Whereas, The Fortieth General Assembly of the State of Missouri, in compliance with the provisions of the Constitution, did declare the same to be the regular revising session of 1899; and

Whereas, Under the provisions of the Constitution it becomes the duty of this General Assembly to revise, digest and promulgate all the Statute Laws of a general nature both civil and criminal; therefore, be it

Resolved That, when any subject shall have been revised and shall have become a law in the form of a revised bill, no bill on the same subject shall be introduced in the Senate after the seventieth day of said session, except such bill be introduced by the Revision Committee: Provided, however, at the conclusion of the revision of all the Statute Laws a bill or bills may be offered or acted upon declaratory of said revision, and to provide for carrying the same into effect.
