The following resolution, amending the standing rules of the Senate, introduced by Senator Cottey on yesterday was taken up, read second time and adopted:

Resolved, That rule 43 be amended, as follows:

Amend rule 43 by inserting between the words "question" and "without," in line 2, these words: "nor longer than ten minutes;" and by inserting between the words "reply" and "but," in line 4, these words: "not longer than five minutes," so that said rule, as amended, shall read as follows:

Rule 43. No member shall speak more than once to the same question, nor longer than ten minutes, without leave of the Senate, unless he be the mover, proposer or introducer of the matter pending, in which case he shall be permitted to speak in reply not longer than five minutes, but not until every member choosing to speak shall have spoken.
