GENTLEMEN OF THE ASSEMBLY:-It is quite a number of years ago that I last occupied this place to which your kind partiality has again called me. Since that time, as you are aware, I have frequently been a member of this body; but, gentlemen, the best parliamentarian, one, to use a common expression, who has the rules at his finger's ends, will not succeed unless he has the support of the body over which he presides. I shall endeavor so to conduct the proceedings of the Assembly as to merit your approbation, your confidence, and consequently, your support. If that object is attained our official intercourse will be pleasant and agreeable, and, what is of more consequence, its results profitable to the people.
