1815 in Europe, of any article, the growth, produce or

manufacture of the United States, whether fuch importation fhall be in British veffels or in veffels of the United States.

The fame duties fhall be paid and the fame bounties allowed on the exportation of any articles, the growth, produce or manufacture of His Britannick Majesty' territories in Europe, to the United States, whether fuch exportation fhall be in veffels of the United States, or in British veffels; and the fame duties fhall be paid and the fame bounties allowed, on the exporta tion of any article, the growth, produce or manu facture of the United States, to His Britannick Majefty's territories in Europe, whether fuch exportation fhall be in British veffels, or in veffels of the United States.

It is further agreed, that in all cafes where draw. backs are or may be allowed, upon the re-exportation of any goods, the growth, produce or manufacture of either country, refpectively, the amount of the faid drawbacks fhall be the fame, whether the faid goods fhall have been originally imported in a British or American veffel; but when fuch re-exportation fhall take place from the United States in a British veffel, or from the territories of His Britannick Majefty in Europe in an American veffel, to any other foreign nation, the two Contracting Parties reserve to themselves, respecti vely, the right of regulating or diminishing, in fuch cafe, the amount of the said drawback.

The intercourse between the United States and His Britannick Majefty's poffeffions in the Weft - Indies, and on the continent of North America, fhall not be affected by any of the provifions, of this Article, but each party hall remain in the complete poffeffion of its rights, with respect to fuch an intercourse.

ART. II. His Britannick Majefty agrees that the veffels of the United States of America fhall be admit ted, and hospitably received at the principal fottlements of the British dominions in the Eaft Indias, viz, Calcutta, Madras, Bombay, and Prince of Wales' islands, and that the Citizens of the faid United States may freely carry on trade between the faid principal fettlements and the faid United States, in all articles of which the importation and exportation, respectively, to and from the faid territories, fhall not be entirely prohibited:

Il eft de plus convenu que dans tous les cas où des refti tutions (drawbacks) font ou feront accordés pour la reftitution de quelques objets du crú, de la production ou des manufactures de l'un des deux pays refpectifs le montant des dites reftitutions Jera le même que les dits objets ayent été primitivement importés fur vaiffeaux Britanniques ou Américains; mais lorsqu'une telle réexportation aura lieu des Etats unis dans un vaiffeau Britannique ou des Etats de S. M. Britannique en Europe dans un vaisseau Américain vers une autre nation étrangère, les parties contractantes fe refervent reciproquement le droit de regula rifer ou diminuer en de tels cas le montant de la dite reftitution.

L'entrecours entre les Etats unis et les poffeffions de S. M. aux Indes occidentales et fur le continent de l'Amérique feptentrionale ne fera point compris fous aucune des difpofitions de cet article, mais chaque partie reftera dans la poffeffion complete de fes droits par ràpport à un tel commerce.

ART. III. 1815 provided only, that it fhall not be lawful for them in any time of war, between the British Government and any State or Power whatever, to export from the faid territories, without the fpecial permiffion of the British Government, any military ftores or naval ftores, or rice. The Citizens of the United States fhall pay for their veffels, when admitted, no higher or other duty or charge than fhall be payable on the veffels of the most favoured European nations, and they fhall pay no hig her or other duties or charges on the importation or exportation of the cargoes of the faid veffels, than fhall be payable on the fame articles when imported or exported in the veffels of the most favoured European

nations.

But it is expreffly agreed that the veffels of the United States fhall not carry any articles from the faid principal fettlements to any port or place, except to fome port or place in the United States of America, where the fame fhail be unladen.

It is alfo understood, that the permiffion granted by this Article, is not to extend to allow the veffels of the United States to carry on any part of the coasting trade of the faid British territories, but the veffels of the United States having, in the first inftance, proceeded to one of the faid principal fettlements of the British dominions in the East Indies and then going with their original cargoes, or any part thereof, from one of the faid principal fettlements to another, fhall not be confidered as carrying on the coafting trade. The veffels of the United States may alfo touch, for refreshments, but not for commerce, in the course of their voyage to or from the British territories in India, or to or from the dominions of the Emperor of China at the Cape of Good Hope, the Island of St. Helena, or fuch other places as may be in the poffeffion of Great Britain, in the African or Indian feas; it being well understood that in all that regards this Article, the Citizens of the United States, fhall be fubject, in all refpects, to the laws and regulations of the, British Government, from time to time established.

ART. IV. It fhall be free for each of the two Con. tracting Parties refpectively to appoint Confuls, for the protection of trade, to refide in the dominions and ter

Il eft de même entendu que la permiffion, accordée par cet article, ne s'étendra pas à permettre aux vaisseaux des Etats unis de prendre aucune part au cabottage des dits territoires Britanniques; cependant les vaiffeaux des Etats unis qui à leur premiere arrivée ont fait voile pour un des principaux établissemens des poffeffions Britanniques aux Indes Orientales, et allant enfuite de là avec leur cargaifon primitive ou partie d'icelle de l'un de ces principaux établissements vers un autre, ne feront point confiderés comme exerçant le cabottage. Les vaisseaux des Etats unis peuvent aufi pour leurs rafraichiffements mais non pour faire le commerce toucher dans le cours de leur voyage de ou vers les territoires Britanniques ou de ou vers les poffeffions de l'Empereur de la Chine, au Cap de Bonne Esperance, l'ile de Ste. Heléne ou telles autres places qui pourraient être dans la poffeffion de la Grande-Bretagne dans les mers d'Afrique ou des Indes; etant bien entendu que dans tout ce qui concerne cet article, les citoyens des Etats unis feront fujets à tous les égards aux lois et réglemens du Gouvernement Britannique établis de tems en tems.

ART. IV. Il fera libre à chacune des deux parties Confuls contractantes d'établir respectivement des Confuls, pour la protection du commerce à refider dans les poffeffions et

ritories of the other party; but before any Conful fhall act as fuch, he fhall in the ufual form be approved and admitted by the Government to which he is fent; and it is hereby declared, that in cafe of illegal and impro. per conduct towards the laws or government of the country to which he is fent, fuch Conful may either be punished according to law, if the laws will reach the cafe, or be fent back, the offended Government affigning to the other the reafons for the fame.

It is hereby declared, that either of the Contracting Parties may except from the refidence of Confuls fuch particular places as fuch party fhall judge fit to be fo excepted.

ART. V.

This Convention, when the fame fhall have been duly ratified by His Britannick Majefty and by the Prefident of the United States, by and with the advice and consent of their Senate, and the respective ratifications mutually exchanged fhall be binding and obligatory on His Majefty and on the faid United States for four years from the date of its fignature; and the ratifications fhall be exchanged in fix months from this time, or fooner, if poffible.

Done at London this third day of July, in the year of our Lord One thousand eight hundred and fifteen.
