The following message was received from the House of Representatives through Mr. Purdom, one of the clerks of the House:

MR. PRESIDENT: I am instructed by the House to inform the Senate that there has been introduced into and passed the House,

House bill No. 153, entitled "An act in relation to the removal of school house sites:"

Also, House bill No. 173, entitled "An act to provide for the payment of wages of labor in the lawful money of the United States:"

Also, substitute for House bill No. 242 entitled "An act to amend section 1566 of article 8 of the Revised Statutes, relating to offenses against public morals and decency, or the public police and miscellaneous offenses:"

Also, House bill No. 598, entitled "An act to amend section 930, article 8, chapter 21 of the Revised Statutes of the State of Missouri, 1879, entitled 'Manufacturing and business corporations:""

And that the House has also taken up and passed substitute for Senate bills Nos. 80, 86 and 88, entitled "An act to secure the adjustment and settlement of claims of the State of Missouri against the United States for enrolling, equipping and subsisting the militia forces thereof in suppressing the rebellion, and also claims of this State for five per cent. of Government lands disposed of by the United States which have not heretofore been adjusted:"

And that the House has passed a concurrent resolution, herewith submitted, fixing the day of adjournmeut of the Thirty-first General Assembly:

In which the concurrence of the Senate is respectfully requested. Senator Headlee submitted the following report from the Committee on Mining and Manufactures, which was read and adopted:

MR. PRESIDENT: Your Committee on Mining and Manufactures, who were authorized and instructed by a resolution of the Senate to visit and examine the mining and manufacturing localities of the State, beg leave to report that they have performed the duty assigned them, and submit the accompanying report, with the recommendation that five thousand (5,000) copies thereof be ordered printed, one thousand (1,000) for the appendix and four thousand (4,000) for the use of the Senate.

Senator Manring submitted the following report from the Committee on Township Organization, which was read:

MR. PRESIDENT: Your Committee on Township Organization, to whom was referred House bill No. 239, entitled "An act making county treasurers ex officio collectors in counties having adopted township organization, and defining his duties," beg leave to report that they have considered the same and recommend that it do pass.

Senator Cottey called up substitute for House bill No. 186, and the Chair decided that the point of order made by Senator Cottey on Wednesday was well taken and that the amendment offered by Senator Mackay, which was pending, was out of order.

On motion of Senator Cottey, the Senate resolved itself into Committee of the Whole for the consideration of substitute for House bill No. 186.

The committee rose and the President called the Senate to order.

Senator Hutt submitted the following report from the Committee of the Whole, which was read:

MR. PRESIDENT: Your Committee of the Whole, to whom was referred substitute for House bill No. 186, entitled "An act to appropriate money for the support of the State government for the years 1881 and 1882," beg leave to report that they have considered the same, and recommend that it do pass with the amendments heretofore adopted. Substitute for House bill No. 186 was taken up, and Senator DeArmond offered the following amendment:

Amend section 6 by striking out the following in the twenty-fourth, twenty-fifth, twenty-sixth, twenty-seventh, twenty-eighth, twentynintn and thirtieth lines, printed bill, to wit: "for the support of the indigent insane in the insane asylum of the city of St. Louis, and belonging to the State outside of the city of St. Louis, thirty thousand ($30,000), which sum shall be paid upon the requisition of the treasurer, indorsed by the mayor of the city of St. Louis, in semi-annual installments of seven thousand five hundred dollars (7,500) each;" which was read first and second times, and the ayes and noes being demanded, was lost by the following vote:

AYES-Senators Bradley, DeArmond, Dobyns, Dungan, Edwards of Lafayette, Heaston, Hutt, Lloyd, Mabrey, Manring and Rouse-11. NOES-Senators Allen, Bryant, Byrns, Bland, Cabell, Cottey, Edwards of St. Charles, Gottschalk, Headlee, Heard, Jacobs, McMahan, Mackay, Manistre, Morrisson, Naylor, Pehle, Perkins, Rogers, Stephens and Walker-21.

ABSENT-Senators Caldwell and McGrath-2.

The bill was then read the third time and passed by the following

vote:
