The deceased entered the army as ensign on the 23d June, 1832, obtained his lieutenancy on the 2d August, 1836, and his company on the 15th December, 1843. Lieutenant Sinclair was present at the storming of Ghuznie on the 23d July, 1839, for which he received a medal; was present with his corps throughout the whole campaign in Kohistan; and was among the number of officers who received a medal for the defence of Jellalabad. The following is an extract of Regimental Orders which have been issued by the commanding officer of the corps on the melancholy occasion:

“Extract of Regimental Morning Orders, Colaba, 21st Feb., 1845. "The commanding officer begs to condole with the regiment on the loss it has experienced in one of its most valued members, Captain William Alexander Sinclair. To the character of a gallant soldier and an excellent officer, was in him united an ur banity of disposition and sincerity and friendship, ever seeking to promote the welfare of his corps; this officer has left an example worthy to be followed by all, and as a mark of respect to his memory, the officers will wear a crape band round the left arm for three months from this date."

Instructions have been issued from ths Quarter Master Gene. ral's department for the immediate return to Bombay of a wing of H. M. 2d or Queen's Royal, now on service in the Southern Concan. Her Majesty's 13th or Prince Albert's light infantry embarks for England on the arrival of the Wing of the Queen's.

The Hon. Company's Invalids, under Lieutenant Close, of the 2d E L. M I., embarks this day in the ship Carnatic, for London. -Bombay Oriental Times.

MISSION TO GOA.-Captain Arthur, military secretary to the Hon. the Governor, returned from his mission to Goa. in the Pluto, on Sunday night; the results of his proceedings have not transpired. The Portuguese Government have put the rules as pertaining to neutrality so rigidly in force, that no man has been permitted to cross their frontier with arms in his hands; and Major Lucas's sepoys, when in quest of supplies, had been obliged to leave their muskets and bayonets behind them. Every attention was shewn both to officers and men, but they would have nothing to do with their arms.

Report stated yesterday that a padow named Ruparell, Taja Hossein, Tindal, which left this port on the 20th of last month, bound for Dollerah with a cargo, amongst which were two chests of sycee silver, weighing 3.200 tolas, consigned to Dulubdass Treebodas, was plundered by pirates in the Gulf of Cambay, about one day's sail from Dollerah. It was also said that those two chests with the Custom-house papers, Duklas and Seetmees, were carried off by the pirates, who left the other parts of the cargo untouched. This appears to be a suspicious case; and it will require the utmost vigilance and activity of the police to bring the facts fully to light.-Gentleman's Gazette, Feb. 12.

BOMBAY. We learn that the Lord Bishop of Bombay is now at Nusseerabad, and will probably quit that station on the 3rd (Monday) inst. This is the second time his lordship has visited the Rajpootanah provinces.-Delhi Gazette, Feb. 1.

NATIVE GENERAL LIBRARY.-We are very happy to learn that the above institution is making progress. Amongst the early donors to the Bombay Native Library, we are pleased to notice that fifty interesting volumes have been presented by Dr. Burnes, K.H., and four from the Medical Board. We hope others will follow the worthy example above noticed, so that the shelves of the library may be well stored.-Bombay Courier.

PROPOSED CHURCH AT BANDORA.—On Wednesday, the 29th January, the foundation-stone of a new church was laid by the venerable the archdeacon, and we trust that soon a want, which has been long felt at Bandora, will be supplied. — Ibid.

BELGAUM.-Lieutenants, Thompson and Tyacke, of the 2d European Light Infantry, who were lately severely wounded at the taking of Seevapore, are doing well; the ball still remains lodged in the hip of the former officer. The soldiers of this regiment recovered the bodies of their officer (Lieutenant Campbell) and of all their combrades who were killed in the same defile with him, except one who fell so very far forward that the men were not allowed to proceed. Consequent on the departure of Col. Haleman, Lieutenant Col. Robertson at present has command of Belgaum.-Gentleman's Gazette.

We understand that Government has directed the formation of a Sanatorium on the Aboo Hills, and that a Committee of Officers has proceeded thither from Deesa, to select a suitable site for the erection of the hospital.

The 25th Regt. Madras N. I., under the command of Major Geohegan, arrived at Sholapore from Bellary on the 1st instant, to relieve the 51st Regt. of the same army;-strength, 16 officers and 903 rank and file.

A detail of H. M.'s 22nd Regt., under the command of Cap. tain White, consisting of four officers and 73 rank and file,

marched from Poona on the 3rd instant, to join Regimental Head Quarters on field service at Kolapore.-Bombay Times. The Honourable the Governor, in the afternoon of yesterday, visited the dockyard, and examined the factory, and the improvements now going forward in the new dock. His excellency afterwards went to see the progress of the man-of-war Madras, which is now building in the slip near the Apollo Bunder.Gentleman's Gazette, Feb. 8.

STEAM FERRY COMMUNICATION.-Our contemporary of the Courier notices the intention of certain "influential parties and capitalists" in Bombay to adopt early measures for the introduction of "steam ferry communication" between this place and the various small ports in its vicinity. This plan must be recommended by actual experiment before anything can be said as to its prospects of success as a pecuniary speculation, but there can be no doubt whatever that if once fairly carried out, it must prove in the highest respect beneficial as regards the promotion of commercial interests, by the increased rapidity and frequency of intercourse which it will bring about. We are truly glad to find the introduction of steam power-that great element of commercial as well as social improvement-making such good progress amongst us.

POST OFFICE.-The Cleopatra, with dates from London to the 7th ultimo, anchored in our harbour about half past seven o'clock on the morning of Thursday. Her despatches were landed about nine o'clock, and ready for sorting about half-past nine. In something less than two hours the presidency delivery was ready for distribution. We have never before seen the work of the Post-office so expeditiously and efficiently completed" We may mention that the delivery of the Inland dawk was not delayed in consequence, and that we had our Mofussil and Calcutta correspondence in good time to be attended to before the delivery of the English mails commenced. The internal arrangements of the Post-office seem now to be complete in all respects. On the present occasion, letters were being delivered long before the usual mob of sepoys had assembled to jabber and chatter and confuse the Post-office clerks in their duties-Bombay Times, Feb. 15.

PUBLIC BUNGALOWS.

Bombay Castle, 5th Feb., 1845.-Frequent complaints being made to Government that parties availing themselves of the public Bungalows refuse to pay the regulated fees and other demands of the persons in charge of the Bungalows, the Hon. the Governor in Council is pleased to intimate for general information, that where the charges are objected to, a reference should be made to the Superintendent of Roads, or other officer under whose control the Bungalows may be placed, but that in the first instance all such fees and demands must be invariably paid.

PUBLIC CORRESPONDENCE.

Bombay Castle, 14th Feb., 1845.-The following notification is published for general information:-It having come under the notice of Government that officers in their Public Correspondence frequently make use of words in the Native languages which might be fully and without circumlocution rendered in English, the Hon the Governor in Council is pleased to prohibit this practice, which has been found to be attended with much inconvenience.

RATES OF EXCHANGE IN CONVERSION OF PAY, &c. Bombay Castle, Feb. 20. Under instructions from the Honourable the Court of Directors, the Honourable the Governor in Council is pleased to direct that in future the rate of Exchange, viz. 2s. Od. the rupee, as fixed by General Order of the 30th September last, No. 545, shall be used in the conversion of pay or subsistences advanced to officers and soldiers, of both Queen's and Company's services, on embarkation for Europe, or the Colonies, as well as in the settlement of any arrears due, or overpayments made to them at home, or in the Colonies.

The same rate is also applicable to the passage money, on account of captains of her Majesty's service, under the G. G. O. 29th August, 1837, No. 387, and generally in all cases (not specially provided for) where the annual fixed rate of exchange

has hitherto been used.
