Senator Byrns offered the following resolution, which was read first and second time and adopted:

Resolved, That the Committee on Criminal Jurisprudence and the Committee on Internal Improvements be and they are hereby authorized to rent a suitable room to be used by the two committees.

On motion of Senator Cabell, the amendment to the twenty-fourth standing rule of the Senate, offered on yesterday, was taken up, read second time, and the Senate refused to adopt the same.

The following message was received from the House of Representatives through Mr. Hannay, Assistant Chief Clerk, which was read:

MR. PRESIDENT: I am instructed by the House to inform the Senate that the House has taken up and passed substitute for House bills Nos. 2, 74, 77 and 81, with emergency clause, entitled "An act in relation to benevolent, charitable associations and societies," in which the concurrence of the Senate is respectfully requested.

Mr. Cabell introduced Senate bill No. 99, entitled "An act in relation to special taxes, providing for the recovery of special taxes paid under assessments made by authority of void laws or ordinances, and giving cities of over 100,000 inhabitants authority to assess and collect a tax to meet any deficiency caused under this act;" which was read first time and 50 copies ordered printed.

Senator Bradley introduced Senate bill No. 100, entitled "An act to amend section 4200, chapter 80 of the Revised Statutes of Missouri of 1879, 'Of billiard and other tables;"" which was read first time and 50 copies ordered printed.

Senator Mackay submitted the following report from the Committee on Retrenchment and Reform, which was read:

MR. PRESIDENT: Your Committee on Retrenchment and Reform, to whom was referred House bill No. 9, entitled "An act to amend section five thousand six hundred and twenty (5620), Revised Statutes of Missouri," beg leave to report that they have considered the same, and recommend that it do pass.

The bill so reported, being House bill No. 9, entitled "An act to amend section five thousand six hundred and twenty (5620), Revised Statutes of Missouri," was taken up, read the third time and passed by the following vote:

Amend title of the bill by inserting after the words and figures "five thousand six hundred and twenty (5620)," the word and figures "chapter 103;" which was read first and second times and adopted.

The title of the bill, as amended, read and agreed to.

Senator Hutt moved to reconsider the vote by which the bill passed, and to lay the motion to reconsider on the table; the latter motion prevailed.

Senator Cottey submitted the following report from the Committee on Ways and Means:

MR. PRESIDENT: Your Committee on Ways and Means, to whom was referred Senate bill No. 1, entitled "An act regulating the interest of money," beg leave to report that they have considered the same, and report said bill back to the Senate without recommendation; which was read.

The bill so reported, being Senate bill No. 1, entitled "An act regulating the interest of money," was taken up, and Senator Heaston moved that the further consideration of the bill be indefinitely postponed, upon which motion the ayes and noes being demanded, the motion was lost by the following vote:

PRESIDENT: Your Committee on Engrossed Bills, to whom was referred Senate joint and concurrent resolution No. 6, entitled "Joint and concurrent resolution authorizing and instructing the committee appointed by the Governor to settle with the Auditor and Treasurer to cancel vouchers, destroy warrants and for other purposes," beg leave to report that they have compared the same and find it to be truly engrossed, and that the printed copies thereof furnished to the Senators are correct; which was read.

Senator Dobyns moved to reconsider the vote by which Senate bill No. 28 was ordered engrossed; agreed to.

The bill was then laid over informally.

On motion of Senator Morrisson, the Senate adjourned until ten o'clock to-morrow morning.
