XLI. The standing committeess of the House shall consist of

five members each, and be as follows

On the Judiciary.

On Schools.

On Interna! Improvements.

On the Militia.

Ou Finances of the Territory.

On Corporations.

On Claims.

On enrolled Bills.

On Expenses.

On Agriculture and Manufactures.

On Engrossed Bills.

On Roads.

On Territorial Affairs.

XLII. The stated time of meeting for the transaction of business, shall be at ten o'clock A. M.

The following message was received from the Council by their Secretary:

"Mr. Speaker-The Council have appointed Messrs. Prentiss, Martin and Janes, the committee on their part, to act in conjunetion with the committee appointed by this House, to report a set of joint rules and orders for the government of the Legislative Assembly during its present session.”

And then he withdrew.

The Speaker announced the appointment of the following standing committers:

On the Judiciary-Messrs. Wells, Dewey, Shackelford, Story and Blackstone.

On Schools-Messrs.. Bracken, Cruson, Newman, Craig and Baldwin.

On Internal Improvements-Messrs. Longstreet, Ray, Brunson, Street and Beardsley.

On the Militia-Messrs. Jenkins, Craig, Shew, Sutherland and Hoyt.

On Finance-Messrs. Conroe, Childs, Stevens, Billings and McGregor.

On Corporations-Messrs. Street, Shew, Sholes. Blackstone and Jenkins.

On Claims-Messrs. Ray, Billings, Bracken, Beardsley and Wells.

Ou Enrolled Bills-Messrs. Sholes, Cruson, Longstreet, Conroe and Stevens.

On Expenses-Messrs. Story, Hoyt, McGregor, Sutherland and Childs.

On Agriculture and Manufactures-Messrs. Newman, Beardsley. Brunson, Stevens and Shew.

On Engrossed Bills--Messrs. Childs, Baldwin, Dewey, Brunson and Ray.

On Roads--Messrs. Dewey, Hoyt, Sutherland, Jenkins and Craig.

On Territorial Affairs--Messrs. Shackelford, Wells, Baldwin, Cruson and Street.

On motion of Mr. Sholes,

The House resolved itself into the committe of the whole, for the consideration of the Governor's message, Mr. Sholes in the chair.

After some time the committee rose and made the following report, which, on motion of Mr. Childs, was adopted.

1. Resolved, That so much of the Governor's message as relates to the admission of this Territory, as one of the independent states of this Union, be referred to a select committee consisting of one from each election district.

2. Resolved, That so much of the message as refers to memo. rializing Congress, for an appropriation for the erection of a penitentiary in Wisconsin, be referred to a committee of three.

3. Resolved, That so much of the message as relates to an amendment of the Execution laws of the Territory be referred to the committee on the judiciary.

4. Resolved, That so much of the message as refers to memorializing Congress for appropriations to aid in internal improve

ments in the Territory, be referred to the committee on internal improvements.

5. Resolved, That so much of the Governor's message as refers to memorializing Congress for appropriations for harbors on lake Michigan, be referred to a select committee.

6. Resolved, That so much of the Governor's message as re. fers to the removal of the Winnebago Indians, be referred to a select committee of three.

7. Resolved, That so much of the Governor's message as re. lates to an alteration of the militia laws of the Territory, be referred to the committee on the militia.

8. Resolved, That so much of the Governor's message as re. lates to the University lands, be committed to a select committee of three.

9. Resolved, That so much of the Governor's message as refers to banks, be referred to the committee on corporations.

10. Resolved, That so much of the Governor's message as refers to the public buildings, be referred to a select committee of three.

11. Resolved, That so much of the Governor's message as re. lates to the granting of pre-emption rights to miners, be referred to a select committee of three.

12. Resolved, That so much of the Governor's message as relates to the occupants on the even numbered sections within the canal limits, be referred to a select committee of three.

13. Resolved, That so much of the Governor's message as refers to the Rock river and Milwaukee canal, be referred to the committee on internal improvements.

14. Resolved, That so much of the Governor's message as relates to the currency of the Territory, be referred to a committee of three.

15. Resolved, That so much of the Governor's message as refers to roads, be referred to the committee on roads.

On motion of Mr. Childs,

The House adjourned until 3 o'clock P. M.

AFTERNOON SESSION.

Mr. Billings offered the following resolution:

Three o'clock.

Resolved, That the committee on Territorial affairs be instructed to enquired into the expediency of bringing in a bill to provide for the removal of the seat of government..

to.

Mr. Conroe moved the following amendment, which was agreed

Add to the said resolution the following words:

"And also to inqurire into the expediency of converting the present public buildings into a penitentiary."

Mr. Sutherland called for the ayes and noes on the passage of the resolution, which were as follows:

Ayes--Messrs. Brunson, Childs, Conroe, Craig, Hoyt, Jenkins, McGregor, Newman and Wells--9.

Noes-Messrs. Baldwin, Beardsley, Billings, Bracken, Cruson, Dewey, Longstreet, Ray, Shackelford, Shew, Sholes, Stevens, Story, Street, Sutherland, and Whiton, speaker--16.

So the resolution was not adopted.

Mr. Shew moved to adjourn until Monday next, and the question being taken, and the ayes and noes called for by Mr. Story, It was decided in the affirmative.

Ayes--Messrs. Billings, Bracken, Brunson, Childs, Craig, Crusou, Dewey, Longstreet, McGregor, Newman, Ray, Shackelford, Shew, Street and Whiton, speaker-15.

Noes-Messrs. Baldwin, Beardsley. Conroe, Hoyt, Jenkins, Sholes, Stevens, Story, Sutherland and Wells--10.

So the House adjourned until Monday next, at 10 o'clock A. M.

MONDAY, December 9, 1839.

The Speaker announced the appointment of the following select committees, to which portions of the Governor's message were referred, viz:

10th. Messrs. Cruson, Shew and Jenkins.
11th. Messrs. Billings, Bracken and Craig.
12th. Messrs. Story, Wells and Hoyt.

14th. Messrs. Baldwin, Dewey and Childs.

The following petitions, memorials and remonstrances were presented and referred, viz:

By Mr. Ray: The petition of inhabitants of the Territory, for a road leading from the twenty-three mile stake in the Territorial road from Milwaukee to Janesville, via Eagle Prairie and Fort Atkinson, to Madison.

Referred to the standing committee on roads.

By Mr. Wells: The petition of the inhabitants of Racine and Milwaukee counties, for the location of a road from Racine to intersect the road leading from Milwaukee to Madison, at or near Prairie Village; and, also, for the location of a road from Walker's Point, in Milwaukee, to intersect the Territorial road leading from Racine to the Mississippi, at or near the west side of Wind Lake, in Racine county.

Referred to the committee on roads.

By Mr. Wells: The petition of inhabitants of township eight, range twenty-one east, in Milwaukee county, praying for the organization of said township into a separate town to be called Gran. ville.

Referred to the committee on corporations.

By Mr. Brunson: The petition of citizens of Crawford county, in relation to the military reservation at Fort Snelling-the petition of the same praying for the passage of a law regulating claims upon public lands-the petition from the half breeds of the Sioux nation of Indians, in relation to the division of their lands on the Upper Mississippi-and the petition of Joseph R. Brown and others, praying for certain ferry charters.
