Senator Morrisson presented a memorial from the Southeast Missouri Teachers Association, asking an amendment to the School law; which was referred to the Committee on Education.

Senator Pehle offered the following resolution:

WHEREAS, The report of the committee appointed by ex-Governor Phelps to settle with the State Auditor and State Treasurer, shows a balance due the State by Mr. Gates, on the 31st day of December, 1880, of $531,515.96; said report further shows that "on the close of business, on the 10th day of January, 1881, a balance of $518,769.12; of this amount he turned over to his successor, Phil. E. Chappel, the sum of $335,246.47, and deposited in the Bank of Commerce by Calvin F. Burnes the sum of $184,970.31, leaving a discrepancy of $11,298.18 unaccounted for; said amount has been paid out between the first day of January, 1881, and the 10th day of January, 1881; the report of the committee shows it. Be it therefore

Resolved, That the committee so appointed make a special report, without delay, to the Thirty-first General Assembly of this State, now in regular session, showing what disposition has been made of said $11,298.18.

Senator Cabell offered the following amendment to the rules:

Amend rule 24 by adding at the end thereof: "And no report made by a standing committee of the Senate shall be considered the day on which it is made, but the same shall lie on the table one day, unless its immediate consideration shall be demanded by a vote of two-thirds of the Senate.
