Senator Heaston presented a petition from citizens of Salem, Daviess county, Missouri, asking the submission of an amendment to the Constitution, to prohibit the manufacture of, or traffic in, intoxicating liquors in this State; which was referred to the Committee on Constitutional Amendments.

Senator Hutt introduced Senate bill No. 219, entitled "An act to amend the Constitution of the State of Missouri, to reorganize the judicial system and to make and formulate rules relative thereto;" which was read first time and 50 copies ordered printed.

Senator Byrns submitted the following report from the Committee on Criminal Jurisprudence, which was read:

MR. PRESIDENT: Your Committee on Criminal Jurisprudence, to whom was referred Senate bill No. 202, entitled "An act to amend section 1878, article 17, chapter 24, Revised Statutes, entitled 'Crimes and criminal procedure," beg leave to report that they have considered the same, and recommend that it do pass.

The President announced that all other business would be suspended, and directed the Secretary to read at length substitute for House bill No. 166, entitled "An act for the relief of Newton M. Cobb, and to appropriate money therefor," and that unless objections be made, he would sign the same, to the end that it may become a law.
