Senator Stephens introduced Senate bill No. 123, entitled "An act to amend section 3733, article 11, chapter 59, entitled 'Of practice in civil cases;'" which was read first time and 50 copies ordered printed.

Senator Naylor submitted the following report from the Committee on Insurance:

MR. PRESIDENT: Your Committee on Insurance to whom was referred substitute for House bills Nos. 2, 74, 77 and 84, entitled "An act in relation to benevolent and charitable associations and societies," beg leave to report that they have considered the same and recommend that it do pass.

On second reading of Senate bills, Senate bill No. 118 was taken up, read a second time and referred to the Committee on Internal Improvement.

Substitute for House bills Nos. 2, 74, 77 and 84 was taken up, read third time and passed by the following vote:

The title of the bill was read and agreed to.

Senator Morrisson moved to reconsider the vote by which the bill passed, and to lay the motion to reconsider on the table; the latter motion prevailed.

Senate bill No. 66 was taken up, and the pending amendment adopted.

Senator Cabell offered the following amendment:

Amend by adding at end of section the following:

"Provided, That said Fund Commissioners shall, and it is hereby made their duty to advertise in at least one daily newspaper in each of the cities of St. Louis and New York for thirty days, and to receive bids for the sale to the State of any of its outstanding bonds not due and payable, and said Fund Commissioners shall be authorized to purchase said bonds at the lowest price at which they may be offered, to the extent of available means at their command for such purpose;" which was read first and second times and lost.

Senator Bradley offered the following amendment:

Amend by striking out the word "Or," in line ten, and insert the words, "Provided there are no option bonds;" which was read first and second times and adopted.

On motion of Senator Lloyd, the bill, as amended, was recommitted to the Committee on Ways and Means.

Senator Cottey moved, that when the Senate adjourns, it adjourn until to-morrow morning at 10 o'clock; which was agreed to.

On motion of Senator Lloyd, the Senate adjourned.

Senator Caldwell presented a memorial from citizens of Macon county praying for a constitutional amendment forever prohibiting the importation and manufacture of, and all traffic in, intoxicating beverages within this State; which was referred to the Committee on Constitutional Amendments.

Senator Byrns introduced Senate bill No. 124, entitled "An act to amend section 1666, article 9, chapter 24 of the Revised Statutes of Missouri, concerning Crimes and criminal procedure;" which was read first time and 50 copies ordered printed.

Senator Mackay introduced Senate bill No. 125, entitled "An act fixing the pay of certain officers of the General Assembly;" which was read first time and 50 copies ordered printed.

Senator Lloyd introduced Senate bill No. 126, entitled "An act to amend section 3660, article 7, chapter 59 of the Revised Statutes of Missouri, entitled 'Of practice in civil cases;'" which was read first time and 50 copies ordered printed.

Senator Mabrey introduced Senate bill No. 127, entitled "An act to amend section 6723, article 2, chapter 145 of the Revised Statutes, entitled 'Revenue;"" which was read first time and 50 copies ordered printed.

Senator Allen introduced Senate bill No. 128, entitled "An act to authorize and empower all cities in this State containing one hundred thousand inhabitants or more to establish, maintain, regulate and control a system and a force of police, and to repeal all acts and parts of acts repugnant to or inconsistent with this act;" which was read first time and 50 copies ordered printed.

Senator Naylor introduced Senate bill No. 129, entitled "An act to repeal an act, entitled 'An act to provide for the exercise of the right of voting by persons who have failed to register;'" which was read first time and ordered not printed.

Senator Cabell introduced Senate bill No. 130, entitled "An act to authorize the State of Missouri to issue bonds to redeem the existing indebtedness of the State, and to reduce the interest on the same;" which was read first time and 50 copies ordered printed.

Senator Mackay submitted the following report from the Committee on Retrenchment and Reform, which was read:

MR. PRESIDENT: Your Committee on Retrenchment and Reform, to whom was referred Senate bill No. 34, entitled "An act to amend section 5609, chapter 103, entitled 'Fees," beg leave to report that they have considered the same, and recommend that it do pass.

Senator Mackay submitted the following report from the Committee on Retrenchment and Reform; which was read:

PRESIDENT: Your Committee on Retrenchment and Reform, to whom was referred Senate bill No. 89, entitled "An act to amend sec. 1215, art. 6, chap. 23, Revised Statutes, entitled 'Of courts of record,'" beg leave to report that they have considered the same, and report the same back without recommendation.

Senate bill No. 89 was taken up, and, on motion of Senator Byrns, indefinitely postponed.

Senator McMahan submitted the following report from the Committee on Agriculture; which was read:

MR. PRESIDENT: Your Committee on Agriculture, to whom was referred Senate bill No. 95, entitled "An act in relation to the construction and maintenance of aprons or chutes to facilitate the passage of fish over dams and other obstructions," beg leave to report that they have considered the same, and recommend that it do pass, with the accompanying amendment.

The bill so reported, being Senate bill No. 95, was taken up, and the following amendment offered by the committee: Amend by in

serting after the word "wide," line six, printed bill, the following: "and sloping from each side to the center, so that the center shall be at least six inches lower than either edge," was read first and second times and adopted, and the bill ordered engrossed.

The President announced that all other business would be suspended, and directed the Secretary to read at length House bill No. 38, entitled "An act to amend section 3742, article 2, chapter 59, of the Revised Statutes of Missouri, entitled 'Practice in civil cases," and that unless objections be made, he would sign the same, to the end that it may become a law.

The bill was read at length by the Secretary, no objections being made, and the presiding officer, in the presence of the Senate, in open session, and no other business intervening, affixed his signature thereto; said bill was also signed by the Secretary.

The President announced that all other business would be suspended, and directed the Secretary to read at length House bill No. 177, entitled "An act to amend section 974, chapter 21, article 10 of the Revised Statutes of Missouri, entitled 'Of benevolent, religious, scientific, educational and miscellaneous associations," and that unless objections be made, he would sign the same, to the end that it may become a law.

The bill was read at length by the Secretary, no objections being made, and the presiding officer, in the presence of the Senate, in open session, and no other business intervening, affixed his signature thereto; said bill was also signed by the Secretary.

The President announced that all other business would be suspended, and directed the Secretary to read at length House joint and concurrent resolution No. 3, entitled "Joint and concurrent resolution in relation to the sale or giving away of leaf tobacco, as affected by the revenue laws of the United States," and that, unless objection be made, he would sign the same, to the end that it may become a law.
