THURSDAY, December 7, 1837.

Mr. Teas offered the petitions of Lucinda Jones and Martha Newton, praying to be divorced from their husbands;

Read and referred to the committee on the Judiciary.

Mr. Arndt, from the committee on engrossment, reported bill No. 14, entitled "A bill to authorize the building a dam across the Manitoowoc river," to be correctly engrossed.

Mr. Brigham, from the committee on enrolment, reported bill

No. 12, entitled "An act to divorce Armstead W. Floyd from his wife Eleanor Floyd;" and

A resolution relative to the publication of the laws in the several papers of this Territory,"

To be correctly enrolled.

Mr. Sweet, from the select committee to which was referred the report of the joint committee appointed to inquire into the expediency of reporting a system of county and township government for this Territory, and to which had been committed bill No. 21, entitled "A bill for the relief of the poor," reported the same with an amendment.

The amendment was read a first and second time, and

Ordered, That the amendment be incorporated in the original bill, and that the bill so amended be committed to the committee of the whole.

The joint resolution from the House of Representatives, employing M. D. Holbrook to print the laws of this Territory in pamphlet form, was read; and On motion of Mr. Arndt,

Ordered, That the resolution be committed to the committee of the whole. The Council thereupon resolved itself into the committee of the whole, for the consideration of the same, Mr. Teas in the chair.

A message from the House of Representatives by the Clerk thereof:

Mr. President-The House of Representatives have passed bill No. 10, (Council fiile,) entitled "A bill organizing a board of county commissioners in each county in this Territory," with an amendment; in which amendment, I am directed to ask the concurrence of the Council.

And then he withdrew.

The committee resumed its session; and after some time rose and reported by the chairman, that the resolution was disagreed to.-The report was received. Mr. Arndt then moved to lay the same on the table.

And pending the question thereon, a call of the Council was made, and the following members answered to their names:-Messrs. Arndt, Brigham, Foley, Knapp, Sweet, Smith, Terry, Teas, Inghram, (Pres.)

The Sergeant-at-arms was sent for absent members, who after a short time returned and reported the attendance of the absent member.

The question then recurred on the motion of Mr. Arndt to lay the report on the table; which was determined in the negative-yeas 5, nays 5.

The yeas and nays being called for,

Those who voted in the affirmative, are Messrs. Arndt, Brigham, Sweet, Terry, and Teas.

Those who voted in the negative, are Messrs. Foley, Knapp, McKnight, Smith and Inghram, (President.)

So the motion to lay on the table was lost.

Mr. Foley moved to postpone the further consideration of the report and resolution indefinitely.

And the question being put, it was determined in the affirmative-yeas 6, nays 4.

The yeas and nays being called for,

Those who voted in the negative, are Messrs. Arndt, Sweet, Terry, and Teas.
So the report and resolution was indefinitely postponed.
And the Council adjourned.

FRIDAY, December 8, 1837.

Mr. Arndt presented the remonstrance of citizens of the county of Muscatine, against the location of the seat of justice in said county, at Geneva.

Laid on the table.

Mr. Arndt, from the committee on Engrossment, reported the following to be correctly engrossed, viz:

Bill No. 2, entitled "A bill to incorporate the Milwaukee IIutual Insurance Company,"

Bill No. 34, (H. R. file,) "A bill to establish the boundaries of Lee, Van Buren, Des Moines, Henry, Louisa, Wayne, and Slaughter, and to locate the seats of justice of said counties, and for other purposes.'

Mr. Sweet, from the committee on Internal Improvement, to which had been referred a petition, praying the establishment of a Territorial road from Racine to Mineral Point, reported bill No. 27, entitled "A bill to locate and establish a Territorial road from Racine to the county seat of Green county.'

Mr. Brigham, according to notice previously given, obtained leave to introduce bill No. 28, entitled "A bill to locate and establish a Territorial road from Madison to the southern boundary of Green county."

Mr. Knapp, according to notice previously given, obtained leave to introduce bill No. 29, entitled "A bill to locate the seat of justice of Rock county;" Which bills were severally read a first and second time, and

Ordered, To be committed to the committee of the whole on to-morrow. Mr. Teas, from the committee on the Judiciary, to which was referred the petitions of Abram Jones, Lucinda Jones, and Martha Newton, praying for a divorce, reported bill No. 30, entitled "A bill to divorce Abram Jones and his wife Lucinda Jones and for other purposes;" and bill No. 32, entitled " divorce Martha Newton from her husband John C. Newton;" which bills were A bill to severally read a first and second time, and ordered to be committed to the committee of the whole on Monday next.

Mr. Sweet, from the select committee to which was referred the report of the joint committee, appointed to inquire into the expediency of reporting a system of county and township government for this Territory, reported bill No. 31, entitled "A bill to establish the several towns in the counties of Milwaukee, Brown, and Racine, and the counties thereunto attached for judicial purposes;' which was read a first time, and ordered to be committed to a committee of the whole on Monday next.

On motion of Mr. Arndt,

'The report of the committee on Public Expenditures, to which was referred the accounts of Jeremiah Smith against the Legislative Assembly, was taken up, and considered in committee of the whole, Mr. Sweet in the chair.

After some time, the committee rose, and by their Chairman, reported the same back to the Council.

The report was received and adopted.

Mr. Terry then offered the following:

Resolved by the Council and House of Representatives of the Territory of
Wisconsin, That the Secretary of this Territory be authorized to pay Major
Jeremiah Smith the sum of fourteen hundred and thirteen dollars and forty-four

cents, for furniture furnished for this Territory, as will more fully appear by reference to this account rendered up to the 25th November, A. D. 1837.

Mr. Foley moved to amend the resolution by striking ont all after the word Resolved," and insert in lieu thereof the following, viz: "By the Council and House of Representatives of the Territory of Wisconsin, That the President of the Council is hereby authorized and required to draw his warrant on the Secretary of the Territory for the sum of fourteen hundred and thirteen dollars and forty-four cents, the amount of the account of Jeremiah Smith for the furniture, &c. furnished for the use of the Territory, up to the 25th of November, 1837. The amendment was agreed to and the resolution adopted.

Ordered that the House of Representatives be requested to concur therein. A message from the House of Representatives by the Clerk thereof:

Mr. President-The House of Representatives have passed bills and resolutions of the following titles, viz:

No. 7, A bill to prevent forcible entry and detainer.

No. 4, A bill to lay out a territorial road east of the Mississippi and for other purposes.

A resoultion respecting the establishment of a land office at Madison, in the county of Dane; and,

A preamble and resolution respecting the improvement of the navigation of the Pecatonica river.

In which bills and resolutions I am directed to ask the concurrence of the Council.

And then he withdrew.

The President signed a memorial, resolution, and bills of the following titles, viz:

A memorial in favor of John Hood; resolution relative to the publication of the laws in the several papers of this Territory.

No. 12, an act to divorce Armstead W. Floyd from his wife Eleanor Floyd and,

No. 35, (H. R. file,) An act to divorce Mary M'Arthur from her hushand John M'Arthur.

Bill No. 22, entitled "A bill providing for the recording of town plats," was taken up and considered in committee of the whole, Mr. Arndt in the chair. After some time the committee rose and by the Chairman reported the bill without amendment. The report was received.

Mr. Arndt then moved to lay the report on the table. The motion was lost. On motion of Mr. Arndt,

Ordered, That the bill be committed to the select committee which reported the same.

A message from the House of Representatives by the Clerk thereof:

Mr. President-The House of Representatives have passed bill No. 46. H. R. file, entitled "A bill to establish the boundary lines of the counties of Du Buque, Clayton, Jackson, Benton, Jones, Clinton, Scott, Delaware, Buchanan, Cedar, Fayette, and Keokuck; and to provide for the location of the seats of justice in said counties and for other purposes;" in which I am directed to ask the concurrence of the Council.

The House of Representatives have concurred in the bill from the Council, No. 19, entitled "A bill to enforce the payment of certain moneys into the several county treasuries."

And then he withdrew.

On motion of Mr. Arndt, bill No. 35, entitled "A bill to establish the boundaries of the conties of Lee, Van Buren, Des Moines, Henry, Louisa, Wayne, and Slaughter, and to locate the seats of justice of said counties and for other purposes," was taken up, read the third time; and, pending the question" shall the bill pass?"

On motion of Mr. Sweet,

Ordered, That said bill be re-committed to the select committee who reported the same.

On motion of Mr. Arndt,

Ordered that two aditional members be added to the select committee.
Messrs. Arndt and Terry were appointed the additional members.
And then the Council adjourned.

SATURDAY, December 9, 1837.

Mr. Brigham, from the committee on enrolment, reported,

"A resolution relative to the publication of the laws in the several papers of this Territory;" and

Bill No. 12, entitled "An act to divorce Armstead W. Floyd from his wife Eleanor Floyd,"

To have been presented to the Governor for his approval.

Mr. Sweet from the select committee to which had been committed bill No. 22, entitled "A bill providing for the recording of town plats," reported the same with amendments.

The amendments were read; and

On motion of Mr. Sweet, the 21st rule (requiring that if any amendments be reported on the commitment of a bill, the bill shall again be read a second time) was suspended, in order that the bill, as amended, may be considered in Committee of the whole now.

The Council thereupon resolved itself into the committee of the whole for the consideration of the said bill and amendments, Mr. Smith in the chair. The committee rose after some time, and by their Chairman reported the bill and amendments as reported by the select committee.

The report of the committee was concurred in; and

Ordered, that the bill as amended be engrossed for a third reading.

Mr. Teas, from the select committee to which had been re-committed bill No. 25, (H. of R. file) entitled "A bill to establish the boundaries of the counties of Lee, Van Buren, Des Moines, Henry, Louisa, Wayne and Slaughter, and to locate the seats of justice of said counties and for other purposes," made report as follows:

The select committee to which was re-committed bill No. 35, from the House of Representatives, organizing the several counties therein named, and for other purposes, have had the same under consideration, and now ask leave to report the said bill back again to the Council without amendment.

The report was received.

The regulations for the daily transaction of business being suspended,
On motion of Mr. Knapp,

Ordered, That the bill be now committed to the committee of the whole house.

The Council thereupon resolved itself into the committee of the whole for the consideration thereof, Mr. Arndt in the chair.

The committee rose after some time, and by their Chairman reported the bill without amendment.

The Council concurred in the report of the committee.

The bill was then read a third time; and on the question "Shall the bill pass?" it was decided in the affirmative, ayes 6, noes 4.

And the yeas and nays being called,

Those who voted in the affirmative, are Messrs. Arndt, Foley, Knapp, Sweet, Smith, Teas.

Those who voted in the negative, are Messrs. Brigham, McKnight, Terry, Inghram, (President.)

The title of the bill was then read and adopted.

Ordered, That the Secretary acquaint the House of Representatives therewith.

And then the Council adjourned.

MONDAY, December 11, 1837.

Mr. Arndt, from the committee on Territorial Affairs, to which had been referred a preamble and resolution on the subject adopted by the Council on the 27th November last, reported bill No. 22, entitled "A bill to authorize the people of this Territory north of an east and west line drawn through the southerly bend of Lake Michigan, and east of the Mississippi river, to say whether or not they will form a State government."

Mr. Foley, from the minority of said committee, informed the Council that he dissented from the report just made, and reserved to himself the privilege of making another report at some future day of the session.

Mr. Sweet, from the select committee to which had been referred the report of the joint committee appointed to inquire into the expediency of reporting a system of county and township government for this Territory, reported the following bills, viz:

No. 34, "A bill to amend an act entitled an act establishing the county lines of Portage county."

No. 35, "A bill providing for the number of town officers and for the expiration of county officers."

Mr. Knapp, agreeably to notice previously given, reported bill No. 36, entitled "A bill to incorporate the Root River Rail Road Company."

All which bills were severally read a first and second time, and committed as follows:

No. 33, to a committee of the whole on Saturday next.

No. 34, to a committee of the whole.

No. 35, to a committee of the whole on to-morrow.

No. 36, to the committee on Incorporations.

Mr. Brigham, from the committee on Enrolment, reported the following bills to be correctly enrolled, viz:

No. 9, An act to establish the Wisconsin University of Green Bay.

No. 19, An act to enforce the payment of certain moneys into the several county treasuries.

The resolution from the House of Representatives, authorizing the Secretary of the Territory to have seven large maps of the Territory drafted; and a memorial to the Secretary of War in relation to the defence of the frontier, were read and referred to the committee on Territorial Affairs.

Bills from the House of Representatives:

No. 11, A bill to authorize and require the Board of County Commissioners of the county of Crawford, to levy a series of taxes to defray the expenses of building a bridge across the Marrais of St. Friole in said county.

No. 30, A bill to authorize the town of Milwaukee, on the west side of the river, to borrow money.

No. 40, A bill to enlarge the county of Crawford.

No. 44, A bill to authorise Levi Moffet to establish a ferry across Skunk river. No. 7, A bill to prevent forcible entry and detainer.

No. 41, A bill to lay out a Territorial road east of the Missippi, and for other purposes.

No. 13, A bill to incorporate the stockholders of the Rochester and Des Moines Hydraulic and Manufacturing Company.
