Senate bill No. 160, having been signed by the President of the Senate and the Secretary, was this day presented to the Governor

for his approval.

The following message, was received from the Governor, through his Private Secretary, Mr. F. C. Farr, which was read:

EXECUTIVE OFFICE, CITY OF JEFFERSON,
March 25, 1881.

SIR: I return to the Senate with my approval endorsed thereon, bills of the following titles:

"An act for the relief of Charles G. Comstock, and to appropriate money therefor."

"An act to amend section 5824, chapter 116 of the Revised Statutes of the State of Missouri, relating to insane persons."

"An act to exempt the husband from the payment of debts of the wife contracted before marriage."

House bill No. 645, entitled "An act to suppress the circulation and vending of obscene literature," was taken up with pending amendamendments:

Senator Lloyed offered the following amendment, which was read: Amend section 1 by striking out in second line the words "has in his possesion," and insert in lieu thereof the words "exhibits or circulates."

The bill, as amended, was read third time and passed by the following vote:

Senate bill No. 246, entitled "An act to relieve the supreme court from the necessity of preparing written opinions in certain cases," was taken up and the following House amendment, the same having been printed for the use of the Senate, was read:

Amend by inserting between the words "necessary" and "for," in first line, section 1, the following: "During the two years next after the passage of this act."

The amendment was adopted by the following vote:

Senate bil No. 167, entitled "An act concerning the liability of cities, town and persons for damages to persons or property caused by riots," was taken up, and the following House amendment, the same having been printed for the use of the Senate, was read:

Amend section 2 by adding after the word "suit," in the last line of said section, the following words: Provided, the provisions of this section shall only apply to cities and towns having a population of over twenty-five thousand inhabitants."

The amendment was concurred in by the following vote:

PRESIDENT: Your Committee of Conference appointed to confer with a like committee appointed by the House to consider the difference between the two Houses on House bill No. 459, the same being Senate amendments to House bill No. 459, numbered one (1), two (2) and three (3), beg leave to report that they have considered the same and recommend that Senate amendment No. 1, as follows, be adhered to:

Amendment No. 1. Amend section 7, line 1, by inserting after the word "pharmacist," the words, "apothecary or owner of any drug store."

The following message was received from the House of Representatives through Mr. Purdom, one of the clerks:

MR. PRESIDENT: I am instructed by the House to inform the Senate that the House has taken up Senate bill No. 139, entitled "An act to provide for the medical treatment of insane criminals and to appropriate money therefor," and receded from House amendment thereto, as follows:

Amend section 2 by striking out the words "State Lunatic Asylum at Fulton," and insert in lieu thereof the words "State Penitentiary at Jefferson City."

Senate bill No. 41 was taken up, and the following House amendment was read:

Amendment No. 1. Amend section 1 of Senate bill No. 41 by striking out all of said section after the word "chargeable," in second line, and inserting in lieu thereof the words: "To the State Revenue Fund, the sum of nine thousand dollars ($9,000.00), to pay for printing laws and journals during the years 1881 and 1882; and the sum of three thousand dollars ($3,000.00) for the pay of 31st General Assembly; and the further sum of three thousand dollars ($3,000.00) for contingent expenses of 31st General Assembly."
