Senator Mosby laid before the Senate the eleventh biennial report of the Commissioners and Superintendent of the Missouri Institution for the Education of the Deaf and Dumb.

Senator Mosby moved that the report be laid on the table, and that 3,500 copies of the same be printed: 1,500 for the use of the Institution; 1,000 for the appendix to journal, and the remainder for the use of the General Assembly; 300 for the Senate and 700 for the lower House.

Senator Rubey moved that the report and motion be laid on the table. Carried.

Senator Thompson, from the Judiciary Committee, submitted the following report:

Mr. President: Your Committee on Judiciary, to whom was referred joint and concurrent resolution No. 7, beg leave to report that they have considered the same, and recommend that it do pass, with accompanying amendments.

Which was read.

Senator Edwards moved that the consideration of the report, resolution and amendments, be postponed until Monday morning at ten o'clock, and that 50 copies be printed. Carried.

Senator Rubey, from the Committee on Printing, submitted the following report:

MR. PRESIDENT: Your Committee on Printing, to whom was referred the revised rules of the Senate, with instructions to have 50 copies of the same printed, beg leave to report that we have caused said rules to be printed without any change whatever made by us, and we recommend the adoption of the same, and that 50 copies thereof, including a list of the standing committees, and members and officials of the Senate be bound in pamphlet form.

Pending which, Senator Morrisson moved to, amend the rules of the Senate by adding rule No. 67, as follows:

RULE 67-On all bills containing an emergency clause, the vote shall first be taken on the bill; and if the bill pass, then a vote shall be taken on the emergency clause, and if two-thirds of all the members elected vote in favor of it, then the bill shall take effect immediately after its passage; which was read first and second time and adopted by the following vote:

Senator Phelan moved that the standing committee of the St. Louis Delegation be added to the standing committees, as reported by Committee on Rules. Adopted.

Senator Young introduced Senate bill No. 51, entitled An act to amend section 24 of an act entitled An act for the incorporation of insurance companies other than life assurance companies, and for the regulation of insurance business other than life assurance business," approved March 10, 1869; read first time.

Senator Wallace introduced Senate bill No. 52, entitled An act to amend chapter 113 of Wagner's Statutes concerning "quo warranto, being chapter 157 of the General Statutes of Missouri; read first time.

Senator Perkins introduced Senate bill No. 53, entitled An act to amend section 25 of article 35 of chapter 84 of Wagner's Missouri Statutes; read first time.

Senator Mosby introduced Senate bill No. 54, entitled An act to appropriate money for the payment to J. W. Black for outstanding Union military bonds and the interest thereon; read first time.

Senator Wight offered the following resolution:

Resolved, That a special committee of five be appointed to report to the Senate what articles and sections of the Constitution require legislation to carry into effect therein, and what laws will expire by constitutional limitation on 1st of July, 1877, and what laws it will be necessary to change in order to conform them to the Constitution; which was read first and second time and adopted.

Senator Wallace moved that when the Senate adjourn, it adjourn to meet Monday morning at 10 o'clock; which was not agreed to by the following vote:

AYES-Senators Morrisson, Paxton, Pope, Rubey, Seay, Shelby, Terry, Thompson, Wallace and Wear-10.

The President laid before the Senate a communication from the State Superintendent of Public Schools, as follows:

JEFFERSON CITY, January 19, 1877.

To the Honorable President of the Senate:

In transmitting my report to the Senate, I would respectfully ask that any resolution ordering the printing thereof shall direct that such printing be under my supervision. I desire to include in the report an itemized account of the expenditures of my office for the years 1875 and 1876, now withheld from the documents presented you, for the use of the Committee on Ways and Means.

Senator Pope moved that State Superintendent of Public Schools be requested to transmit to the Senate supplemental report embracing items alluded to in his communication.

Senator Phelan moved to refer communication, report and motion

of Senator Pope to Committee on Education. Carried.

Senator Mosby called up the eleventh biennial report of Commissioners, etc., of Missouri Institution for the Education of the Deaf and Dumb, together with the following resolution:

Leave of absence was granted Sergeant-at-Arms until Monday.

There being no quorum present, Senator Young moved a call of the Senate.

Senator Phelan moved that the Doorkeeper be instructed to arrest any Senator in or about the Senate, and not in his seat. Carried.

Senator Rubey was presented at the bar by the Sergeant-at-Arms. Senator Mosby moved that Senator Rubey be excused. Carried. On motion of Senator Phelan, further proceedings under the call were dispensed with.

Senator Young offered joint and concurrent resolution No. 11: Resolution to print proceedings and debates of the late Constitutional Convention; read first time.

Senate bill No. 54; read second time, and referred to Committee on Claims.

Senate bill No. 53; read second time, and referred to Committee on Swamp Lands.

Senate bill No. 52; read second time, and referred to Committee on Judiciary.

The President appointed on special committee under resolution offered by Senator Wight on yesterday, Senators Wight, Wilson, Wear, Read and Flood.

Senator Seay moved to disagree to the House amendment.

Senator Phelan raised the point of order, that the Senator's motion was not in order, the amendment not having been printed.

The President overruled the point of order.

Senator Murray moved the further consideration of the amendment be laid over informally.

Senator Claiborne moved to amend by inserting Monday next. Senator Rubey moved to amend the amendment by inserting 2 o'clock.

Senator Claiborne accepted the amendment.

Senator Murray accepted the amendment as amended, and the motion to postpone was agreed to.

A communication was received from the State Superintendent of Public Schools; which was read, and referred to Committee on Education.

A message was received from the Governor by the Private Secretary, and on motion of Senator Young, the Senate went into Executive Session.

On motion of Senator Wear, Senator Phelan was added to Committee on Blind Asylum.

On motion of Senator Wight, Senator Rubey was added to Committee on State University.

On motion of Senator Seay, Senator Young was added to Committee on State University.

Senator Newberry offered Senate bill No. 55, entitled An act in relation to erroneous assessment and collection of taxes, and to correct clerical errors in the assesment of property for the years 1875 and 1876; read first time.

On motion of Senator Young, the Senate adjourned.
