Begun and held at the Capitol, in the city of Washington, in the Ter ritory of Columbia, on Monday, the third day of December, in the year of our Lord one thousand eight hundred and thirty-eight, being the Third Session of the TWENTY-FIFTH Congress held under the constitution of Government of the United States.
