Senator Rubey introduced Senate bill No. 73, entitled An act to repeal an act entitled an act to more fully provide for the organization of counties into municipal townships, and to further provide for the local government thereof, and repealing all former acts relating thereto, approved March 24, 1873, and also to repeal all acts amendatory of said act; read first time.

Senator Major introduced Senate bill No. 74, entitled An act authorizing county treasurers to redeem county bonds when the same shall become redeemable by the terms of their issue, and specifying the manner in which notice shall be given; read first time.

Senator Parrish introduced Senate bill No. 75, entitled An act to amend section 8, and repealing section 25 of chapter 210 of the General Statutes of the State of Missouri, in relation to subpoenaing witnesses before grand juries; read first time.

Committee on Deaf and Dumb_and Lunatic Asylums granted leave of absence to visit Asylums at Fulton.

Senator Thompson, from the Judiciary Committee, on leave, submitted the following report:

Petitions, memorials and remonstrances being in order, the President laid before the Senate sealed papers containing evidence in the contest between James L. Rush and Senator Wallace; which were referred to the Judiciary Committee.

The amendment, as reported by the committee, was adopted.

Senator Thompson moved to amend section 8 by striking out "except upon compliance with the provisions hereof," and insert in lieu thereof the following: "Except he shall sustain such application by a written or oral affidavit as the court may direct, which application shall state in full the grounds upon which he makes such application, in compliance with the provisions of this act, except he shall not be obliged to give the name of any witness whom he may deem it the interest of the State to withhold, which fact he shall state in this application; such application may be sustained or overruled, in the discretion of the court."

Senator Rubey moved to suspend further consideration until Tuesday, February 6, and made it a special order for ten o'clock, to be continued from day to day until disposed of. Carried.

Senator Parrish, from the Committee on Engrossed Bills, submitted the following report:

Senator Ballingal introduced Senate bill No. 86, entitled An act to prevent the mortgagor or grantor in trust deeds of personal property from the fraudulent use or disposition of such property, and to declare the punishment therefor; read first time.

Senator Parrish moved to amend the bill by striking out section 2. Pending the motion to amend by Senator Parrish, on motion of Senator Morrisson, the Senate adjourned.

The roll was called and the following Senators were present:

The pending question being upon agreeing to the amendment offered by Senator Parrish to Senate bill No. 72, the amendment was agreed to.

Senator Thompson moved to amend the bill by adding a new section as follows:

SECTION 2. Whereas, there is no provision of law authorizing the employment of a clerk by the Attorney General, and the public interest is liable to suffer for want of sufficient force in the office of the Attorney General, it is hereby declared that an emergency exists for such employment; therefore this act shall take effect and be in force from and after its passage.

Senator Ballingal moved to refer the bill and amendment to the Committee on Retrenchment and Reform. Carried.

Senate bill No. 73; was read and referred to Committee on Township Organization.

Senate bill No. 75; read and referred to Committee on Criminal Jurisprudence.
