Senator Cottey submitted the following report from Committee on Ways and Means; which was read.

MR. PRESIDENT: Your Committee on Ways and Means, to whom was referred Senate bill No. 61, entitled "An act to amend an act entitled an act to enable counties, cities, townships and towns to fund all or any part of their bonded debt and unpaid subscriptions to the capital stock of any railroad company, after first submitting the same to a vote of the qualified voters thereof, and to create a sinking fund for the payment of such funded indebtedness, and repealing certain acts, approved March 27, 1775, April 12, 1877, and April 14, 1877, and all other acts and parts of acts inconsistent with this act, approved May 16, 1879," beg leave to report that they have considered the same, and recommend that it do not pass.

The bill so reported, being Senate bill No. 61, was taken up and, on motion of Senator Cottey, was indefinitely postponed.

Senator Cottey submitted the following report from Committee on Ways and Means; which was read.

MR. PRESIDENT: Your Committee on Ways and Means, to whom was referred Senate bill No. 22, entitled "An act to amend section 7623 of article 1, chapter 164 of the Revised Statutes of Missouri, entitled 'Lost warrants, how renewed,'" beg leave to report that they have considered to same, and recommend that it do not pass.

The bill so reported, being Senate bill No. 22, was taken up and, on motion of Senator Cottey, was indefinitely postponed.

Senator Heard moved that when the Senate adjourn it adjourn until 10 o'clock to-morrow morning. Agreed to.

Senator Heard presented a petition from ministers of the Gospel residing in the State of Missouri, asking a change in the marriage law of the State, which was referred to the Committee on Criminal Jurisprudence.

Senator Bryant presented a petition from citizens of Jackson county praying to the 31st General Assembly to perfect our school laws; which was referred to the Committee on Education.

Senator Edwards of St. Charles introduced Senate bill No. 118, entitled "An act to amend sections 841 and 846, article 3. chapter 21 of the Revised Statutes of Missouri of 1879, entitled 'Railroad classification-charges-commissioners ;" which was read first time and ordered not printed.

Senator Stephens introduced Senate bill No. 119, entitled “An act to amend section 2343, chapter 32 Revised Statutes, entitled 'Of Executions;'" which was read first time and 50 copies ordered printed.

Senator Edwards of St. Charles introduced Senate bill No. 120, entitled "An act to amend sections 833, 838 and 842, article 3, chapter 21 of the Revised Statutes of Missouri, entitled 'Railroad classification -charges-commissioners;'" which was read first time and 50 copies ordered printed.

Senator Heard submitted the following report from the Committee on Banks and Corporotions:

MR. PRESIDENT: Your Committee on Banks and Corporations, to whom was referred Senate bill No. 48, entitled "Act to amend sections 4937 and 4938, article five (5) of chapter 89 of the Revised Statutes of 1879, concerning cities, towns and villages," beg leave to report that they have considered the same, and report the same back with the accompanying substitute, and recommend that the substitute do pass.

The bill so reported, being Senate bill No. 48, not being called for,

the substitute offered by the committee was taken up, read first and second times and adopted.

Senator Heard offered the following amendment:

Amend by striking out the words "the State in which such city is located," wherever they occur in the substitute, and insert instead the words "this State;" which was read first and second time, and adopted and the bill ordered engrossed.

Senator Jacobs submitted the following report from the Committee on Blind Asylum, which was read:

PRESIDENT: Your Committee on Blind Asylum, to whom was referred Senate bill No. 97, entitled "An act to amend sections 5901 and 5912, chapter 21 of article 3 of the Revised Statutes of Missouri, entitled 'Of institutions,"" beg leave to report that they have considered the same and recommend that they do pass.

PRESIDENT: Your Committee on Ways and Means, to whom was referred Senate bill No. 66, entitled "An act to amend section 7631, article one (1) of chapter 164 of the Revised Statutes, entitled 'Of the State Treasury,'" beg leave to report that they have considered the same, and recommend that it do pass with the accompanying amendment.

The bill so reported being Senate bill No. 66, was taken up and the following amendment offered by the committee: Amend printed bill, section one (1), line eleven (11), by adding after the word "State," at the end of said section the following words, to wit: "On which the State is held or bound for the payment of interest," was read first and second times, and, on motion of Senator Cabell, the bill was laid over until next Monday.

Senator DeArmond submitted the following report from the Committee on Judiciary, which was read:

PRESIDENT: Your Committee on Judiciary, to whom was referred Senate bill No. 107, entitled "An act to amend section 4358, ar. ticle two of chapter eighty-seven of the Revised Statutes of Missouri, entitled 'Of the restraint of diseased and Texas cattle,'" beg leave to report that they have considered the same, and a majority of the committee recommend that it do pass.
