George Smith, Lieutenant Governor and President of the Senate. The President appointed Col. D. P. Dyer as Secretary pro tem. of the Senate, which appointment was consented to by the Senate. Prayer was offered by the Rev. T. B. Bratton. The roll of the Senate being called, the following members holding over answered to their names : Senators Boardman, Bruere, Clark, Conrad, Elwell, Evans, Filler, Graham, Harbine, Human, Rea, Ridgley, Shelton and Williams-14. Absent-Senators Cavender and Dodson-2. The President laid before the Senate the following communication from Hon.
