which had forced planters to cut young and unripe plant. The prospects were generally good.

At Bhaglepore the river is reported to be almost unprecedentedly high at this early period of the season, and within a few inches of inundating the whole country.-Hurkaru, Aug. 2.

The latest accounts from Mirzapore state they have had torrents of rain there, the river had risen fearfully. The good prospects of the indigo crop in the Upper Provinces have fallen off considerably.

It is rumoured that the Agra Bank is planning an extension of its operations even to the metropolis of England.

Letters from Cawnpore, of the 2nd July, state that H.M.'s 53rd regiment have considerably suffered by cholera; but the Queen's Royal Lancers less. A report gives out that in the bazar the deaths were from thirty to forty daily.

All lightfield-batteries of the Bengal artillery are to be drawn by horses in future, and arrangements are now in progress for the alteration.

THE MARRIAGE of Mr. Phillip Melvill, Under Secretary to the Government of India in the Home and Financial department, to Miss Hogg, constituted an event in the fashionable world of Calcutta. All the élite of its society were present, the list of those who graced the occasion comprehending the GovenorGeneral, the judges of the Supreme Court, and many other high functionaries.

GOVERNMENT GENERAL ORDERS.

GAMBLING.

Head- Quarters, Simla, June 26, 1845.-The attention of the Commander-in-chief has been drawn to a gambling transaction of recent occurrence, in the course of which a young officer of the army was stripped of nearly the whole of a considerable patrimony bequeathed to him shortly before: his Excellency has therefore deemed it necessary to call the attention of the officers of the army to the orders in force on the subject of gaming, and in re-publishing them, he warns officers commanding stations and regiments, that he will hold them responsible for a strict discharge of the duty enjoined upon them, by the order of the 16th August, 1831.

The Commander-in-chief will consider any officer who, after the expression of his Excellency's sentiments contained in the orders now issued and re-published, perseveres in the vice of gaming, liable to the penalty which attaches to direct disobedience, and undeserving of any favourable notice or professional preferment.

Head-Quarters, Calcutta, Sept. 25, 1820.-" Instances of gambling in the army having come within the notice of the Commander-in-chief, his lordship earnestly calls upon officers at the head of corps to use their active exertions in discouraging so pernicious a practice. It is hereby enjoined as a duty on each commanding officer to report to the Commander-in-chief any case where a superior officer may game with subalterns. An officer of any standing ought to feel himself called upon by every principle to warn the inexperienced against the fatal consequences of the practice, instead of endeavouring to strip a young brother soldier of his scanty means and reduce him to penury, if not to irremediable ruin."

Head-Quarters, Simla, Aug. 16, 1831.-" The Commanderin-chief has the satisfaction to believe, from inquiries which he has made on the subject, that the practice of gambling is not general at the stations and out-posts of the army; yet instances of it have been recently brought to his knowledge, which render it incumbent on him to call the attention of every officer commanding a station, or a regiment, to the duty of discouraging it." "Indulgence in the habits of gambling is so obviously prejudicial to the discipline of an army; pecuniary embarrassment, and not unfrequently loss of character, are so likely to be its consequences, that the Commander-in-chief earnestly calls on every officer, whose rank and situation give weight and influence to his sentiments and conduct, to discountenance by every means a practice which his judgment must condemn. "Under the sense with which he is impressed of his own duty, and with the opinion which he entertains of the tendency of these habits to impair the most useful, and to cast a shade over the most brilliant qualities, the Commander-in-chief can never consider any officer as deserving the favourable notice of the government, or his own, who shall be known to persevere in them."

ALLOWANCES.

Fort William, 1st August, 1845.-The Honourable the Court of Directors having objected to the arrangement, relative to the grant of advances to officers at the new stations of Subathou, Kussowlie, Umballah, Kotra, and Nursingpore, to enable them

to provide themselves with residences, announced in the general order of the 13th February, 1843, as a permanent regulation of the service, and desired that it be not extended to other than the specified stations, or drawn into a precedent on any future occa sion; and it being deemed necessary that the period during which such advances shall be allowable at those stations should be restricted, the Governor-general in council is pleased to resolve, that the regulation of 13th February, 1843, shall cease to have operation from the 13th February, 1846, in respect of the issue of further advances, for the purpose indicated.

The market still continues rather tightish; but the opium payments having been all completed, we may expect an early relaxation. About 17 lakhs of rupees in government bills on merchants' account have been received by the Precursor.

Government securities remain very steady, and we have not heard of any large transactions.

Exchange is quiet, and there seems a tendency to remit produce through the export warehouse. Private bills at Is. 11d. 10 months' date. Bank stock is without inquiry, beyond a few floating shares, which are generally brought forward after the dividend.

The 6th were ordered out for review, but the order was countermanded; and when the officers were snug on bed (there is no in bed in this country) at 11 o'clock, a black orderly Naigree was not seen, but heard to say, Fugger kootch na" (Nothing tomorrow morning); “Atchar, bhout atchar" (Good, very good) is the lazy reply; and from that time a sound sleep (but before an uneasy one) was enjoyed by the officers. As yet they have not been reviewed since their arrival from China.

The 21st are to be reviewed on Thursday next, when I have no doubt they will come off with flying colours.

The 4th left this for Vellore this morning, at least the headquarters, the remainder not having arrived.

The Naval and Military Gazette mentions that a new shoulder strap is about to be adopted by the infantry; that it is to be composed of a band of white cloth, with a woollen crescent, similar to the scales worn by officers, substituting the wool for the gilt crescent. Have they but just thought of this? why, I see the 21st down here have got them already, and, on inquiry, find that they have worn them some years. Some regiments have plain straps; others, on the top of the strap, a round ball in lieu of the crescent. Are we, of Madras, benighted, after this? Even the Europeans take pattern from our army; by-the-bye, only on this point, to the best of my belief.

The death of Lieut. Watson took place at Vepery, and not at Preemboor, as stated by the Madras papers. The 57th are ordered down here again. The ship Fox is about to proceed to Aden.
