The journal of Thursday was read and approved.

The following messages were received from His Excellency, the Governor, through his Private Secretary, Mr. Yost:

SIR: I have the honor to transmit herewith to the General Assembly the Biennial Report of Hon. James E. McHenry, Register of Lands, showing the transactions of his office during the years 1879 and 1880.

SIR: I have the honor to submit herewith the report of the Commissioners who were appointed by me to superintend the rebuilding and refurnishing the Lunatic Asylum at St. Joseph, accompanied by a report of S. V. Shipman, the architect. The Commissioners recommend the farther appropriation. of $5,000 for completing and fitting some rooms in the fourth story of said building. The sum named, I think, is reasonable and proper.

The Commissioners have also filed in the Executive office, in compliance with said act, the books of accounts, showing the receipts and disbursements on account of said building, with vouchers therefor, bids, contracts and bonds for the performance of the contracts, which are subject to the inspection and orders of the Legislature.

Which messages were read and the reports were laid over for future consideration.

Senator Lloyd submitted the following report from the Special Committee on elections:

MR. PRESIDENT: Your Committee on Elections, to whom were referred the credentials of Elisha M. Edwards, claiming to be the Senator elect for the Seventeenth Senatorial District of Missouri, beg leave to report that they have considered the same, and find,

1st. That the said certificate shows that said Edwards received the highest number of votes of any candidate for the office of State Senator for said district, at the general election, November 2, 1880.

2d. That it does not appear from said certificate that said Edwards paid a State and county tax within one year next preceding his election, as is required by the Constitution and laws of the State of Missouri.

3d. That said Edwards did in fact pay a State and county tax within one year next preceding his election, as appears from the receipt of the tax collector of Lafayette county, Missouri, hereunto attached and marked exhibit "A."

4th. That said Edwards has produced and submitted to your committee supplemental certificates of his election from the county clerk of Lafayette county, Missouri, dated January 5th and 6th, respectively, hereunto attached and marked exhibits "B" and "C,” respectively, which last named certificates conform to the requirements of the law.

Your committee therefore recommend that said Elisha M. Edwards be permitted to qualify and take his seat as Senator for said 17th Senatorial District of Missouri.

Which report was read and adopted.

The Hon. E. M. Edwards, Senator elect from the 17th Senatorial District, came forward, took and subscribed the oath of office and took his seat as a Senator.

Senator Lloyd submitted the following report from the special Committee on Elections, which report was read and adopted, and Hon. Owen T. Rouse, Senator elect from the Seventh Senatorial District, came forward, took and subscribed the oath of office, and took his seat as a Senator:

MR. PRESIDENT: Your Committee on Elections, to whom was referred the certificate of election of Owen T. Rouse, claiming to be the Senator elect for the Seventh Senatorial District of Missouri, beg leave to report that they have considered the same and find:

1st. That said certificate shows that said Rouse received the highest number of legal votes of any candidate for the office of State Senator for said district.

2d. That it does not appear from said certificate that said Rouse paid a State and county tax within one year next preceding his election, as is required by the Constitution and laws of the State.

3d. That said Rouse did, in fact, pay a State and county tax within one year next preceding his election, as appears from the receipt of the tax collector of Randolph county, Mo., exhibited to your committee and returned herewith, attached to said certificate of election.

Your committee therefore recommend that said Owen T. Rouse be permitted to qualify and take his seat as Senator for said Seventh Senatorial District.

Senator Lloyd, from the special Committee on Elections, to whom was referred the credentials of Messrs. Allen and Manistre, verbally reported that the committee desired further time to consider said credentials and allow said gentlemen to appear before the committee; which was granted by the Senate.

Senator Edwards of St. Charles introduced Senate bill No. 2, entitled "An act in relation to benevolent and charitable associations and societies;" which was read first time.

Senator Byrns introduced Senate bill No. 3, entitled "An act to amend sections 6685 and 6688 of article 2 of chapter 145 of the Revised Statutes of Missouri, in relation to the assessment and collection of the revenue;" which was read first time.

Senator Pehle introduced Senate bill No. 4, entitled "An act to amend sections 6685 and 6687 of article 2, chapter 145 of the Revised Statutes of Missouri;" which was read first time.

Senator Naylor introduced Senator bill No. 5, entitled "An act to repeal 'An act to provide for the exercise of the right of voting by persons who have failed to register;" which was read first time.

Senator Cottey introduced Senate bill No. 6, entitled "An act requiring the Governor to appoint a special committee of the General Assembly to visit and examine the institutions of the State;" which was read first time.

On motion of Senator Lloyd, Senator McGrath was granted leave of absence until next Monday.

On motion of Senator Heaston, Senator Lloyd was granted a leave of absence until next Tuesday.

Second reading of bills being in order, Senate bill No. 1 was taken up, read second time, referred to the Committee on Ways and Means and 50 copies ordered printed.

On motion of Senator Cabell, the Senate adjourned until next Monday morning at 10 o'clock.

FOURTH DAY-MONDAY, January 10.

Senator Edwards of St. Charles introduced Senate bill No. 7, entitled "An act to amend section 1182 of article 5 of the Revised Statutes of Missouri, entitled 'Of probate courts;'" which was read first time.

Senator Morrisson introduced Senate bill No. 8, entitled "An act to secure to the State the speedy settlement and payment of all sums of money due from Elijah Gates, late Treasurer of the State of Missouri;" which was read first time.

Senator Morrison introduced Senate bill No. 9, entitled "An act to secure to the State of Missouri a priority of lien in the case of insolvent debtors to the State;" which was read first time.

Senator Mabrey introduced Senate bill No. 10, entitled "An act to amend section 1307 of article 3, chapter 24 of the Revised Statutes. of Missouri, entitled 'Crimes and criminal procedure;'" which was read first time.

Senator Dungan introduced Senate bill No. 11, entitled "An act to amend chapter 62 of the Revised Statutes of Missouri, 'Of recorder of deeds;'" which was read first time.

The following message was received from the Governor by Mr. Yost, Private Secretary:

EXECUTIVE OFFICE,
JEFFERSON CITY, January 10, 1881.)

SIR: I have the honor to submit the report of the Adjutant and Acting Paymaster-General Mitchell, made to me of his action in the premises in requesting, on behalf of this State, that the Secretary of the Treasury shall, in compliance with the act of Congress, approved January 27th, 1879, duly consider and report the amount which may be found due to this State, on account of military services rendered in concert with the troops of the United States in the suppression of the late rebellion.

The following message was also received from his Excellency, the Governor:

EXECUTIVE OFFICE,

JEFFERSON CITY, Mo., January 10, 1881.)

SIR: I have the honor to transmit the report made by the State Auditor to me, showing the condition of the State Interest and Sinking Funds on the first inst. Also, the amount of the bonded debt of the State, the date when the different series of the bonds will become due, and the year in which portions of the debt may be redeemed.
