Dated Fort William, the 1st February, 1845. SIR, The Right Honourable the Governor has perused with

much satisfaction your annual report of the students who have passed in two languages during the year 1844, and of those who had passed during the preceding year, but continued to prosecute their studies in the College after the 1st January, 1844.

2 His Excellency observes that four of the students have distinguished themselves during this period. Messrs. Cust and Buckland have each obtained a degree of honour in one language, and the usual accompanying reward of 1,600 rupees. To the latter has also been awarded a medal of merit. Mr. Young has gained a certificate of high proficiency in one language with a reward of 800 rupees; and Mr. Bowring has gained certificates of high proficiency in two languages with a reward of 1,600 rupees, and likewise a medal of merit.

3. All the students are represented to have passed good, and some very creditable, final examinations, and the general conduct of all of them was satisfactory.

4. His Excellency would desire to inculcate upon the students who have entered upon the public service during the year, the sound and excellent advice of the late Deputy Governor, conveyed in the 5th paragraph of Mr. Secretary Halliday's letter, No. 482, of the 20th February, 1844; and to remind them that their power to exert their official influence for the benefit of the people over whom they are placed in authority, must depend mainly on a familiar knowledge of the vernacular languages of the country. HONORARY STANDARD TO 9TH LIGHT INFANTRY.

Fort William, 31st January, 1845.—At the recommendation of his Excellency the Commander-in-chief, and in testimony of the highly distinguished services of the corps at the battles of Meeanie and Hydrabad, the Right Honourable the Governor-General in Council pleased to resolve that an honorary standard, bearing a suitable device, be presented to the 9th Bengal light cavalry, and that a jemadar be added to the present establishment of that regiment.

MASTER PILOT JAS. RICHARDSON.

Fort William, February 3, 1844.-The following charges against Mr. Acting master Pilot James Richardson, together with the finding of the committee appointed to investigate the same, the president's minute, the revised finding, an extract from Mr. Under secretary Beadon's letter conveying the sentiments of the Right Honourable the Governor general of Bengal on the subject, and the final order of the officiating superintendent of marine upon the case, are published for general information. Charges. Mr. Acting master Pilot James Richardson is hereby charged with disobedience of orders and neglect of duty whilst in the pilotage charge of the French ship Anne Louisa, Capt. H. Ireland, in having, on the 14th December, 1844, left that ship at single anchor, and gone on shore at Fultah, without having proper and sufficient excuse for leaving the ship.

2nd. For highly scandalous and disgraceful conduct whilst in pilotage charge as aforesaid in having been in a state of intoxication when he returned on board to the said ship Anne Louisa from Fultah, about half-past four P.M. of the aforesaid date, the 4th December, 1844.

3rd. For scandalous and disgraceful conduct whilst the said vessel Anne Louisa was at anchor off Moyapore, on the evening of the 5th of December, 1844, in having been in such a state of intoxication that it was requisite for him to be conveyed to bed by the officers and men of the said ship, thereby causing delay and detention of the said ship Anne Louisa. The committee having maturely and deliberately weighed and considered the evidence brought forward in support of the charges, as well as what has been adduced on the defence, are of opinion that Mr. Acting master Pilot James Richardson is "guilty" of the first charge preferred against him, with exception to the words "disobedience of orders;" with respect to the second charge, that he is not guilty; and that he is not guilty of the third charge.

Minute by the President.-The third charge of drunkenness off Moyapore is distinctly proved by the evidence of two witnesses who carried the prisoner to bed in that state. The evidence of the two constables goes to confirm the above. The evidence of the witnesses of the defence is only negative, they did not see; Mr. Rich rdson might have brought forward the evidence of his servt to disprove the fact of his having been carried to bed, if he had been innocent; the other two witnesses

1st. "I am directed to acknowledge the receipt of your letter No. 365, dated the 24th ultimo, submitting the proceedings of a committee assembled to inquire into certain charges preferred against Mr. Acting master Pilot James Richardson, while in pilotage charge of the French ship "Anne Louisa," and of the supplementary investigation held consequent upon your returning the case to the committee for revisal."

2nd. "In reply, I am desired to state, that the governor of Bengal agrees with you that the record of the proceedings of the marine committee contains conclusive evidence of the guilt of Mr. Acting master Pilot Richardson on the first head of charge, and on the third head, with exception to the words "thereby causing delay and detention of the ship Anne Louisa.'

3rd. Nevertheless, as the committee of inquiry have thought fit to acquit Mr. Richardson, his excellency will not on this occasion interfere to inflict on him the punishment to which he has rendered himself liable. You will, however, convey to Mr. Richardson the sentiments entertained by the government regarding his case, and you will give him clearly to understand, that, should he again so misconduct himself, he will be subjected to the severest penalties."

ENGINEER OFFICERS.

Head Quarters, Camp, Kurnaul, 1st February, 1845.-The Commander-in-Chief deems it expedient to announce for general guidance, that officers of the Corps of Engineers are not to be considered available for line or station duties, except on special occasions, when their employment on such duties is essential to the benefit of the public service.

Neither are the men of the Corps of Sappers and Miners to be considered liable to be called on to perform ordinary cantonment work, such as making, or filling up, ditches, or drains, or the construction of cantonment roads, excepting in cases of emergency, or importance, where the work cannot be readily effected without their aid

In cases in which a commanding officer of a station is desirous of having work performed with the aid of the sappeis and miners, the authority of the officer commanding the division is to be obtained before the order for their employment is issued.

satisfactory state; and, notwithstanding the almost unprecedentedly low price at which goods are procurable, there still appears no inclination on the part of dealers to lay in stock.

IMPORTS.

COTTON PIECE GOODS.-Not the slightest symptom of an improving demand has been manifested; transactions have been noimportant, and prices barely maintained; while, to add to this unpromising state of things, we find the government proposing to raise the rate of duty from 3 to 5 per cent. ; this, however, cannot take effect for three months, even if passed when brought before the council. In shirtings, but little has been done, and prices remain as before. Jacconets, both grey and white, must be quoted rather lower. Books and mulls have been in moderate inquiry at about former rates.

COLOURED AND PRINTED GOODS.-We are not aware of any further reduction having been submitted to, but transactions in both prints and red cloths continue limited.

WOOLLENS.-Without the slightest improvement either in demand or price. By the proposed regulation we find these goods will be more affected than any others, the rate of duty being increased from 2 to 5 per cent.

WHITE MULE TWIST.-Sales have not been very extensive, but there has nevertheless been more inquiry of late, and we may quote a slight advance in almost all counts. This article is the only one of importance not included in the late notification (previously referred to), the rate of duty being allowed to remain at 3 per cent. COLOURED YARN.-There has been but little doing under this head since our last, the only sales reported being of 17 bales of Turkey red (British) at from 174 to 180; and three of German dye at 1 12 3. The last sale of orange was effected at 12 annas

per lb.

COPPER. We are still unable to notice any improvement in the demand for this metal, notwithstanding that holders have submitted to a further decline; and from the very limited nature of the transactions which have been effected, our quotations are almost nominal. We have heard of a sale of sheathing at the low figure of 38 5.

IRON. We noticed in our last rather a better demand for common bar, which has continued up to the present time, and although operations have not been extensive, there appears to be a feeling that prices have seen their lowest, caused probably by the accounts from England. In other descriptions a moderate business has been done, at about former rates.

SPELTER. At the date of our last this metal was not saleable to any extent even at the low figure of Co.'s rs. 10 4, and this continued till very lately, when holders shewed more firmness, and we believe a sale has been made at 10 6. The proposed alteration in duties, if carried out, will bear heavily on this metal.

LEAD AND TIN PLATES.-In lead there has not been much doing, but pig has sold at former rates, viz. sa. rs. 6 per md. We notice a sale of plates at 13 12 and also at 15 4.

BEER. We are not aware of any sales since our last, and our quotations are therefore nominal.

EXPORTS.

INDIGO. From the deficiency which has been experienced in weight, we are disposed to think that the outturn of the crop will prove under our former estimate of 1,40,000 mds. and in fact we almost doubt its reaching 1,35,000; and further, as a considerable portion arrived and was shipped early in the season, when it must necessarily have been fresh, we are inclined to think, that when the indigo is opened out for the inspection of parties in the docks, a considerable deficiency will again be experienced.

The latest accounts from the Persian Gulf would appear to have been more encouraging, as the Moguls have been buying pretty freely, and will now, it is evident, take off considerably more than we previously calculated on; and as this would appear to be the case with the Americans also, we find there only remains about 26,000 chests for Great Britain, out of which 21,174 have already gone forward.

The French have taken more than their usual supply, and, as customary, principally of the finer qualities, but we think the assortment for that country this year is even superior to former

ones.

SUGAR. We have again to notice a large business in this staple, without, however, any material alteration in price, and our bazaar is now almost cleared of the finer quality of Benares. Dates still continue in inquiry, but some of that now coming to market being of somewhat inferior quality, prices are rather easier. Kaaurs and Ghoor are sought after at full prices for local manufacture; the present high rates of freight precluding shipments of those sorts. Exports from the 1st instant up to the date amount to 69.016 mds.

SALTPETRE. This article has been in moderate inquiry for Great Britain, and the Americans and French being out of the market at present, purchases have been effected at a reduction of about 4 annas per maund. Exports from the 1st instant up to date are as follows, viz. :
