Senator Heaston submitted the following report from the Committee on Federal relations:

MR. PRESIDENT: Your Committee on Federal Relations, to whom was referred House joint and concurrent resolution No. 3, entitled "Joint and concurrent resolution in relation to the sale or giving away of leaf tobacco, as affected by the revenue laws of the United States," beg leave to report that they have considered the same, and recommend that it do pass; which was read.

The title of House joint and concurrent resolution No. 3 was read and agreed to.

Senator Heaston moved to reconsider the vote by which the bill passed, and to lay the motion to reconsider on the table, which latter motion prevailed.

Senator Byrns submitted the following report from the Committee on Criminal Jurisprudence:

MR. PRESIDENT: Your Committee on Criminal Jurisprudence, to whom was referred Senate bill No. 13, entitled "An act to repeal section 1804 of the Revised Statutes of Missouri," beg leave to report that they have considered the same, and recommend that it do pass with the accompanying amendment; which was read.

Senate bill No. 13, entitled "An act to repeal section 1804 of the Revised Statutes of Missouri, concerning 'crimes and criminal procedure,'" was taken up, and the following amendment reported by the committee-amend by striking out the title of the bill and inserting in lieu thereof the following: "An act to repeal section 1804 of article 15, chapter 24 of the Revised Statutes of the State of Missouri, concerning 'crimes and criminal procedure""-read first and second time and adopted, and the bill, as amended, ordered engrossed.

Senator Byrns submitted the following report from the Committee on Criminal Jurisprudence, which was read:

MR. PRESIDENT: Your Committee on Criminal Jurisprudence, to whom was referred Senate bill No. 33, entitled "An act to amend sections 1900, 1902 and 1904, article 18, chapter 24 of the Revised Statutes entitled 'Of crimes and criminal procedure," " beg leave to report that they have considered the same, and recommend that it do not pass; which was read.

The bill so reported, being Senate bill No. 33, entitled "An act to amend sections 1900, 1902 and 1904, article 18, chapter 24, of the Revised Statutes, entitled 'Of crimes and criminal procedure,'" was taken up, and, on motion of Senator Edwards of St. Charles, indefinitely postponed.

Senator Walker submitted the following report from the Committee on Permanent Seat of Government, which was read and adopted:

MR. PRESIDENT: Your Committee on Permanent Seat of Government, to whom was referred a letter in regard to the purchase of chairs for the Senate Chamber, beg leave to report that they have considered the same, and recommend that the chairs costing $9 each be the ones to be purchased.

Senate joint and concurrent resolution No. 7 was taken up, read second time, and, on motion of Senator Edwards of St. Charles, the

Senate went into a Committee of the Whole for its consideration, Senator Hutt in the chair.

When the committee arose, Senator Hutt submitted the following report:

Senate joint and concurrent resolution No. 7, entitled "Joint and concurrent resolution instructing our Senators and requesting our Representatives in Congress to procure all necessary legislation to grant to the St. Louis and San Francisco Railway Company, the right of way for its railroad through the Choctaw Nation in the Indian Territory," was then ordered engrossed and printed.

Senator Morrisson moved that when the Senate adjourned it adjourn until Monday morning at 10 o'clock; agreed to.

On motion of Senator Morrisson, Senate adjourned.

The President announced the committee to receive the Hon. E. B. Washburn in conformity with the resolution adopted on Saturday: Senators Cottey, Mackay and Gottschalk.

Senator Morrisson presented a memorial from the Southeast Missouri Teachers Association, asking an amendment to the School law; which was referred to the Committee on Education.

Senator Pehle offered the following resolution:

WHEREAS, The report of the committee appointed by ex-Governor Phelps to settle with the State Auditor and State Treasurer, shows a balance due the State by Mr. Gates, on the 31st day of December, 1880, of $531,515.96; said report further shows that "on the close of business, on the 10th day of January, 1881, a balance of $518,769.12; of this amount he turned over to his successor, Phil. E. Chappel, the sum of $335,246.47, and deposited in the Bank of Commerce by Calvin F. Burnes the sum of $184,970.31, leaving a discrepancy of $11,298.18 unaccounted for; said amount has been paid out between the first day of January, 1881, and the 10th day of January, 1881; the report of the committee shows it. Be it therefore

Resolved, That the committee so appointed make a special report, without delay, to the Thirty-first General Assembly of this State, now in regular session, showing what disposition has been made of said $11,298.18.

Read first and second time and referred to the Committee on Ways and Means.

Senator Cabell offered the following amendment to the rules:

Amend rule 24 by adding at the end thereof: "And no report made by a standing committee of the Senate shall be considered the day on which it is made, but the same shall lie on the table one day, unless its immediate consideration shall be demanded by a vote of two-thirds of the Senate.
