That every defendant shall have the right to testify before any grand jury, and may also bring before that body any witnesses whom he may desire, who shall be examined by the grand jury.

PRESIDENT: Your Committee on Printing, to whom was referred resolution asking "if any contract has been entered into for printing of this 29th General Assembly," beg leave to report that by virtue of a joint resolution of the General Assembly of 1874, a contract was entered into April 18, 1874. whereby "the printing for the State" was awarded to Messrs. Regan & Carter for the term of three years from the first day of July, 1874. All printing ordered by this General Assembly is covered by said contract.

DEAR SIR: I enclose copy of a letter sent by me this evening to the chairman of the Insurance Committee of the House, and respectfully request that your committee ask authority from the Senate to join in the investigation therein referred to, with like powers and duties.

JEFFERSON CITY, February 11, 1877.

DEAR SIR: Since my arrival and appearance before your committee, in relation to the matters referred to you by the resolution of the House of the 15th inst., I have found in circulation here such charges and insinuations against my administration of the Insurance Department as require fuller investigation than can be made here; I therefore, respectfully request, as due to me under the circumstances, that you ask for leave of the House to sit in St. Louis, where the

records and papers of the department can be examined, and the attendance of the necessary witnesses can be more readily and cheaply secured, and with power to examine witnesses under oath, etc. I shall apply to the chairman of the Senate Committee on Insurance for like action on the part of that body.

Senator Wallace laid before the Senate a remonstrance from E. Frank Haynes and 101 citizens of Howell county, against enlarging the 13th judicial circuit of Missouri. The remonstrance was read and referred to the Judiciary Committee.
