The committee met, pursuant to call, at 10:30 a. m., in the committee room, room 212, Senate Office Building, Senator Millard E. Tydings (chairman) presiding. Present: Senators Tydings (chairman), Byrd, Chapman, Johnson of Texas, Kefauver, Hunt, Gurney, Saltonstall, Morse, Baldwin and Knowland. Also present: Senator Warren G. Magnuson, The CHAIRMAN. Gentlemen, we have a quorum present and in order not to tie up the gentlemen who many want to go other places, is Mr. Donald F. Carpenter in the room? (No response.) The CHAIRMAN. Is Mr. John Theodore Koehler in the room? (No response.) The CHAIRMAN. I see those gentlemen have not arrived as yet. We will be very glad to take up the nomination of Mr. Mon C. Wallgren for Chairman of the National Security Resources Board, and Senator Cain of Washington has requested the committee to hear him on this nomination. Senator Cain, we will be very glad to hear you now. STATEMENT OF HON. HARRY P. CAIN, A UNITED STATES SENATOR FROM THE STATE OF WASHINGTON Senator CAIN. Mr. Chairman, first, with your permission, I would like to uncover a chart, the substance of which has been taken from the first report of the Secretary of Defense, recently published. Everything it includes comes from a chart entitled "The Organization for National Security," to be found on page 141. The gentlemen of the committee and others interested will see that the National Security Resources Board, for which Mr. Wallgren has been nominated by the President, is on the right as I am facing the chart; the National Security Council is on my left, as I face the chart; and over both of which I have merely had inscribed the one name "Wallgren" with a question mark and an arrow, denoting membership going to both boards. Mr. Chairman, and gentlemen of the Senate Armed Services Committee, I am grateful for the opportunity you have afforded me to be heard on a prevailing public question. 1 |
