Senate bill No. 111, with pending amendments, taken up.

Senator Rubey, on leave, withdrew the amendment, and offered

the following amendment instead:

Amend section 1 by adding thereto the following: No person shall vote at any election held under this section who is delinquent for any taxes assessed against or chargeable to him within the district to be affected by such election.

Senator Seay moved to amend the amendment, as follows:

Provided always, That no person shall be permitted to vote unless he shall have paid a poll-tax of one dollar in the year in which he votes. Lost.

The question recurring upon the amendment offered by Senator Rubey, it was not adopted.

Senator Perkins moved to amend section 2, in line 3 of printed bill, by inserting after the word "judgment," the following: "Or be requested by a petition of the tax-payers of any school district, city, town or village."

The amendment was read first and second time and adopted.

Senator Major moved to amend section 1 by adding thereto the following:

No person shall vote at any election held under this section who has failed to pay a tax for the year next prior to that in which said election shall be held.

The amendment was lost by the following vote:

Substitute for Senate bill No. 19, was taken up.

Senator Phelan offered the following resolution:

Resolved, That 250 additional copies of substitute for Senate bill, entitled "An act to provide for the organization and conduct of savings banks and banks of deposit and discount," be printed. Adopted. On motion of Senator Phelan, the bill was made the special order for Thursday, March 1, 1877.

The substitute for Senate bill No. 47 was taken up, read the second time and ordered to engrossment.

The substitute for Senate bills Nos. 60 and 88, was taken up, read the second time and ordered to engrossment.

House concurrent resolution No. 9, was taken up and read the third time, and passed by the following vote:

Senator Thompson offered the following amendment to the bill: "Amend by striking out the words to secure to the vendor the purchase money thereof,' in lines 11 and 12 of section 1."

Senator Edwards of St. Charles, moved that debate close on the pending amendment; which was not agreed to.

On motion of Senator Young, the Senate adjourned.

AFTERNOON SESSION.

Senate met pursuant to adjournment.

The President of the Senate laid before the Senate a communication from the Warden of the Penitentiary; which was read, and, on motion of Senator Major, was referred to the Committee on Retrenchment and Reform.

The pending bill, being Senate bill No. 59, was then taken up. The question recurring on the amendment offered by Senator Thompson, was lost by the following vote:

AYES-Senators Phelan, Thompson and Wear-3.

NOES-Senators Abney, Ake, Biggs, Burkeholder, Claiborne, Coleman, Edwards of St. Charles, Edwards of Lafayette, Hudson,

On motion of Senator Wight, leave of absence was granted Senator Parrish.

Senate joint and concurrent resolution No. 13 was taken up, and read the second time.

Senator Perkins offered the following amendment:

Amend the resolution by adding the following: "Insurance Department Fund, $24,000.00" instead of "$20,000.00."

The amendment was adopted.

The bill was then ordered to engrossment.

House bill No. 13 was taken up, and the Senate refused to order it to a third reading.

Senate joint and concurrent resolution No. 5 was taken up, and ordered that it be not engrossed.

Senator Rubey offered the following resolution, which was adopted:

1. Resolved, That in publishing the journal of this session of the Senate all, reports or other matter which is ordered printed in the appendix, shall be excluded from the body of the journal, and a reference simply shall be made to its publication in the appendix.

2. Resolved, That as soon as any portion of the proceedings are ready for publication, the Secretary shall deliver the same to the Commissioners of Printing.

3. Resolved, That the Secretary deliver to the Commissioners of Printing a copy of these resolutions.

Business was suspended, and the President of the Senate in the presence of the Senate, signed House bill No. 7.

Senator Coleman presented a petition of citizens of St. Louis, asking for the establishment of a school of Industrial Art and Design in St. Louis; which was read and referred to Committee on St. Louis Delegation.

Senator Perkins, from the Committee on Retrenchment and Reform, submitted the following report:

MR. PRESIDENT: Your Committee on Retrenchment and Reform, to whom was referred substitute for Senate bill No. 21, entitled An act to amend section 14 of chapter 32 of the General Statutes of Missouri, beg leave to report that they have considered the same, and recommend that the accompanying substitute do pass.

Which was read.

Senator Terry, from the Committee on Ways and Means, made the following report:

MR. PRESIDENT: Your Committee on Engrossed Bills, to whom was referred Senate bill No. 16, entitled An act to permit persons to testify in their own behalf in criminal causes.

Also, Senate bill No. 37, entitled An act to amend section 47, chapter 169 of the General Statutes of Missouri, concerning practice in civil cases.

Also, Senate bill No. 18, entitled An act to provide for, and regulate continuances in civil and criminal causes, and to repeal all acts and parts of acts inconsistent therewith.

Also, Senate bill No. 124, entitled An act to amend section 1, chapter 96 of the General Statutes of Missouri, entitled "Peddler's licenses," the same being section 1, chapter 106, Wagner's Statutes.

Also, Senate bill No. 29, entitled An act to amend section 2, chaptér 213, General Statutes, beg leave to report that they have considered the same, and find them to be truly engrossed, and that the printed copies thereof furnished to the Senators are correct.

Senator Claiborne introduced Senate bill No. 165, entitled An act to amend sections 1, 2, 3, 5 and 7 of an act entitled an act "Of the preservation of game, birds and animals," approved February 7, 1874; read the first time.

Senator Burkholder introduced Senate bill No. 166, entitled “An act directing the State Board of Equalization to assess, adjust and equalize the railroad property in the State of Missouri for the year 1867; read the first time.

Senator Thompson introduced Senate bill No. 167, entitled An act to designate and establish courts for the trial of contested elections, to regulate proceedings and prescribe the practice therein in the judicial circuits of the State, etc.; read the first time.

Senator Wear introduced Senate bill No. 168, entitled An act to authorize the State Board of Education to institute proceedings to recover any school lands, funds or other interests which have been improperly diverted from the objects and purposes, or illegally or insecurely invested, and to employ counsel, define their duties, and for their compensation for prosecuting such proceedings; read the first time.

Senator Claiborne introduced Senate bill No. 169, entitled An act to institute a school of Industrial Art and Design; read the first time.
