Senator Thompson moved to amend section 3 of the bill by striking out the word "resolution," where it occurs in said section, and insert"act;" which was read first and second time and adopted.

Senator Wear moved to amend section 2 by striking out the "Register of Lands," and insert "the Clerk of the Circuit Court of the Eighth Judicial Circuit," where it occurs.

The Secretary of the Senate presented to the Governor, for his ·consideration, Senate joint and concurrent resolution No. 4.

Senator Murray moved the previous question, which was lost by by the following vote:

PRESIDENT: Your Committee on Engrossed Bills, to whom was referred substitute for Senate Bill No 4, entitled An act to amend sections one and two of chapter 21 of the General Statutes of Missouri, entitled "Of the Commissioner of the Seat of Government," beg leave to report that they have considered the same, and find it to be truly engrossed, and that the printed copies thereof furnished to the Senators are correct.

Senator Wight, from Select Committee, appointed to report what legislation is necessary to conform the laws to the Constitution, etc., submitted the following report:

MR. PESIDENT: Your committee, to whom was referred the resolution calling for report to the Senate of such articles and sections. of the Constitution as require legislation to carry them into effect, and changes in laws necessary to conform them thereto, have considered the same, and by way of report, submit the following resolution:

Resolved, That the several sections of the Constitution be referred to the standing committees of the Senate, with instructions to them to report by bill or otherwise, such legislation as they may deem necessary to carry such provisions of the Constitution into effect and harmonize the laws thereto.

The resolution was read and adopted, and 50 copies ordered printed.

Propositions and motions being in order, Senator Pope introduced Senate bill No. 69, entitled An act to provide for the organization and conduct of banks of deposit and discount, or both, and to repeal sections 1 and 6, inclusive of chapter 68 of General Statutes of Missouri, and all former amendments thereto, and all acts and parts of acts in conflict with this act; read first time.

Senator Perkins introduced Senate joint and concurrent resolution No 13, entitled Joint and concurrent resolution relative to unexpended balances; read first time.

Senator Hudson introduced Senate bill No. 70, entitled An act to establish public holidays, and declaring the time of maturity of mercantile paper falling due on such days; read first time.

Senator Pope introduced Senate bill No. 71, entitled An act to amend the General Statutes of Missouri, to-wit: Title XXXIX thereof by repealing chapters 161, 162, 163 and 161 of said title. The same with amendments being articles 1, 2, 3 and 4 of Wagner's Missouri Statutes, and all acts and parts of acts in conflict with this act, and to enact certain provisions in lieu thereof for the conduct of practice in civil cases; read first time.

Second reading of bills being next in order,

Senate bill No. 65; was read and referred to Judiciary Committee. Senate bill No. 64; read and referred to Judiciary Committee. Senate bill No. 67; read and referred to Committee on Elections.

Senator Thompson moved that the rules be suspended, and that the Judiciary Committee be permitted to make a report. Carried. Whereupon Senator Thompson, from the Judiciary Committee, submitted the following report:
