His Britannick Majefty and the United States of Ame rica, being defirons by a Convention, to regulate the commerce and navigation between their respective coun tries territories and people, in fuch a manner as to ren der the fame reciprocally beneficial and fatisfactory, have refpectively named Plenipotentiaries, and given them full powers to treat of and conclude fuch Convention; that is to fay, His Royal Highnefs the Prince Regent acting, in the name and on the behalf of His Majefty, has named for His Plenipotentiaries the Right Honourable Frederick John Robinson, Vice President of the Committee of Privy Council for Trade and Plantations, joint Paymaster of His Majefty's Forces, and a Member of the Imperial Parliament; Henry Goulburn, Efq. a Member of the Imperial Parliament, and UnderSecretary of State; and William Adams Efq. Doctor of Civil Laws: and the Prefident of the United States, by and with the confent of the Senate thereof. hath appointed for their Plenipotentiaries John Quincy Adams, Henry Clay, and Albert Gallatin, citizens of the United States; and the faid Plenipotentiaries having mutually produced and fhewn their faid full powers, and exchanged copies of the fame, have agreed on and concluded the following Articles: viz. ART. I. There fhall be between all the territories of His Britannick Majefty in Europe, and the territories of the United States, a reciprocal liberty of Com merce. ART. I. Il y aura entre tous les territoires de S. M. Liberté Britannique en Europe et les territoires des Etats unis une reciproque liberté de commerce. Les habitans des deux contrées refpectives pourront entrer librement et Jurement avec leurs vailleaux et cargaifons dans toutes les places, parts et rivières des territoires fusdits dans lesquels il eft permis à d'autres étrangers de venir, en trer refter et demeurer dans toutes les parties, des dits 004 terri 1815 fame, and to remain and refide in any parts of the faid territories refpectively; alfo to hire and occupy houses and warehouses for the purposes of their commerce; and generally the merchants and traders of each nation refpectively thall enjoy the moft complete protection and fecurity for their commerce; but fubject always to the laws and ftatutes of the two countries refpectively; ART. II. No higher or other duties fhall be im pofed on the importation into the territories of His Britannick Majefty in Europe, of any articles the growth, produce, or manufacture, of the United Sta tes, and no higher or other duties fhall be imposed on the importation into the United States, of any articles the growth, produce or manufacture of His Britannick Majesty's territories in Europe, than are or fhall be payable on the like articles, being the growth produce or manufacture of any other foreign country, nor fhall any higher or other duties or charges be impofed in either of the two countries on the exportation of any articles to His Britannick Majefty's territories in Europe, or to the United States, respectively, than fuch as are payable on the exportation of the like ar ticles to any other foreign country; nor fhall any pro. hibition be impofed upon the exportation or importa. tion of any articles, the growth produce or manu. facture of the United States, or of His Britannick Ma. jesty's territories in Europe, or to or from the faid territories of His Britannick Majefty in Europe, to or from the faid United States, which fhall not equally extend to all other nations. No higher or other duties or charges thall be impofed in any of the ports of the United States on British veffels, than thofe payable in the fame ports by veffels of the United States; nor in the ports of any of His Britannick Majefty's territories in Europe on the veffels of the United States, than fhall be payable in the fame ports on British veffels. The fame duties fhall be paid on the importation into the United States of any articles, the growth, produce or manufacture of His Britannick Majefty's ter ritories in Europe, whether fuch importation fhall be in veffels of the United States or in British veffels, and the fame duties fhall be paid on the importation into the ports of any of His Britannick Majefty's territories territoires refpectifs, comme auffi de louer et d'occuper 1815 des maisons et magasins à l'ufage de leur commerce, et en général les marchands et negociants de chaque nation refpective jouiront de la plus complette protection et fûrété pour leur commerce, mais toutefois foumis aux loix et flatuts des deux contrées refpectives. d'im d'expor ART. M. Britannique en Europe ou refpectivement vers ceux des Etats unis que ceux qui font payables pour l'exportation des mêmes articles vers un autre pays étranger, et il ne fera mis aucune defenfe fur l'exportation ou l'importation de quelques articles du crá de la production ou des manufactures des Etats unis ou des territoires de S. M. Britannique en Europe, ou vers ou de lesdits territoires de S. M. Britannique de ou vers lesdits Etats unis qui ne s'étendront pas également fur toutes les autres nations. Il ne fera point établi de plus hauts ou autres droits ou charges dans aucun des ports des Etats unis fur les vaiffeaux Britanniques, que ceux payables dans les mêmes ports par des vaiffeaux des Etats unis; ni dans les ports des territoires de S. M. Britannique, en Europe fur les vaiffeaux des Etats unis, que ceux qui feront payab les dans les mêmes ports fur les vaiffeaux Britanniques. Les mêmes droits feront payés pour l'importation dans les Etats unis d'articles du crú de la production ou des ma. nufactures des territoires de S. M. Britannique en Europe, que cette importation fe faffe fur des vaiffeaux des Etats unis, ou jur des vaiffeaux Britanniques, et les mêmes droits feront payés pour l'importation dans les ports de quelque territoire de S.
