Senator Pehle presented a remonstrance from citizens of Berger, Franklin county, Missouri, protesting against a constitutional amendment prohibiting the manufacture and sale of intoxicating liquors; which was referred to Committee on Constitutional Amendments.

Senator Pehle presented a petition from citizens of Gasconade county, one from citizens of Franklin county, and one from citizens of Osage county, all praying for the passage of Senate bill No. 79; which were referred to the Committee on Ways and Means.

Senator Walker presented a petition from the ministers of the gospel of Boonville, Mo., praying for the passage of a marriage license law; which was referred to Committee on Criminal Jurisprudence.

Senator Stephens introduced Senate bill No. 161, entited "An act to provide for the disposal of the Agriculture College lands in this State; which was read first time and 50 copies ordered printed.

Senator Byrns introduced Senate bill No. 162, entitled "An act in relation to set-off;" which was read first time and 50 copies ordered printed.

Senator Manring introduced Senate bill No. 163, entitled "An act to amend section 7457, article 5, chapter 162, Revised Statutes of Missouri, 'Of township organization;"" which was read first time and 50 copies ordered printed.

Senator McMahan introduced Senate bill No. 164, entitled "An act to amend section 1158, article 4, chapter 23, Revised Statutes of Missouri, 'Of courts of record;'" which was read first time and 50 copies ordered printed.

Senator Rouse submitted the following report from the Committee on Privileges and Elections, which was read:

Senator Rouse submitted the following report from the Committee on Privileges and Elections, which was read:

PRESIDENT: Your Committee on Privileges and Elections, to whom was referred Senate bill No. 133, entitled "An act to provide for the registration of all voters in cities having a population of more than one hundred thousand inhabitants, and to govern elections in such cities, and to repeal an act entitled 'An act to provide for the exercise of the right of voting by persons who have failed to register,' approved March 30, 1877, and all acts and parts of acts conflicting herewith," beg leave to report that they have considered the same, and recommend that it do pass with the following amendments:

No. 1. Amend section 11 by striking out the word "who," in line 6, and inserting in lieu thereof the words "each of whom," was read first and second times and adopted.

No. 2. Amend section 16 by inserting the word "State" after the word "shall" and before the word "the," in the 6th line, was read first and second times and adopted.

No. 3. Amend section 21 by inserting in line 3, between the words "and" and "examine," the following words: "after making proclamation at the door of his office that the returns are about to be cast up, shall proceed publicly to," was read the first and second times and adopted.

No. 4. Amend section 24 by striking out the word "districts," in the 1st line, and inserting in lieu thereof the word "precincts," was read first and second times and adopted.

Senator Gottschalk offered the following amendment:

Amend section 4. Strike out the first part of section 4 down to and including the word "manner," in line 8, and insert the following in lieu thereof: "Section 4. At each regular election held in such cities, after the passage of this act, there shall be elected, by the qualified voters of such cities, a recorder of voters, who shall hold his office for the term of four years, and until his successor shall be duly elected and qualified, and whose compensation shall be two thousand dollars per annum, payable out of the treasury of such city. Each succeeding recorder shall be elected in like manner."
