. 146, entitled "An act to suppress selling, lending, giving away or showing to any minor child, any paper or publication principally devoted to illustrating or describing immoral deeds," which was read first time and 100 copies ordered printed.

Senator Oliver introduced Senate bill No. 147, entitled "An act to repeal sections 1193 and 1194, chapter 23 of the Revised Statutes of Missouri, and to enact two new sections in lieu thereof," which was read the first time and 100 copies ordered printed.

Senator Proctor submitted a report from the Treasurer of the Board of Curators of the State University, which was referred to the Joint Committee on Printing.

Senator Gideon submitted the following report from the Committee on Justices of the Peace, which was read:

MR. PRESIDENT: Your Committee on Justices of the Peace, to whom was referred Senate bill No. 88, entitled "An act in relation to justices of the peace in the city of St. Louis," beg leave to report that they have duly considered the same and recommend that it do pass with the accompanying amendments.

Senate bill No. 88, with the amendments reported by the committee, was taken up.

1st Amendment. Amend by striking out the words, "of said city," in the third line of section 2 (two) of the printed bill, and insert in lieu thereof the word "thereof;" 1st amendment read first and second times and agreed to.

2d Amendment. Amend by striking out all after the word "out," in line 14 of section 3 of printed bill, and insert the following: "It shall be the duty of the proper authority in the city of St. Louis, to provide each of said justices with a suitable office and necessary books and blanks for the transaction of his business;" 2d amendment read first and second times and agreed to.

3d Amendment. Amend by inserting in 3d line of section 4 of printed bill, after the word "jurisdiction," the words, "of violations of the city ordinances;" 3d amendment read first and second times and agreed to.

4th Amendment. Amend as follows: Insert a new section, to be known as section 4, as follows: Section 4. Each of said justices may appoint a clerk who shall perform such duties connected with the office of such justice as may be prescribed by the justice, or imposed by the ordinances of said city; read first and second times.

5th Amendment. Amend by changing the numbers of sections 4, 5 and 6, as they stand in the printed bill, to sections 5, 6 and 7 respectively; read first and second times.

Pending the consideration of the 4th amendment, its further consideration was postponed until to-morrow.

Senator Gideon submitted the following report from the Committee on Justices of the Peace, which was read:

MR. PRESIDENT: Your Committee on Justices of the Peace, to whom was referred Senate bill No. 89, entitled "An act to amend section six hundred and forty-five of the Revised Statutes of Missouri, beg leave to report that they have duly considered the same and recommend that it do pass.
