WHEREAS, There are many errors in the records of patents in the office of Register of Lands, particularly in the records of patents of the 500,000 acres grant, school lands and swamp land patents, consisting in the omission of the seal of the State, misdescription of land and the omission of the name of the Governor and Secretary of State; and,

WHEREAS, These errors occurred mainly, while this part of the records were in the custody of the Secretary of State; therefore, be it

Resolved, That some provision ought to be made by law to correct these defects, by giving the Governor authority to direct the Register of Lands to correct such records in his office, when it is proven, to the satisfaction of the Governor and Register of Lands, that the person applying for any such corrections is entitled to the same.

2. That the Committee on State Lands be and they are hereby requested to investigate the same and make report of such investigation to the Senate at their earliest possible convenience, by bill or otherwise.

Senator Heard introduced Senate bill No. 199, entitled "An act to regulate the practice of dentistry in this State;" which was read first time and 50 copies ordered printed.

Senator Heard, from the Committee on Banks and Corporations, submitted the following report, which was read:

MR. PRESIDENT: Your Committee on Banks and Corporations, to whom was referred Senate bill No. 159, entitled "An act to amend section 4941, article 5 of chapter 89 of the Revised Statutes of Missouri, relating to cities of the fourth class," beg leave to report that they have considered the same, and recommend that it do pass.

Senate bill No. 159 was taken up and ordered engrossed.

Senator Heard submitted the following report from the Committee on Banks and Corporations, which was read:

MR. PRESIDENT: Your Committee on Banks and Corporations, to whom was referred Senate bill No. 111, entitled "An act to amend section eight hundred and fifteen (815), article 2, chapter 21, Revised Statutes of Missouri, concerning discrimination allowed in the shipment of grain," beg leave to report that they have considered the same, report the following substitute for the same, and recommend that the substitute do pass.

Senate substitute for Senate bill No. 111, reported by the committee, was taken up, read first and second time, adopted and ordered engrossed.

The following message was received from the Governor through his private secretary, Mr. Farr:

Senator Morrisson submitted the following report from the Committee on Education, which was read:

MR. PRESIDENT: Your Committee on Education, to whom was referred Senate bill No. 172, entitled "An act relating to the distribution of books published by authority of the State of Missouri," beg leave to report that they have considered the same, and recommend that it do pass, with the accompanying amendment.

Senate bill No. 172 was taken up and the following amendment, reported by the committee, was read twice and adopted, and the bill ordered engrossed:

Amend by striking out all after the enacting clause, and inserting in lieu thereof, as follows: Section 1. The Secretary of State is hereby authorized and required to deliver to the secretary or other proper officer of the Missouri Historical Society, on application therefor, one copy of each publication ordered by law, including reports of the State Board of Agriculture, of the Horticultural Society, of Insurance, the Board of Labor Statistics and of the various State departments, including laws and journals and decisions of the Supreme Court, to be kept and preserved in said historical society for the use of the public."

On second reading of House bills, substitute for House bill No. 145, entitled "An act to amend sections 2835 and 2836, article 2, chapter 44, Revised Statutes of the State of Missouri, entitled 'Jurisdiction of justices of the peace,'" was read first and second times and referred to the Committee on Judiciary.

House bill No. 244, entitled "An act to amend section eight hundred and six (806), chapter twenty-one (21), article (2), Revised Stat

utes of Missouri, 'Concerning corporations," was read first and second times and referred to Committee on Banks and Corporations," was read first and second times and referred to Committee on Banks and Corporations.

Substitute for House bill No. 186, entitled "An act to appropriate money for the support of the State Government for the years 1881 and 1882," was taken up, read first and second times and referred to the Committee on Ways and Means.

Senator Morrisson introduced Senate joint and concurrent resolution No. 14, entitled "Joint and concurrent resolution urging Congress to provide for a survey and preparation of sectional and schedule maps of the swamp and overflowed lands in Southeast Missouri and Northeast Arkansas;" which was read first time and 50 copies ordered printed.

Senator Morrisson called up Senate bill No. 67, and moved that the Senate go into Committee of the Whole, for the consideration of said bill; which was agreed to. Senator Hutt in the chair.

The committee rose, and Senator Hutt reported progress and asked leave to sit again; which was granted.

The following message was received from the House of Representatives through Mr. Hawley, chief clerk :

MR. PRESIDENT: I am instructed by the House to inform the Senate that the House has taken up Senate bill No. 6, entitled "An act requiring the Governor to appoint a special committee of the General Assembly to visit and examine the institutions of the State;" and have receded from amendment No. 1, and refused to recede from amendment No. 2, and asks for a conference committee on amendment No. 2, and has appointed the following Conference Committee: Messrs. Cox, McGinnis and Harrington; in which the concurrence of the Senate is respectfully requested.

Which request of the House was granted by the Senate, and the President appointed Senators Cottey, Morrison and Allen, a Committee of Conference on the part of the Senate, to confer with Messrs. Cox, McGinnis and Harrington of the House, on House amendment No. 2 to Senate bill No. 6, entitled "An act requiring the Governor to appoint a special committee of the General Assembly, to visit and examine the institutions of the State."

Senator Morrison moved that when the Senate adjourn it adjourn until to-morrow morning at 10 o'clock.

On motion of Senator Morrisson the Senate adjourned.

Petitions, memorials and remonstrances being in order, Senator Rogers presented to the Senate a petition in the form of a beautiful "basket bouquet," from the young lady students of the State University, asking that sufficient appropriations be made for the support and maintenance of said institution as may be deemed equivalent to the merits thereof; which was accepted by the Senate.

Senator Cottey introduced Senate bill No. 200, entitled "An act to amend sections 2724 and 2727, chapter 41 of the Revised Statutes of Missouri, entitled 'Of interest;"" which was read first time and ordered not printed.

Senator Byrns introduced Senate bill No. 201, entitled "An act to authorize counties and municipal townships to build graded, gravel or macadamized roads, and to create an indebtedness therefor;" which was read first time and ordered not printed.

Senator Byrns introduced Senate bill No. 202, entitled "An act to amend section 1878, article 17, chapter 24 Revised Statutes of Missouri, entitled 'Crimes and criminal procedure;'" which was read first time and ordered not printed.

Senator Byrns introduced Senate bill No. 203, entitled "An act in relation to criminal procedure in the city of St. Louis, and to repeal sections 18 and 19 of the appendix to the Revised Statutes of the State of Missouri, concerning 'The criminal court;'" which was read first time and ordered not printed.

Senator Edwards of St. Charles submitted the following reports from the Committee on Engrossed Bills, which were read:

MR. PRESIDENT: Your Committee on Engrossed Bills to whom was referred Senate bill No. 129, entitled "An act to repeal an act entitled 'An act to provide for the exercise of the right of voting by persons who have failed to register,'" beg leave to report that they have compared the same and find it to be truly engrossed, and that the printed copies thereof furnished to the Senators are correct.

Senator Cottey submitted the following report from the Committee on Conference:

MR. PRESIDENT: Your Committee of Conference, appointed to adjust the differences between the two Houses in relation to Senate bill No. 6, entitled "An act requiring the Governor to appoint a special committee of the General Assembly to visit and examine the institutions of the State," beg leave to report that they have considered the same and agreed to amend House amendment No. 2 by striking out the words "during the first week of its regular session," and inserting in lieu thereof the following: "Within ten days after the organization of each regular session thereof;" so that said House amendment No. 2, as amended, will read as follows: Amend section 3 by striking out the words "as soon after it convenes as may be practicable," in the eighth and ninth lines of said section, and insert in place thereof the words, "within ten days after the organization of each regular session thereof;" so that said section when amended shall read as follows: Sec. 3. The committee shall be authorized to administer oaths and examine persons under oath, touching the management and administration of the affairs of said institutions, and shall have free access to all the papers, books and records of said institutions; and such committee shall make
