Senator Morrisson introduced the following resolution:

Resolved, That the Doorkeeper be and is hereby authorized to appoint a night watch for the Senate Chamber for the present session, at a compensation to be fixed by law.

Pending the resolution, the following message was received from the House of Representatives:

MR. PRESIDENT: I am instructed by the House of Representatives to inform the Senate that the House has adopted joint rules for the government of both Houses, here with submitted, in which the concurrence of the Senate is respectfully requested.

On motion of Senator Rubey, the resolution offered by Senator Morrisson, was laid over informally.

Senator Perkins introduced the following resolution :

Resolved, That the Ways and Means Committee be requested to report a general appropriation bill at as early a day as practicable. Which was read the first and second times and adopted.

Senator Burkeholder introduced Senate joint and concurrent resolution No. 5, entitled Concurrent resolution directing a revision. of the General Statutes and laws of Missouri; which was read the first and second times, and, on motion of Senator Claiborne, referred to Judiciary Committee.

Senator Wear introduced the following resolution:

Resolved, That the clerk of the Supreme Court be requested to lay before the Senate a list of all fees received by him as such clerk, and from what source the same has been received, for the period of two years past.

Which was read the first and second times and adopted.

Senator Burkeholder, on leave, introduced Senate bill No. 12, entitled Ar act entitled an act to amend section 31, article 9, chapter 42, Wagner's Missouri Statutes, making petit larceny punishable in a summary manner before justices of the peace; which was read the first time.

Senator Wight, on leave, introduced Senate bill No. 13, entitled An act directing the auditing of a certain bill of criminal costs in favor of the circuit court of Vernon county, Missouri; which was read the first time.

Senator Read introduced Senate joint and concurrent resolution No. 6, entitled In relation to harmonizing the laws and conforming them to the Constitution of the State of Missouri; which was read the first and second times, and, on motion of Senator Wallace, referred to the Judiciary Committee.

Senator Rubey called up Senate resolution in relation to appointing a committee of conference between the two Houses in regard to the revision of the Statutes.

Senator Rubey moved the adoption of the resolution.

A vote was taken and the resolution was lost.

Message from the House in relation to joint rules, was taken up and read the first time.

Senate bill No. 7 was taken up, read the second time, and referred to Committee on Banks and Corporations.

Senate bill No. 6 was taken up, read the second time, and referred to Committee on Criminal Jurisprudence.

Senate bill No. 10 was taken up, read the second time, and referred to Committee on Education.

Senate bill No. 8 was taken up, read the second time, and referred to Judiciary Committee.

Senate bill No. 9 was taken up, read the second time, and referred to Committee on Education.

The President laid before the Senate a communication from the Secretary of State in relation to a report of the acting Geologist of the State; which was read the first and second times, and referred to Committee on Mines and Manufacturing.

On motion of Senator Hudson, the Senate adjourned.

AFTERNOON SESSION.

Senator Rubey, from the Committee on Printing, submitted the following report:

MR. PRESIDENT: Your committee to which was referred

The resolution in regard to printing the inaugural address of Governor Phelps, beg leave to report that we have considered the same, and recommend the passage of the following substitute:

Resolved, that 4,000 copies of the inaugural address of Governor Phelps be printed-3,000 thereof in English, 500 of which shall be delivered to the Governor, the balance to the members of the Senate; and also, 1,000 copies to be printed in German, of which 200 shall be delivered to the Governor, and the balance to the members of the Senate.

Senator Seay moved to substitute "inaugural address" for "message;" which was carried.

The question recurring upon the substitute, it was lost.

The original resolution, as amended, was then adopted.

Senator Thompson, from special committee on rules, submitted the following report:

MR. PRESIDENT: Your committee, to whom was referred

A resolution to prepare and submit rules for the government of proceedings of the Senate, for the 29th General Assembly, have considered the same, and submit the accompanying rules, and recommend their adoption.

Which was read, and, on motion of Senator Major, referred to the Committee on Printing, with instructions for said committee to have 50 copies printed.

Senator Thompson, from the Committee on Judiciary, submitted the following report:

Senator Pope moved to amend as follows:

Amend by inserting after the word "authorized," in the fifth line from the bottom of the second page, the words "immediately after the approval of the joint resolution."

Pending the motion of Senator Pope to amend, the following message was received from the House by the Chief Clerk, Geo. W. Frame:

Recurring to the amendment offered by Senator Pope, it was adopted.

Senator Claiborne moved to amend the substitute by inserting after the word "Governor" the words " and Attorney-General." The amendment was lost.

The question recurred upon the substitute as reported from the Judiciary Committee, and the substitute was agreed to.

On motion of Senator Thompson, it was ordered to engrossment, and 50 copies ordered printed.

Senator Thompson, from the Judiciary Committee, submitted the following report:

MR. PRESIDENT: Your Committee on Judiciary, to whom was referred

Senate bill No. 1, entitled An act to provide for revising and digesting the laws of this State, beg leave to report that they have

considered the same, and recommend that the accompanying substitute do pass. W. B. THOMPSON, Chairman.

On motion of Senator Thompson, 50 copies of the bill were ordered printed.

Senator Perkins, from special committee, submitted the accompanying report:

MR. PRESIDENT: Your special committee to whom was referred Senate resolution No. 6, have examined the same, and beg leave to report the accompanying bill as a substitute therefor, and recommend that it do pass. E. F. PERKINS, Chairman.

On motion of Senator Phelan, the consideration of the report was laid over until to-morrow.

Senator Morrisson introduced the following resolution:

Resolved, That the Secretary of the Senate be authorized to appoint a clerk on Printing.

On motion of Senator Pope, the resolution was referred to the Committee on Printing.

Senator Morrisson offered the following resolution:

Resolved, That the Committee on Ways and Means have leave to sit during the sessions of the Senate, and in view of the sickness of Senators Lakenan and Terry, the President be requested to increase the force on said committee by the appointment of two additional members; read first and second times and adopted.

Senator Thompson offered the following resolution:

Resolved, That the Committee on Judiciary, Committee on Criminal Jurisprudence, Committee on Ways and Means, Committee on Banks and Corporations, Committee on Education, Committee on Internal Improvements, Committee on Penitentiary, and Committee on Accounts, be each allowed to employ one clerk at a compensation not greater than is now fixed by law.

Senator Young moved to amend by adding Committees on Insurance and Printing.

Senator Perkins moved that the resolution and amendment lie over informally. Carried.

Senator Seay offered the following resolution:

Resolved, That a clerk be allowed to the Committee on Mines and Manufacturing, and that such committee be allowed to appoint the same immediately.

On motion of Senator Wight, the resolution was laid over informally.

On motion of Senator Young, the Senate adjourned.

The pending question being the consideration of Senate bill No. 14, reported by the special committee as substitute for Senate resolution No. 6, in relation to clerk and employees of the Senate.

The first section was read.

Senator Mosby moved to fill the blank with the sum of "four dollars."

Senator Phelan moved to amend by inserting "five dollars."
The amendment was agreed to.

The second section being read, on motion of Senator Phelan, the blank therein was filled by inserting "five dollars.'

The third section was read.

On motion of Senator Ake, the blank in said section was filled by inserting "five dollars."

The Senate then proceeded to the consideration of the fourth section.

Senator Thompson moved to fill the blank by inserting "five dollars."

Senator Read moved to amend by inserting "three dollars."

The motion of Senator Thompson was not agreed to by the following vote; the ayes and noes being demanded by Senator Perkins:
