An act to establish a State road from Hudson City (Martin's Depot) in Audrain county, to Bowling Green in Pike county ;

An act to change the name of Hudson City in Audrain county, Missouri, to Martinsburg;

An act supplemental to "an act entitled an act incorporateing the Richland Male and Female Academy and Common School Association, approved February 11, 1857;" approved November 18, 1857.

Message from the House of Representatives, by Mr. Wallace, assistant clerk :

MR. PRESIDENT: I am instructed by the House of Representatives to inform the Senate that the Speaker of the House has signed enrolled House bill entitled,

An act to provide an office for the Adjutant and Quarter Master General of the State of Missouri.

The Speaker of the House has signed enrolled Senate bill entitled,

An act to regulate the organization of the staff department and volunteers of the Missouri Militia.

Mr. Stevenson introduced the following resolution which was read and adopted :

Resolved by the Senate, That the committee on Accounts be instructed to audit and allow to Thomas W. Gilmer, assistant enrolling clerk, the sum of three dollars per day as additional per diem compensation, during the present adjourned session of the General Assembly, to be paid out of the contingent fund.

On motion of Mr. McFarland,

Resolved, That the thanks of the Senate are due and are hereby tendered to the Henorable Hancock Jackson, President of the Senate, for the able, prompt, efficient and impartial manner in which he has discharged the duties of presiding officer during the present session.

On motion of Mr. Carr;

Resolved, That the thanks of the Senate be, and they are, hereby tendered to John D. Stevenson, Esq., for the ability, dignity and impartiality with which he has uniformly acted in his official capacity as President pro tempore of the Senate.

Mr. Wood, from the committe on Enrolled Bills, reported as truly enrolled,

An act to regulate the staff department and volunteers of the Missouri militia.

Mr. Morris, from the select committee to which was referred Senate bill entitled,

An act amendatory of an act entitled " an act to establish the Law Conmissioner's Court, in the county of St. Louis, and for other purposes,"

Reported the same back to the Senate and recommended its passage;
The report was disagreed to.
The question then being,
“ Shall the bill pass ?"
Was decided in the negative.
Mr. Stevenscn, on leave, introduced,

Proposed amendment to the Constitution, providing for the reclassification of the Senate;

Which was, on his motion, referred to the next General Assembly.
Mr. Waddell, on leave, introduced a bill entitled,

An act to provide for a Court of Common Pleas in Bates county, Missouri;

Which was, on his motion, referred to the next General Assembly.
House bill entitled,

An act to provide an office for the Adjutant and Quarter Master General of the State of Missouri,

Was taken up,

Read a first time, rule suspended, read a second and third time, and passed.

On motion of Mr. Stevenson,

Resolved, That the committee on accounts allow the amount of the account of Jefferson T. Rogers for ice furnished for the use of the Senate, to be paid out of the contingent fund.

The President laid before the Senate the following communication from the Governor :

EXECUTIVE DEPARTMENT,

Jefferson City, Mo., Nov. 23, 1857.
To the Honorable President of the Senate of the State of Missouri:

I respectfully call your attention to an act entitled, “ an act to regulate the organization of the staff department and volunteers of the Missouri militia," which has been presented to me for my approval, and which upon examination I find has no enacting clause, and is therefore inoperative. I return it in order, if it is desirable, that the proper correction may be made.

On motion of Mr. Morris,
The communication was laid on the table,

And the Senate immediately proceeded to reconsider the bill therein referred to.

The bill was taken up,
When Mr. Morris offered the following amendment thereto :
Amend by inserting:
“Be it enacted by the General Assembly of the State of Missouri ;"
The amendment was read a first and second and third time and agreed to.
And the bill as amended was passed.
On motion of Mr. Morris,
The bill as amended was transmitted to the House of Representatives.
