Journal of yesterday read and approved.

Senator Pehle presented a remonstrance from citizens of Berger, Franklin county, Missouri, protesting against a constitutional amendment prohibiting the manufacture and sale of intoxicating liquors; which was referred to Committee on Constitutional Amendments.

Senator Pehle presented a petition from citizens of Gasconade county, one from citizens of Franklin county, and one from citizens of Osage county, all praying for the passage of Senate bill No. 79; which were referred to the Committee on Ways and Means.

Senator Walker presented a petition from the ministers of the gospel of Boonville, Mo., praying for the passage of a marriage license law; which was referred to Committee on Criminal Jurisprudence.

Senator Stephens introduced Senate bill No. 161, entited "An act to provide for the disposal of the Agriculture College lands in this State; which was read first time and 50 copies ordered printed.

Senator Byrns introduced Senate bill No. 162, entitled "An act in relation to set-off;" which was read first time and 50 copies ordered printed.

Senator Manring introduced Senate bill No. 163, entitled "An act to amend section 7457, article 5, chapter 162, Revised Statutes of Missouri, 'Of township organization;"" which was read first time and 50 copies ordered printed.

Senator McMahan introduced Senate bill No. 164, entitled "An act to amend section 1158, article 4, chapter 23, Revised Statutes of Missouri, 'Of courts of record;'" which was read first time and 50 copies ordered printed.

Senator Dobyns introduced Senate bill No. 165, entitled "An act to amend section 1715, article 12, chapter 24, Revised Statutes of Missouri, entitled 'Surety to keep the peace ;" which was read first time and 50 copies ordered printed.

Senator Dobyns introduced Senate bill No. 166, entitled "An act to amend section 3091, chapter 45, Revised Statutes of Missouri, entitled 'Of landlords and tenants;"" which was read first time and 50 copies ordered printed.

Senator Naylor submitted the following report from the Committee on Insurance, which was read:

MR. PRESIDENT: Your Committee on Insurance, to whom was referred Senate bill No. 92, entitled "An act to enable insurance companies other than life to surrender their special charters and accept in lieu thereof the provisions of the general insurance statutes," beg leave to report that they have considered the same, and recommend that the accompanying substitute do pass.

Senate bill No. 92, not being called for, the substitute reported by the committee, was taken up, read first and second times, and adopted and ordered engrossed.

Senator Rouse submitted the following report from the Committee on Privileges and Elections, which was read:

MR. PRESIDENT: Your Committee on Privileges and Elections, to whom was referred Senate bill No. 129, entitled "An act to repeal an act entitled 'An act to provide for the exercise of the right of voting by persons who have failed to register,'" beg leave to report that they have considered the same, and recommend that it do pass.

Senate bill No. 129 was taken up and ordered engrossed.

Senator Rouse submitted the following report from the Committee on Privileges and Elections, which was read:

MR. PRESIDENT: Your Committee on Privileges and Elections, to whom was referred Senate bill No. 133, entitled "An act to provide for the registration of all voters in cities having a population of more than one hundred thousand inhabitants, and to govern elections in such cities, and to repeal an act entitled 'An act to provide for the exercise of the right of voting by persons who have failed to register,' approved March 30, 1877, and all acts and parts of acts conflicting herewith," beg leave to report that they have considered the same, and recommend that it do pass with the following amendments:

Senate bill No. 133 was taken up, and the following amendments, reported by the committee

No. 1. Amend section 11 by striking out the word "who," in line 6, and inserting in lieu thereof the words "each of whom," was read first and second times and adopted.

No. 2. Amend section 16 by inserting the word "State" after the word "shall" and before the word "the," in the 6th line, was read first and second times and adopted.

No. 3. Amend section 21 by inserting in line 3, between the words "and" and "examine," the following words: "after making proclamation at the door of his office that the returns are about to be cast up, shall proceed publicly to," was read the first and second times and adopted.

No. 4. Amend section 24 by striking out the word "districts," in the 1st line, and inserting in lieu thereof the word "precincts," was read first and second times and adopted.

Senator Gottschalk offered the following amendment:

Amend section 4. Strike out the first part of section 4 down to and including the word "manner," in line 8, and insert the following in lieu thereof: "Section 4. At each regular election held in such cities, after the passage of this act, there shall be elected, by the qualified voters of such cities, a recorder of voters, who shall hold his office for the term of four years, and until his successor shall be duly elected and qualified, and whose compensation shall be two thousand dollars per annum, payable out of the treasury of such city. Each succeeding recorder shall be elected in like manner."

Which was read first and second times, and, the ayes and noes being demanded, was lost by the following vote:

Senator Gottschalk offered the following amendment:

Amend section 4. Strike out in 7th line the word "payable," and insert the following in lieu thereof: "One-half of which shall be paid out of the State Treasury, out of any moneys not otherwise appropriated, and the other half."

Which was read first and second times, and, the ayes and noes being demanded, was lost by the following vote:

AYES-Senators Allen, Cabell, Gottschalk, Headlee, Heard, Hutt, McGrath, Manistre, Naylor, Pehle and Rogers-11.

Senator Rogers offered the following amendment:

Amend sec. 4 by striking out the words "Governor, by and with the advice and consent of the Senate, for," in the 2d and 3d line of said section, in the printed bill, and insert in lieu thereof the words, "Mayor, by and with the consent of the council of the municipal assembly of -"

Which was read first and second time and lost by the following

Senate bill No. 67, entitled "An act to revise and amend chapter one hundred and fifty of the General Statutes of Missouri, 'Of schools,"" being special order for the hour 11 A. M., was taken up with the amendments reported by the Committee on Education, and on motion of Senator Morrisson the Senate resolved itself into Committee of the Whole, for the consideration of said bill; Senator Hutt in the chair.

When the committee arose, the President called the Senate to order, and Senator Hutt submitted the following report from the Committee of the Whole:
