The President announced that all other business would be suspended, and directed the Secretary to read at length substititute for House bills Nos. 19, 29, 36, 42, 50, 52, 72, 80 and 129, entitled "An act to amend sections 6685, 6688, 6695, 6699, 6705, 6707, 6716, 6717 and 6718, article 2, chapter 145, Revised Statutes, entitled 'Assessors and the assessment of property,' by changing the time of assessment from August first to June first, and to provide for the listing and assessment of real estate biennially;" the bill was read at length-no objections made-signed by the President, in the presence of the Senate, in open session, and no other business intervening.

The President directed that substitute for House bill No. 285, entitled "An act to amend sections four thousand nine hundred and thirty-seven (4937), and four thousand nine hundred and thirty-eight (4938), article five (5), chapter eighty-nine (89), Revised Statutes, 'Of cities of the fourth class;" be read at length, and that he would sign

the same to the end that it may become a law. Said bill was read, signed by the President, no objections being made, in the presence of the Senate.

The President directed that substitute for House bill No. 297, entitled "An act to amend section 7445, article 4, chapter 162, Revised Statutes, relating to method of holding township elections;" be read at length-and that he would sign the same unless objections be made. The bill was read, and signed by the President in the presence of the Senate, in open session.

Substitute for House bill No. 92, entitled "An act to amend chapter 147, section 6942, Revised Statutes, was read at length, and no objection being made, was signed by the President in open session, and in the presence of the Senate.

Senator Bradley submitted the following report from the Committee on Enrolled Bills, which was read:

MR. PRESIDENT: Your Committee on Enrolled Bills, have carefully examined, and find truly enrolled Senate bill No. 96, entitled "An act to appropriate money for the payment of the National Bank of Commerce, of the City of New York, fiscal agent of the State, for the payment of bonds of the State and interest coupons as they fell due, from the year 1872 to December 31, 1880."

The President announced that all other business would be suspended, and directed the Secretary to read at length Senate bill No. 96, entitled "An act to appropriate money for the payment of the National Bank of Commerce of the City of New York, fiscal agent of the State, for the payment of bonds of the State, and interest coupons as they fell due, from the year 1872 to December 31, 1880;" and stated that, unless objection being made, he would sign the same to the end that it may become a law.

Said bill was read at length by the Secretary, and the presiding officer, in the presence of the Senate, in open session, no other business intervening, affixed his signature thereto; said bill was immediately sent to the House of Representatives for the signature of the Speaker.

Senate bill No. 96 having been signed by the President of the Senate and Speaker of the House, was, by the Secretary, this day presented to the Governor for his approval.

Senator Mabrey submitted the following report from the Committee on Swamp Lands, which was read:

MR. PRESIDENT: Your Committee on Swamp Lands, to whom was referred House bill No. 689, entitled "An act to regulate the expense and supervision of reclaiming contiguous bodies of swamp and over

flowed lands situate in two or more counties in this State," beg leave to report that they have considered the same, and recommend that it

Senator Edwards of St. Charles submitted the following reports from the Committee on Engrossed Bills, which were read:
