The subcommittee met, pursuant to call, at 10:20 a.m., in room 2247, Rayburn House Office Building, Hon. Glenn M. Anderson (chairman of the subcommittee) presiding. Mr. ANDERSON. The meeting of the subcommittee will come to order. The Subcommittee on Surface Transportation convenes today to meet the statutory requirement of the Motor Carrier Act of 1980 that oversight hearings be held annually for 5 years. Last year's hearings on the subject were both interesting and useful. Considerable testimony was received approving of the action this Congress took in passing the Motor Carrier Act. Those concerns which were expressed were directed not at the then recently enacted law, but rather at its implementation. Now that another year has passed, the industry, concerned parties, and the Congress have experienced 2 years of living under regulatory reform. I suspect that in this second year the perceptions of interested groups have become more crystallized. The views and thoughts expressed today will be, I would presume, voiced in language that is more certain than that which we heard last year. It will be the task of this subcommittee to receive, sift through, and anlayze this testimony in order to assess the act's impact. The subcommittee will hear today from representatives of the Department of Labor, the General Accounting Office, the American Trucking Associations, the Teamsters, the Department of Transportation, and the Interstate Commerce Commission. An additional hearing date will be announced in the near future. Before we call our first witnesses, I have two letters from two Congressmen; Don Mitchell, with a letter expressing a constituent's a views that he wants in the record, and also a letter from Robert Kastenmeier, a Member of Congress with a similar letter expressing some concerns about the act.
