The roll of the Senators holding over being called, the following Senators answered to their names:

Senators Allen, Baldwin, Bridges, Britts, Cresap, Di ley, Downing, Edwards, Farris, Halliburton, Hathaway, O'Brien, Oliver, Walker and Wear-15.

ABSENT-Senator Yancey.

Senator O'Brien offered the following resolution:

Resolved, That the Secretary call the Senatorial districts in numerical order, and as they are called the Senators elect shall advance to the bar of the Senate and present their certificates of election, which certificates shall be read aloud by the Secretary, and it found to conform to the requirements of the law, and no contest or objection be made, the persons holding them, respectively, shall be sworn in as members of the Senate; and if said certificates be not in the form required by law, or if contest be made, or if any Senator object, the certificate, contest or objection shall be referred to the Committee on Privileges and Elections. The Committee on Privileges and Elections

of the Senate of the Thirty second General Assembly are hereby continued and made the Committee on Privileges and Elections for this purpose and shall so remain and continue until a new committee is appointed; which was read and adopted by the following vote:

AYES--Senators Baldwin, Britts, Cresap, Dilley, Downing, Edwards, Farris, Hathaway, O'Brien, Oliver and Waiker-11.

NOES-Senators Bridges, Halliburton and Wear-3.
ABSENT-Senator Yancey.

The President laid before the Senate the depositions taken in the contest between George W. Davisson and James McGrath for the seat in the 31st District, which were referred to Committee on Privileges and Elections.

In pursuance of the foregoing resolution, the following named Senators came forward, presented their certificates, which were read, and no objections being made, took and subscribed the oath of office, which was administered by Hon. John W. Henry, Chief Justice of the Supreme court, and took their seats as Senators:

Simrall-Third District.

Kost-Fourth District.

Jacobs-Fifth District.

Proctor-Ninth District.

Wood-Thirteenth District.

Saltonstall-Fifteenth District.

Harmon-Seventeenth District.

Gideon-Nineteenth District.

Ryors-Twenth-first District.

Hunter Twenty-third District.
Webster-Twenth fifth District.

Allen-Twenty seventh District.

Kelly-Thirty-third District.

The certificate of Mr. Wm. M. Vancleve, 7th District, was presented and read, and objected to by Senator Oliver on account of irregularity, and referred to Committee on Privileges and Elections.

The certificate of Mr. George W. Davisson was presented and read, and on motion of Senator Baldwin, referred to the Committee on Privileges and Elections.

Senator David A. Ball, 11th District, having been appointed by the Governor to visit the institutions of the State and taken the oath of office before a judge of the supreme court, and filed the same with his certificate, in the office of the Secretary of State, took his seat as a Senator.

Senator Downing offered the following resolution, which was read and adopted:

Resolved, 1st, That a committee of five,in addition to the LieutenantGovernor elect, be appointed by the President to prepare and submit rules for the government of the Senate during the present session, and report at the earliest practicable time.

Resolved, 2d, That the rules of the Senate for the Thirty-second General Assembly, so far as applicable, shall be and are the rules of this body until the adoption of the report of said committee in whole or in part.

Resolved, 3d, That the report of said committee shall be in order and take priority of all motions and orders as prescribed in the rules of the Senate for the Thirty-second General Assembly.

On motion of Senator Edwards, the Senate adjourned until tomorrow morning at 10 o'clock.

SECOND DAY-THURSDAY, January 8th, 1885.

MORNING SESSION.

The Senate met pursuant to adjournment.

The President in the chair.

A quorum present.

The journal of yesterday was read and approved.

Mr. J. C. McGinnis, Senator elect, from the 27th district, came forward, presented his credentials, took and subscribed to the oath of office, and took his seat as Senator.

Senator Kost presented a protest in the contested seat of Geo. W. Davisson, contestor, against James McGrath, contestee, in the 31st District; which was referred to the Committee on Privileges and Elections.

Senator Britts offered the rollowing resolution:

Resolved, That the Senate now proceed to the election of permanet officers as follows:

First-President pro tem.

Second-Secretary.

Third-Assistant Secretary.

Fourth-Official Reporter.
Fifth-Sergeant-at-Arms.

Sixth-Chaplain.

Seventh-Doorkeeper.

Eighth-Folder and Messenger.

Ninth-Two Pages.

Which was read and adopted.

Senator Bridges, Chairman of the Committee on Privileges and Elections, submitted the following report:

MR PRESIDENT: Your Committee on Privileges and Elections, to whom was referred the certificate of election of W. M. Vancleve, claiming to be Senator elect from the 7th Senatorial District of Missouri, would respectfully report that they have carefully considered the same and report:

1st. That it appears from said certificate, herewith returned, that at the election on the 4th day of November, 1884, said W. M. Vancleve was duly elected Senator from said district.

2d. That said certificate is defective in reciting the fact of the payment of a State and county tax by said W. M. Vancleve, during the year next preceding his election.

3d. That said W. M. Vancleve did pay a State and county tax as required by the constitution, as evidenced by the certificate of the county clerk of Macon county, in which county said W. M. Vancleve resides.

Wherefore, your committee respectfully recommend that said W. M. Vancleve be permitted to qualify as Senator for said Seventh Senatorial District.

Which was read and adopted.

On motion of Senator Oliver, Mr. Wm. M. Vancleve, Senator elect from the 7th Senatorial District, came forward, took and subscribed to the oath of office, and took his seat as a Senator.

The President then announced that nominations for President pro tem. were now in order.

Senator Baldwin nominated Senator Edwards.

Senator McGinnis nominated Senator Jacobs.

There being no other nominations the roll of the Senate was called, and the following Senators voted for Senator Edwards:

Senators Allen, Baldwin, Ball, Bridges, Britts, Cresap, Dilley, Downing, Farris, Halliburton, Harmon, Hathaway, Hunter, Jacobs, Kelly, O'Brien, Oliver, Proctor, Saltonstall, Simrall, Vancleve, Walker, Wear, Wood and Yancey-25.

The following Senators voted for Senator Jacobs:

Senators Edwards, Gideon, Kost, McGinnis, Parcher, Ryors and Webster-7.

Senator Edwards having received the votes of a majority of all the Senators elect, was declared duly elected President pro tem of the Senate.

The President then announced that nominations for Secretary of the Senate were in order.

Senator Cresap nominated Francis C. Nesbit.

There being no other nominations, the roll was called, and the following Senators voted for Francis C. Nesbit :

Senators Allen. Baldwin, Ball, Bridges, Britts, Cresap, Dilley, Downing, Edwards, Farris, Gideon, Halliburton, Harmon, Hathaway, Hunter, Jacobs, Kelly, Kost, McGinnis, O'Brien, Oliver, Parcher, Proctor, Ryors, Saltonstall, Simrall, Vancleve, Walker, Wear, Webster, Wood and Yancey-32.

Francis C. Nesbit having received a majority of the votes of all the Senators elect, was declared duly elected Secretary of the Senate. Nominations for Assistant Secretary being in order, Senator Oliver nominated A. S. Coker.

There being no other nominations, on call of the roll, the following Senators voted for A. S. Coker:

Senators Allen, Baldwin, Ball, Bridges, Britts, Cresap, Dilley, Downing, Edwards, Farris, Gideon, Halliburton, Harmon, Hathaway, Hunter, Jacobs, Kelly, Kost, McGinnis, O'Brien, Oliver, Parcher, Proctor, Ryors, Saltonstall, Simrall, Vancleve, Walker, Wear, Webster, Wood and Yancey-32.

A. S. Coker having received the votes of a majority of the Senators elect, was declared duly elected Assistant Secretary of the Senate. Nominations for Official Reporter being in order, Senator Dilley nominated Fred. H. Austin.

There being no other nominations, on call of the roll the following Senators voted for Fred. H. Austin:

Senators Allen, Baldwin, Ball, Bridges, Britts, Cresap, Dilley, Downing, Edwards, Farris, Gideon, Halliburton, Harmon, Hathaway, Hunter, Jacobs, Kelly, Kost, McGinnis, O'Brien, Oliver, Parcher, Proctor, Ryors, Saltonstall, Simrall, Vancleve, Walker, Wear, Webster, Wood and Yancey-32.
