OPENING STATEMENT OF CHAIRWOMAN COLLINS Mrs. COLLINS. Good morning. This hearing of the Government Activities and Transportation Subcommittee will come to order. We meet today to take testimony regarding Federal programs for transferring unneeded personal property, that is, supplies and equipment, to non-Federal organizations at home and also abroad. I wish to welcome and thank all our witnesses today. Several have come long distances to be present. I am particularly pleased to greet as witnesses two colleagues of the House of Representatives. Congressman Jack Brooks and Congressman Nick Joe Rahall. Congressman Brooks is now chairman of the Committee on Judiciary. But for 36 years, he was a member of the Committee on Government Operations, where he chaired this subcommittee for 20 years, and then the full committee for 14 years. I know of no member of either body who has equaled his knowledge and experience concerning Federal property and the Federal Property and Administrative Services Act of 1949, with which we are concerned today. It is also a great pleasure to welcome Congressman Nick Joe Rahall, the author of H.R. 4026, the bill before us today. His measure now has 44 cosponsors. Mr. Rahall, I look forward to your advocacy this morning.
