An act to legalize the proceedings of justices of the peace in Grant county; An act to establish ferries across the Mississippi river, opposite the town of Burlington, Des Moines county; and

An act, entitled an act, to establish the judicial districts of the Territory of Wisconsin, and for other purposes, and to regulate the time of holding courts in this Territory.

And then the Council adjourned.

FRIDAY, January 19, 1838.

A message from the House of Representatives by the Clerk thereof:

Mr. President-The House of Representatives have passed bills and a resolution, of the following titles, in which the concurrence of the Council is requested:

No. 147, A bill to provide for the compensation of the officers of the Legislative Assembly, and for other purposes;

No. 149, A bill to establish the ferries herein named; and

Resolution, authorizing J. B. Webber to take charge of the furniture, and other effects, of the Legislative Assembly.

They have also concurred in the amendment made by the Council to bill No. 148, entitled "A bill supplementary to an act concerning costs and fees ;" and have appointed Messrs. Cox and Chance a committee of Conference on their part, in relation to the disagreeing votes of the two Houses to the following bills, viz:

No. 10, A bill respecting constables;

No. 43, a bill to licence and regulate taverns; and

No. 65, a bill to amend an act, entitled an act, concerning the supreme and district courts, and defining their jurisdiction and powers.

And then he withdrew.

The President announced a communication from the Governor, notifying the
Council that he had this day examined and approved the following acts, viz:
An act to legalize and make valid the records of deeds and other conveyances
of the county of Brown;

An act to establish a ferry across the Mississippi river, in this Territory;
An act to regulate ferries;

An act concerning grand and petit jurors;

An act providing for and regulating general elections, in this Territory;

An act to incorporate the Marquette and Kentucky City Canal Company ;

An act to authorize Levi Moffit to keep a ferry across Skunk river, at Moffit's mill;

An act for assessing and collecting county revenue; and,

An act providing for the recording of town plats.

Mr. Sweet, from the joint committee of Conference, appointed by the two Houses, to which has been referred the disagreeing votes of the two Houses on the following bills, viz: No. 10, A bill respecting constables; No. 43, A bill to license and regulate taverns; and 65, A bill to amend an act, entitled an act, concerning the supreme and district courts, and defining their jurisdiction and powers; made a verbal report thereon, stating that the committee had come to no agreement on bills Nos. 10 and 43, and that they recommended to the Council to concur in the amendment by the House of Representatives to the amendment of the Council to a previous amendment of the House in relation to bill No. 65. The report of the committee was adopted, and the amendment concurred in. Ordered, That the Secretary acquaint the House of Representatives therewith.

Mr. Brigham, from the committee on Enrolment, reported the following to be correctly enrolled, viz:

An act to incorporate the several seminaries herein named :

An act to prevent trespasses and other injuries being done to the possessions of settlers on the public domain, and to define the extent of the right of possession on the said land;

An act to establish the University of the Territory of Wisconsin ;

An act supplementary to an act, entitled an act, to regulate the mode of petitioning the Legislative Assembly in certain cases;

An act to incorporate the stockholders of the Rochester and Des Moines Hydraulic and Manufacturing Company;

An act to establish the Philandrian College in the town of Denmark, Des Moines county;

An act to incorporate the Davenport Manual Labor College; and a

Resolution concerning the Miners' Bank of Du Buque.

Mr. Arndt, from the committee on Engrossment, reported bill No. 66, entitled "A bill to provide for the compensation of the officers of the Legislative Assembly, and for other purposes," to be correctly engrossed.

The bill was then read a third time, passed, and the title agreed to. Ordered, To be sent to the House of Representatives for concurrence. A message from the House of Representatives, by the Clerk thereof, viz: Mr. President-I am directed to present the following acts for your signature, which have been signed by the Speaker of the House of Representatives, viz : An act for the punishment of the crime of bribery ;

An act to legalize the proceedings of justices of the peace, in Grant county; An act to establish ferries across the Mississippi river, opposite to the town of Burlington, in Des Moines county:

An act to amend an act, entitled an act, to establish the judicial districts of the Territory of Wisconsin, and for other purposes; and to regulate the time of holding courts in the several counties in this Territory;

An act to incorporate the several seminaries herein named ;

An act to prevent trespasses and other injuries, being done to the possessions of settlers on the public domain, and to define the extent of the right of possession on the said land;

An act to establish the University of the Territory of Wisconsin ;

An act, supplementary to an act, entitled an act, to regulate the mode of petitioning the Legislative Assembly in certain cases;

An act to provide for a Territorial revenue;

An act to incorporate the stockholders of the Rochester and Des Moines Hydraulic and Manufacturing Company;

An act to establish the Philandrian College, in the town of Denmark, Des Moines county;

An act to incorporate the Davenport Manual Labor College; and a
Resolution concerning the Miners' Bank of Du Buque.

Mr. Engle has been excused from serving on the committee appointed to investigate the Miners' Bank of Du Buque, and Mr. Childs has been appointed in his stead.

The House of Representatives have adopted the report of the committee of Conference, on the disagreeing vote of the two Houses, in relation to the following bills, viz;

No. 10, A bill respecting constables;

No. 43, A bill to license and regulate taverns; and

No. 65, A bill to amend an act, entitled an act, concerning the supreme and district courts, and defining their jurisdiction and powers;

Which was to adhere to the several amendments, to which the Council had disagreed.

The Governor has notified the House of Representatives that he did, on yesterday, approve and sign the following:

An act to incorporate the borough of Green Bay;

An act to authorize the town of Milwaukee, on the west side of the river, to borrow money;

An act to establish a ferry across the Mississippi and Grant rivers;

An act to regulate and define the duties of the county officers in this Territory;

An act to organize the county of Walworth, and to establish the seat of justice thereof;

An act to authorize Jean Brunet to establish and keep a ferry across the Wisconsin river;

An act to incorporate the stockholders of the State Bank of Wisconsin, at Prarie du Chien ;

An act to provide for the appointing of justices, to prescribe their powers and duties, and to regulate their proceedings;

An act relating to the militia and public defence of the Territory of Wisconsin;

An act to establish the boundaries of the Counties of Lee, Van Buren, Des Moines, Henry, Louisa, Muscatine, and Slaughter; to locate the seats of justice in said counties, and for other purposes.

And then he withdrew.

The President signed the acts, and a resolution referred to, in the foregoing message:

The following resolution from the House of Representatives, was read, and concurred in:

Resolved, by the Council and House of Representatives, That J. B. Webber be, and he is hereby authorized to take charge and keep in good order, all of the furniture and other effects, now belonging to the Council and House of Representatives.

Ordered, That the Council be informed accordingly.

Bills from the House of Representatives, viz:

No. 147, A bill to provide for the compensation of the officers of the Legislative Assembly, and for other purposes; and

No. 149, A bill to establish the ferries herein named ;

Were severally read the first and second time, and committed to a committee of the whole, Mr. Vineyard in the chair.

The committee arose, and reported No. 147, with amendments, and bill No. 149, without amendment.

On motion of Mr. Foley,

Ordered, That Mr. Sweet be added to the committee on Public Expenditure, in the absence of Mr. McKnight, and that he act as chairman of said committee. Bill No. 149, entitled "A bill to establish the terries herein named," was then read a third time, passed, and the title agreed to.

Ordered, That the Secretary inform the House of Representatives thereof. A message from the House of Representatives, by the Clerk thereof, viz: Mr. President-I am directed to inform the Council that bill No. 66, (Council file,) entitled "A bill to provide for the compensation of the officers of the Legislative Assembly, and for other purposes," has been referred to the committee on Expenses, to act as a joint committee, with a committee to be appointed by the Council; and that the Council be requested to refer the bill, sent from this House on the same subject, to a committee to act in conjunction with the above committee, on the part of the House.

The House of Representatives have passed a resolution instructing the committee appointed to investigate the Miners' Bank, of Du Buque, to publish a true statement of the affairs of the said bank, as soon as an investigation can be had.

In which resolution I am directed to ask the concurrence of the Council. And then he withdrew.

Mr. Bingham, from the committee on Enrolment, reported the following to be correctly enrolled, viz:

An act to authorize the board of county commissioners, of the county of Jackson, to build a bridge, and levy a tax to pay for the same;

An act to enlarge the county of Crawford ;

An act, supplementary to an act, concerning costs and fees;

An act relating to strays;

An act, to amend an act, entitled an act, concerning the supreme and district courts, and defining their jurisdiction and powers;

Resolution relative to distribution of the pamphlet laws;

Resolution relative to printing the laws; and

Resolution relative to publishing the laws.

On motion of Mr. Sweet,

Ordered, That bill No. 147, (H. R. file,) entitled "A bill to provide for the compensation of the officers of the Legislative Assembly, and for other purposes," be referred to the committee ou Public Expenditures, to act in conjunction with the committee of the House of Representatives, to which had been referred bill No. 66, (Council file,) entitled "A bill to provide for the compensation of the officers of the Legislative Assembly, and for other purposes ;" and that the Secretary acquaint the House of Representatives therewith.

The resolution from the House of Representatives, instructing the committee appointed to investigate the condition and affairs of the Miners' Bank of Du Buque, to publish a true statement of the affairs of said bank, as soon as an investigation can be bal, was read and concurred in.

Ordered, That the Secretary inform the House of Representatives thereof. On motion of Mr. Arndt, the Council adjourned until 3 o'clock, P. M.

THREE O'CLOCK, P. M.

Mr. Sweet, from the joint committee on Public Expenditures, to which was referred bill No. 147, from the House of Representatives, entitled "A bill to provide for the compensation of the officers of the Legislative Assembly,” made report:

The joint committee to which was referred the bills No. 66, (Council file,) and 147 (H. R. file) agreeably to order, have had the same under consideration, and have come to the conclusion to recommend to their respective Houses the passage of the bills as they originated in the different Houses, with the amendment to the bill from the House of Representatives, herewith presented, viz; "To John Wilson, in full of all demands, the sum of one hundred and twenty dollars."

The report was accepted, and the bill was read a second time and committed to a committee of the whole, Mr. Vineyard in the chair.

The committee arose, and reported the bill as amended by the joint committtee.

The bill was then read a third time, passed, and the question being on the title. Mr. Sweet moved to strike out" Legislative Assembly" and insert" House of Representatives," so as to read "A bill to provide for the compensation of the officers of the House of Representatives, and for other purposes;" which was agreed to.

Ordered, That the House of Representatives be informed accordingly.

A message from the House of Representatives by the Clerk thereof, viz:Mr. President-The Governor has notified the House of Representatives, that he had approved and signed the following, viz:—

An act to prevent and punish gambling;

An act to incorporate the trustees of the Milwaukee Academy; and

An act to incorporate the Iowa Mutual Fire Insurance Company at Burlington.

I am directed to present the following acts and resolutions for your signature, which have been signed by the Speaker of the House of Representatives, viz: An act to authorize the board of county commissioners of the county of Jackson, to build a bridge and levy a tax to pay for the same;

An act to enlarge the county of Crawford ;

An act, supplementary to an act, concerning costs and fees;

An act relating to strays;

An act, to amend an act, entitled an act, concerning the Supreme and Distret Courts, and defining their jurisdiction and powers;

Resolution relative to distribution of the pamphlet laws;

Resolution relative to publishing the laws;

Resolution relative to printing the laws; and

Resolution respecting printing fifteen hundred copies of the militia act.

I am directed to inform you that the House of Representatives have concurred in bill No. 66, entitled "A bill to provide for the compensation of the officers of the Legislative Assembly, and for other purposes," with an amendment to the title, viz :-strike out "Legislative Assembly," and insert, "Council."

In which amendment the concurrence of the Council is requested.

And then he withdrew.

The President signed the acts and resolutions referred to in the foregoing message.

The Council concurred in the amendment made by the House of Representatives to No. 66, entiled "A bill to provide for the compensation of the officers of the Legislative Assembly, and for other purposes," viz: to a nend the title so as to read "A bill to provide for the compensation of the officers of the Council, and for other purposes."

Ordered, That the Secretary acquaint the House of Representatives therewith.

Mr. Brigham, from the committee on Enrolment, reported the following to be correctly enrolled :

An act to establish the ferries herein named ; and

An act to provide for the compensation of the officers of the Council, and for other purposes.

Also, that the following had been presented to the Governor for his examination and approval, viz:

An act to provide for a Territorial revenue;
