Senator Morrisson called up substitute for Senate bills Nos. 3, 4, 12, 15, 21, 32, 38, 54, 59, 79, 109, 127 and 131, and moved the Senate resolve itself into a Committee of the Whole for its consideration, which was agreed, Senator Hutt in the chair.

The committee arose, and the President called the Senate to order.

Senator Hutt, from the Committee of the Whole, reported progress and asked leave to sit again to morrow at 2 o'clok P. M., which leave was granted.

Senator Edwards of St. Charles submitted the following reports from the Committee on Engrossed Bills, which were read:

PRESIDENT: Your Committee on Engrossed Bills, to whom was referred Senate bill No. 60, entitled "An act to authorize the issue and sale of renewal revenue bonds, for the purpose of meeting and redeeming outstanding revenue bonds falling due in the year 1881," beg leave to report that they have compared the same, and find it truly engrossed, and that the printed copies thereof furnished to the Senators are correct.

MR. PRESIDENT: Your Committee on Engrossed Bills, to whom was referred Senate bill No. 203, entitled "An act in relation to criminal procedure in the city of St. Louis, and to repeal sections 18 and 19 of chapter 2 of the Appendix of the Revised Statutes of Missouri, concerning the criminal court," beg leave to report that they have compared the same and find it to be truly engrossed, and that the printed copies thereof furnished to the Senators are correct.

Senate joint and concurrent resolution No. 16, entitled "Concurrent resolution submitting to the qualified voters of the State of Missouri an amendment to the Constitution thereof, concerning the judicial department;" was taken up, read second time and referred to the Committee on Constitutional Amendments.

Senator Mackay presented a petition from citizens of Boone county Missouri, praying for a change in the revenue law; which was referred to the Committee on Ways and Means.

Senator Mackay presented a petition from the Good Templars of "Our Lodge" of Milan, Missouri, praying for a constitutional amendment prohibiting the manufacture and sale of intoxicating liquors; which was referred to the Committee on Constitutional Amendments.

Senator Lloyd presented a memorial from the Jasper county medical society, praying for the passage of a law regulating the practice of medicine and creating a board of health, and providing for the. registration of births and deaths; which was referred to Committee on Criminal Jurisprudence.

Senator Bland presented a memorial from the second Baptist Church at Liberty, Missouri, praying for a constitutional amendment prohibiting the manufacture and sale of intoxicating liquors; which was referred to Committee on Constitutional Amendments.

Senator Byrns presented a memorial from the Richmond Temperance Association, praying for a constitutional amendment prohibiting the manufacture and sale of intoxicating liquors; which was referred to the Committee on Constitutional Amendments.

Senator Dobyns presented three petitions from citizens of Shelby county, Missouri, praying for a constitutional amendment prohibiting the manufacture and sale of intoxicating liquors in this State; which were referred to the Committee on Constitutional Amendments.

Senator Walker offered the following resolution, which was read first and second times and adopted:

Resolved, That the Committee on Accounts audit the account of the “Tribune Printing Co." for 50 copies per day of the "Tribune,” containing official proceedings of the Senate, at four cents per copy.

Senator Rogers, from Committee on State Lands, introduced Senate bill No. 231, entitled "An act for the relief of George W. Arnold and George W. Fricke, and to appropriate money therefor;" which was read first time and ordered not printed.

Senator Rogers, from Committee on State Lands, introduced Senate bill No. 232, entitled "An act for the relief of Edward Price, and to appropriate money therefor;" which was read first time and ordered not printed.

Senator Mackay submitted the following report from the Committee on Retrenchment and Reform, which was read:

MR. PRESIDENT: Your Committee on Retrenchment and Reform, to whom was referred Senate bill No. 171, entitled "An act to amend section 5608, entitled Fees,' " beg leave to report that they have considered the same, and recommend that it do pass.

Senator Mackay submitted the following report from the Committee on Retrenchment and Reform:

MR. PRESIDENT: Your Committee on Retrenchment and Reform, to whom was referred Senate bill No. 125, entitled "An act fixing the pay of certain officers of the General Assembly," beg leave to report that they have considered the same, and recommend that it do pass.

Senate bill No. 125 was taken up and Senator Byrns offered the following amendment:

Amend by inserting at the end of the fifth line, original bill," assistant engrossing clerks, not exceeding three;" which was read the first and second times.

Senator Heaston moved that the bill and amendment be indefinitely postponed.

The ayes and noes being demanded, the motion was lost by the following vote:

Amend section 1, in line four, by striking out the word "five," and inserting in lieu thereof the word "four;" which was read first and second times and, the ayes and noes being demanded, the amendment was agreed to by the following vote:
