lake Michigan has been productive of much disaster, and calls for the immediate attention of Congress; the immense amount of property afloat upon these inland seas, is now without any security against the destroying elements; your memorialists have set forth in other memorials, forwarded to your Honorable bodies, the necessity for the construction of harbors upon this coast; your memorialists would represent, the importance of constructing harbors at the mouth of the Twin, Manitoowoc, and Sheboyagan rivers, the late construction of hydraulic works upon these rivers, together with the improvements going on at their junctions, give these points strong claims upon Congress. Your memorialists therefore pray, that fifteen thousand dollars may be appropriated for the construction of each of said harbors at the mouth of the Twin, Manitoowoc and Sheboyagau rivers.

Ordered that it be sent to the House of Representatives for concurrence. Mr. McKnight, from the committee on Public Expenditures, reported as follows:

The committee to which was referred the accounts of Jeremiah Smith, Esq., having had the same under consideration, find a balance due him of fourteen hundred and forty-four dollars and forty-eight cents, the vouchers for which, together with the accounts, they have the honor herewith to transmit.

On motion of Mr. Sweet,

Ordered that the report be referred back to the committee with instructions that the items on which the account is predicated, be inserted in the bill of Maj. Smith.

The following message was received from the House of Representatives:

Mr. President-The Speaker of the House of Representatives has signed "A report in relation to the Wisconsin boundary line," and I am directed to present the same for your signature.

And then he withdrew.

The President signed the report and resolution from the House of Representatives in relation to the Missouri boundary line.

Mr. McKnight, from the committee on Public Expenditures, reported as follows:

The committee on Public Expenditures, to which was referred the memorial of John Atchison, Esq., praying for compensation as fiscal agent of the last Legislative Assembly, have the honor to report that they have had the same under consideration; and have ascertained that the said Atchison did in December last, advance the sum of 9714.83 towards defraying the expenses of this Territory; that the said sum was returned to him by the Secretary of the Treasury of the United States, probably in March last; and further, that the said Atchison, for the trouble of procuring the said sum, and the use thereof from December to March following, ought to be allowed five hundred dollars, out of the contingent fund of this Assembly.

The report was received and ordered to be laid on the table.

On motion of Mr. Sweet,

Resolved, That the Secretary of the Territory be requested to furnish this Council with all the information in his possession, relative to the account of John Atchison against this Legislative Assembly.

Mr. Knapp, from the committee on Incorporations, to which had been referred the petition of W. B. Slaughter, reported bill No. 14, entitled "A bill to authorize the building a dam across the Manitoowoc river," which was read the first and second time and on motion of Mr. Arndt,

Ordered to be laid on the table and printed.

The resolution from the House of Representatives presented yesterday, viz: Resolved, That, (if the Council concur) it shall be the standing order of the two Houses that when a bill or other document shall be ordered to be printed, fifty copies thereof shall be printed for the use of the Council; that when a bill shall have been printed in one House shall be passed in that House with amendments, it shall be the duty of the Clerk in which the same shall have passed, to furnish the Clerk of the House to which the same shall be sent for concurrence a copy of the amendments made as compared with the printed bill, and fifty copies

of such amendments shall be printed for the use of the House to which such bill may have been sent for concurrence; was read and considered.

Mr. Sweet moved to postpone the same indefinitely. The motion was lost. On motion of Mr. Arndt,

Ordered, to be referred to a select committee of Messrs. Arndt, Foley and Teas.

Bill No. 12, entitled “A bill to divorce Armstead W. Floyd from his wife Eleanor Floyd," was read a second time, and,

On motion of Mr. Arndt,

Ordered to be considered in committee of the whole.

The Council thereupon resolved itself into the committee of the whole for the consideration thereof, Mr. Teas in the chair.

The committee rose after some time and reported the bill with an amendment.

The report was received and the amendment adopted.

And the question then being "Shall the bill be engrossed and read a third time?" it was determined in the affirmative.

And then the Council adjourned.

FRIDAY, December 1, 1837.

Mr. Brigham offered the following:

Resolved, By the Council and House of Representatives that the Secretary of the Territory be, and he is hereby authorized to procure an iron chest for the safe keeping of the moneys appropriated for the use of this Territory, and also to procure a screw necessary to the use of the Great Seal.

On motion of Mr. Arndt,

Ordered, to be laid on the table.

Mr. Ardnt from the committee on Engrossment, reported bill No. 9, entitled "a bill to establish the Wisconsin University of Green Bay," and bill No. 12, entitled "a bill to divorce Armstead W. Floyd from his wife Eleanor Floyd," to be correctly engrossed.

On motion of Mr. Sweet, the Council proceeded to the consideration of the order of the day.

The Council thereupon resolved itself into the committee of the whole, having under consideration bill No. 10, entitled “a bill to regulute the mode of doing county business in the several counties in this Territory."-Mr. McKnight in the chair.

After some time the committee rose and by their Chairman reported the bill with amendments.

The report of the committee was received and the amendments agreed to. Mr. Arndt then moved to amend the fourth line of the 8th section by inserting after the word "county" the words "whose duty it shall be." The motion was agreed to.

And the question being "shall the bill be engrossed and read a third time?" it was determined in the affirmative.

Bill No. 9, entitled "A bill, to establish the Wisconsin University of Green Bay," was read the third time, and, on the question "shall the bill pass?" it was decided in the affirmative.

The title was then read and adopted: and,

Ordered that the bill be sent to the House of Representatives for concurrence. Bill No. 12, entitled "A bill to divorce Armistead W. Floyd, from his wife El

eanor Floyd," was read the third time, and, on the question, " shall the bill pass?" it was determined in the affirmative.

The title was then read and adopted, and,

Ordered that the bill be sent to the House of Representatives for concur

rence.

And then the Council adjourned.

SATURDAY, December 2, 1837.

Mr. Sweet from the committee on Internal Improvement, to which had been referred the memorial from the House of Representatives entitled " a memorial for the construction of a road from Milwaukee to the Mississippi river, by way of Madison and Mineral Point," reported the same without amendment.

On motion of Mr. Sweet, the blank in the concluding paragraph was filled with "fifteen.".

The memorial was then adopted; and

Ordered that the House of Representatives be informed accordingly.

Mr. Sweet, from the select committee to which had been referred the report of the joint committee of both Houses, appointed to inquire into the expediency, of reporting a system of county and township government for this Territory, reported bill No. 15, entitled " a bill for assessing and collecting county revenue," -which was read a first and second time, and ordered to be printed and made the order of the day for Thursday next.

The following communication from the Secretary of the Territory was received.

To the Honorable the President of the CouncilSir-In obedience to a resolution of the Council of this date, requesting me to furnish the Council all the information in my possession relative to the account of John Atchison, against the Legislative Assembly; I have the honor to submit the enclosed report from the first Auditor of the Treasury Department.

Mr. Arndt, from the committee on Engrossment, reported bill No. 10, entitled, "A bill to regulate the mode of doing county business in the several counties of this Territory," to be correctly engrossed.

Mr. McKnight from the committee on Public Expenditures, to which had been re-committed their report of Thursday last in relation to the accounts of Jeremiah Smith, with instructions thereon, made report as follows, viz:

The committee to which were referred the accounts of Jeremiah Smith, Esq. having had the same under careful consideration, find a balance due him of the sum of fourteen hundred and thirteen dollars and forty-four cents; the vouchers for which together with the accounts they have the honor herewith to transmit. Ordered, to be laid on the table for the present.

Mr. Teas, from the judicial committee made report:

The Judiciary cominittee to which was referred so much of the Governor's Message as relates to the stay of execution, and the extension of pre-emption rights to the actual settlers on the public lands, the same having been acted upon by the House of Representatives; your committee therefore deem any action on their part on said subject, wholly unnecessary; and therefore ask to be discharged from the further consideration thereof.

After some debate thereon, the report was withdrawn.

Mr. Smith offered in his place bill No. 16, entitled "A bill to establish a ferry across the Mississippi river at Davenport."

The bill was received, and referred to the committee on Internal Improve

ment.

A message from the House of Representatives by the Clerk:

Mr. President-The House of Representatives have passed the following bill entitled "a bill to establish the boundaries of the counties of Lee, Van Buren, Des Moines, Henry, Louisa, Wayne, and Slaughter, and to locate the seats of Justice of said counties, and for other purposes," in which the concurrence of the Council is requested.

I am directed to inform you that the House of Representatives have concurred in the following entitled, "A memorial for the construction of Harbors at Twin, Manitoowoc, and Sheboyagan rivers."

I am further directed to present to the President of the Council for his signature-" a memorial for a special pre-emption to the citizens of South Port, &c.," which has been signed by the Speaker of the House of Representatives." And then he withdrew.

The president signed a "memorial to Congress, for a special pre-emption right for the citizens of South Port, and for the construction of a barbor at that place." Mr. Foley from the committee on Schools, to which had been referred the petition of citizens of Rock county, praying the establishment of a Seminary of Learning at Beloit in said county, reported bill No. 17, entitled "a bill to incorporate the Beloit Seminary of Rock county."

The bill was read the first and second time, and ordered to be laid on the table. Mr. Smith gave notice that he would at some future day ask leave to introduce "A bill to incorporote the Bank of Iowa at the town of Burlington, Wisconsin Territory."

Mr. Brigham called up the resolution offered yesterday by him, authorising the Secretary of the Territory to furnish an iron chest and a screw for the use of the Territory."

Mr. Sweet moved to amend the resolution so as to read as follows

"Resolved, by the Council and House of Representatives, That the Secretary of the Territory be and he is hereby authorised to procure an iron safe for the use of the Secretary of the Territory, and also to procure a screw necessary to the use of the Great Seal."

The resolution, as amended, was then adopted.

Ordered, That the concurrence of the House of Representatives be requested therein.

Bill No. 10, entitled "A bill to regulate the mode of doing county business in the several counties in this Territory," was read the third time, and pending the question "Shall the bill pass?"

On motion of Mr. Terry, the blank in the 14th section was filled with the words " naming the county."

The question on the passage was decided in the affirmative.

The title of the bill having been read,

On motion of Mr. Arndt, the title was amended so as to read "a bill organizing a Board of County Commissioners, in each county in this Territory." Ordered, That the bill be sent to the House of Representatives for concur

rence.

On motion of Mr. Sweet,

Resolved, That the Sergeant-at-arms of this Council be directed to provide some suitable seat for the use of spectators in the Council Chamber.

Mr. Arndt offered the following:

Whereas, It is provided by the standing rules of this Council that there be elected one Door-keeper and Assistant Door-keeper, to continue in office during the pleasure of the Council; And whereas, divers complaints have been made against said Door-keepers, and they have been admonished and instructed in their duty by the President and members of the Council, yet they appear not to attend to their duties-therefore,

Resolved, That said Door-keeper and Assistant Door-keeper be dismissed, and others elected in their stead.

On motion of Mr. Sweet,

The preamble and resolution was laid on the table.

And then the Council adjourned.

MONDAY, December 4, 1837.

Mr. Sweet presented the petition of inhabitants of the county of Jefferson, praying said county be organized into one town, to be called Aztalan,with corpo. rate powers, &c.

The petition was read, and

On motion of Mr. Sweet,

Ordered, to be referred to the select committe to which was referred the report of the joint committee appointed to inquire into the expediency of reporting a system of county and township government for this Territory.

Mr. Brigham, from the committee on Enrolment, reported, "a memorial praying for the coustruction of harbors at Twin, Manitoowoc and Sheboyagan rivers," to have been correctly enrolled.

Mr. Sweet, from the select committee to which was referred the report of the joint committee appointed to inquire into the expediency of reporting a system of county and township government for this Territory, reported bill No. 18, entitled "A bill for opening and repairing, or vacating, public roads and highways," which was read the first and second time, and

Ordered, to be printed and made the order of the day for Friday next.

The following message from the House of Representatives by the Clerk was received:

Mr. President-The Speaker of the House of Representatives has signed the following resolution "concerning the construction of a ship canal to connect lakes Erie and Ontario," and I am directed to present the same for your signature.

And then he withdrew.

The President signed "a resolution concerning the construction of a ship canal to connect lakes Erie and Ontario,”

Mr. Sweet from the select committe before mentioned, reported bill No. 19; entitled "A bill to enforce the payment of certain monies into the several county treasuries," which was read the first and second time, and, (the eighteenth standing rule being suspended which requires that all bills be considered in committee of the whole) on the question Shall the bill be engrossed and read a third time?" It was determined in the affirmative.

-Mr. Arndt, agreeably to notice previously given, obtained leave to introduce bill No. 20, entitled, "A bill to amend and alter an act to incorporate the La Fontain Rail Road Company;" which was read the first and second time, and,

Ordered to be printed and made the order of the day for Monday next. Mr. Knapp gave notice that he would at some future day ask leave to introduce a bill to locate the seat of justice at Janesville in the county of Rock.

Bill No. 35, from the House of Representatives, entitled "a bill to establish the boundaries of the counties of Lee, Van Buren, Des Moines, Henry, Louisa, Wayne and Slaughter, and to locate the seats of justice of said counties, and for other purposes," was read the first and second time: and
