Senator Cottey submitted the following report from the Committee on Ways and Means, which was read:

MR. PRESIDENT: Your Committee on Ways and Means, to whom was referred Senate bill No. 66, entitled "An act to amend section 7631, article 1 of chapter 164 of the Revised Statutes, entitled 'Of the State Treasury,'" beg leave to report that they have considered the same, and recommend that it do pass, with the accompanying amendment.

Senate bill No. 66 was taken up, and the following amendment, reported from the committee, was read twice and adopted:

Amend section 1 by striking out all after the words "five-twenty bonds," in line 10, printed bill, and by inserting in lieu thereof the words: "Provided, There are no option bonds which may be called in, then they may invest the same in, or purchase any of the bonds of the State, upon which the State is held or bound for the payment of interest."

Senator Cottey offered the following amendment to the title, which was read first and second times and adopted:

Amend title of act by striking out the words "of the State Treasury," and insert in lieu thereof the words "Treasury Department."

Senator Heaston offered the following amendment, which was read first and second times and adopted:

Amend section 1 by striking out all prior to the words section 7631, in line 6, printed bill, and insert the following in lieu thereof: "Section 1. Amend section 7631, article 1, chapter 164, Revised Statutes, entitled 'Treasury Department,'" by striking out the following words, to wit: "Or they may invest the same in any of the bonds of the State, the Hannibal and St. Joseph railroad bonds excepted. But in no case shall said Commissioners purchase or redeem any such bonds at a higher rate than their face value," and by inserting in lieu thereof the following words: "Provided, There are no option bonds which may be called in, then they may invest the same in, or purchase

any of the bonds of the State, upon which the State is held or bound for the payment of interest," so that said section, when amended, shall read as follows:

PRESIDENT: Your Committee on Ways and Means, to whom was referred Senate bill No. 60, entitled "An act to authorize the issue and sale of renewal revenue bonds, for the purpose of meeting and redeeming outstanding revenue bonds falling due in the year 1881," beg leave to report that they have considered the same, and recommend that it do pass with the accompanying amendment.

Senate bill No. 60 was taken up, and the following amendment, offered by the committee, was read first and second times and adopted: Amend section 5 by inserting in the 1st line thereof before the

word "it" the following: "Before issuing and disposing of any of the bonds authorized by this act."

The bill was ordered engrossed.

Senator Cottey submitted the following report from the Committee on Ways and Means, which was read:

MR. PRESIDENT: Your Committee on Ways and Means, to whom was referred Senate bill No. 96, entitled "An act to appropriate money for the payment of the National Bank of Commerce of the city of New York, fiscal agent of the State, for the payment of bonds of the State and interest coupons as as they fell due from the year 1872 to December 31, 1880," beg leave to report that they have considered the same, and recommend that the accompanying substitute do pass.

Substitute for Senate bill No. 96, reported by the committee, was taken up, read first and second times, adopted and ordered engrossed.

Senator Edwards of Lafayette was granted leave of absence for one week.

Senator Heaston submitted the following report from the Committee on Federal Relations:

Senator Hutt moved to reconsider the vote by which the bill passed and to lay the motion to reconsider on the table; which latter motion prevailed.

Senator Heaston moved that when the Senate adjourn it adjourn until to-morrow morning at 10 o'clock; carried.

On second reading of Senate bills, Senate joint and concurrent resolution No. 11, entitled "Concurrent resolution submitting to the legal voters of the State of Missouri an amendment to the State Constitution, in relation to the prohibition of the manufacture and sale of intoxicating liquors," was read second time and referred to Committee on Constitutional amendments.

Senate bill No. 111, entitled "An act to amend section 815, article 2, chapter 21, Revised Statutes of Missouri, concerning discrimination allowed in the shipment of grain," was read second time and referred to Committee on Banks and Corporations.

Senate bill No. 146, entitled "An act to regulate the practice of medicine and surgery in the State of Missouri," was read second time and referred to Committee on Criminal Jurisprudence.

Senate bill No. 147, entitled "An act to provide for the submission of constitutional amendments to a vote of the people," was read second time and referred to Committee on Judiciary.

Senator Heaston submitted the following report from the Committee on Claims, which was read:

MR. PRESIDENT: Your Committee on Claims to whom was referred Senate bill No. 143, entitled "An act for the relief of Calvin Gunn and to appropriate money therefor," beg leave to report that. they have considered the same and recommend that it do not pass.

Senator Edwards of St. Charles submitted the following report from the Committee on Engrossed Bills, which was read:
