FIRST DAY.

SENATE

WEDNESDAY, January 3, 1877.

The Senate was called to order at 12 o'clock M., by the Hon. Norman J. Colman, Lieutenant Governor and President of the Senate, who announced that in accordance with the Constitution and the laws of the State of Missouri, and the authority thereby invested in him, he declares the due convention of the Senate of the Twentyninth General Assembly of the State of Missouri.

Prayer by the Rev. Chas. C. Wood.

The President, with the consent of the Senate, appointed W. M. Prottsman of Buchanan county, temporary Secretary of the Senate. The roll of the Senate being called, the following members holding over answered to their names:

Senators Abney, Ake, Biggs, Edwards of St. Charles, Mosby, Paxton, Perkins, Rubey, Seay, Shelby, Terry, Thompson, Wear, Wight and Young-15.

ABSENT-Senator Newberry-1.

The President laid before the Senate the following communication from the Secretary of State:

Department OF STATE, CITY OF JEFFERSON, January 3, 1877.

To the Honorable President of the Senate:

SIR: As required by law, I have the honor to lay before your honorable body herewith, a list of the names of the members of the Senate of Missouri elected at the general election held on the seventh day of November, a. D. 1876, as the same appears from the returns in my office; and also a list of the members of said Senate who hold

over.

Senators elected to the Twenty-ninth General Assembly of the State of Missouri, at the November election, 1876.

The roll of the Senators elected was then called, and the following Senators came forward, took and subscribed to the oath of office and took their seats as Senators:

Senators Parish, Wilson, Burkeholder, Majors, Flood, Lakenan, Ballingal, Edwards of Lafayette, Parsons, Morrisson, Read, Coleman, Pope, Claiborne and Phelan-18.

Senator Parsons offered the following resolution :

Resolved, That all Senators holding over be required to take and subscribe to the oath of office.

Which was read the first and second times and adopted.

The roll of the Senators holding over was then called, and the following Senators came forward, took and subscribed to the oath of office:

Senators Abney, Ake, Biggs, Edwards of St. Charles, Mosby, Paxton, Perkins, Rubey, Seay, Shelby, Terry, Thompson, Wear, Wight and Young-15.

ABSENT-Senator Newberry.

The President then directed the roll of the Senate to be called, when there were present:

Senators Abney, Ake, Ballingal, Biggs, Burkeholder, Claiborne Coleman, Edwards of St. Charles, Edwards of Lafayette, Flood, Lakenan Major, Morrisson, Mosby, Murray, Parish, Parsons, Paxton, Perkins, Phelan, Pope, Read, Rubey, Seay, Shelby, Terry, Thompson,. Wear, Wilson and Young-31.

ABSENT-Senators Hudson, Newberry and Wallace-3.

A quorum being present, the President announced the Senate ready to proceed to business.

Senator Thompson offered the following resolutions:

WHEREAS, The new Constitution of this State has introduced new and different provisions of law to legislative proceedings, and the rules of the Senate heretofore adopted »re in many respects inapplicable; therefore,

1. Resolved, That à committee of five be appointed by the President to prepare and submit rules for the government of the Senate for the present session and report with all convenient speed.

2. Resolved, That the rules of the Senate for the Twenty-eighth General Assembly, so far as the same can apply, shall be and are the rules of the present body until the report of the said committee shall have been adopted in whole or in part.

3. Resolved, That the report of said committee shall be in order, and take priority of all motions and orders as prescribed in the rules of the Senate for the Twentyeighth General Assembly.

Which were read the first and second times and adopted.

The President appointed the following Senators on said committee:

Senators Thompson, Rubey, Edwards of St. Charles, Phelan and Pope-5.

On motion of Senator Edwards of St. Charles, the Senate adjourned until 10 o'clock to-morrow.

FOURTH DAY-THURSDAY, January 4, 1877.

MORNING SESSION.

The Senate met pursuant to adjournment.

The President, Lieutenant-Governor Colman, in the chair.
Prayer by Rev. E. W. Gilliam.

The journal of yesterday was read and approved.

The roll of the Senate being called, there were present:

Senators Abney, Ake, Ballingal, Biggs, Burkeholder, Claiborne. Coleman, Edwards of St. Charles, Edwards of Lafayette, Flood, Lakenan, Major, Morrisson, Mosby, Murray, Newberry, Parrish, Parsons, Paxton, Perkins, Phelan, Pope, Read, Rubey, Seay, Shelby, Terry.. Thompson, Wallace, Wear, Wight, Wilson and Young-33.

ABSENT-Senator Hudson-1.

Senator Newberry came forward, took and subscribed to the oath of office.
