INTRODUCTORY NOTE The Committee on Transportation and Infrastructure is pleased to publish two volumes compiling railroad-related laws within the jurisdiction of the Subcommittee on Ground Transportation. The Subcommittee was created at the beginning of the 106th Congress through the merger of the former Subcommittees on Surface Transportation and Railroads. With minor exceptions, the new Subcommittee's jurisdiction includes that of both of the former Subcommittees. This volume includes the laws relating to railroad labor relations, railroad retirement, and railroad unemployment. The companion volume encompasses the laws regulating railroad safety and economic regulation, as well as the statutes governing the railroadrelated portions of the Department of Transportation and rail passenger service.
