So little alteration has taken place in either the demand for or value of any fabrics under this head since our last, that we might almost repeat our report of that date; if anything, however, less animation has been observable, and sales have been on a moderate scale. Bleached Shirtings are still difficult of sale, with the exception of the finer descriptions, and even in these but little has been done; of Greys, the better makes have taken to some extent for Mirzapore and other up-country markets, but without material improvement in value; in the lower kinds there have also been several considerable sales, but relatively at poor prices. The low to medium makes of Bleached Jaconets continue to be sought after, and the present currency is profitable; but almost all descriptions of Greys are placed with difficulty at former rates. Maddapollams are still neglected, and although a few sales of Bleached are occasionally effected, the prices obtainable are very low. Lappets and Book Muslins, of low and medium makes, have been in moderate demand, at about their former value, but in other descriptions but little has been done.

EXPORTS.

'As anticipated in our last, a very extensive business has since been done in almost every staple of country produce suitable for the home markets (these not materially affected by freights only excepted, and even in these there has of late been more doing), and as an equal anxiety has been manifested by both buyers and sellers to conclude operations before the holidays, which commenced yesterday, prices have been guided almost entirely by the supplies on hand, the articles light in stock having, generally speaking, realized an advance, whilst those with which the bazar is abundantly supplied have in some instances been obtained on easier terms.

TO THE HONOURABLE THE COURT OF DIRECTORS OF THE EAST-INDIA COMPANY.

The humble Memorial of the Mahomedan Inhabitants of Madras, chiefly composed of the family and connections of His Highness the Nabob of the Carnatic and principal merchants. Humbly sheweth,

1. That memorialists, among others who are now no more, so far back as the 12th June, 1839, presented a petition to the Right Hon. Lord Elphinstone, G.C.H., the then Governor of Madras, setting forth that if the magistrates of this Presidency (for whose abilities and zeal memorialists entertained the highest opinion and respect) were aided by the experience of gentlemen of the religion and class to which memorialists belong, it would greatly tend to further the ends of justice in cases affecting the laws and customs of the Mahomedans; in answer to which his lordship in council was pleased to record a minute, dated 21st June, 1839, of which the following is an extract.

That the Right Hon. the Governor in Council observes that one gentleman of the Mahomedan religion, whose name is in the Commission of the Peace, was especially requested on the 15th May, 1838, to qualify himself as a Justice of Sessions, and that in filling up any vacancies which may occur in the native magistracy at the Presidency, it will be the study of Government to select those persons who are best qualified to discharge the important duties of the office.

$2. That memorialists subsequent to the above period, finding that an East-Indian gentleman was appointed to act for a Mr.

Kelly, instead of a member from amongst their community, who in the event of Mr. Kelly being pensioned, which he now is, would in the nature of things succeed to the magistracy permanently, addressed a second petition to his lordship on the 2nd March, 1841, stating that as memorialists were aware that his lordship in council had the welfare and interest of memorialists at heart, respectfully craved that he would be graciously pleased to appoint one of their community also to a seat on the bench, in conjunction with the European, East-Indian, and Hindoo magistrates, in reply to which, memorialists received a letter from the then acting private secretary to his lordship, under date 4th March, 1841, to the effect" that since the receipt of the former petition, another Mahomedan gentleman had been appointed as a Justice of the Peace."

3. That memorialists' object not having been realized, which they had every reason to expect would meet the due consideration of the Madras Government, they addressed a third petition to his lordship in council on the 21st December, 1841, pressing their claim, to which they conceived themselves as duly entitled as the European, East-Indian, and Hindoo subjects of Government. In reply to which his lordship in council was pleased to record in the minutes of council, under date the 3rd January, 1842, "that the Right Honourable the Governor in Council can afford no assurance other than that conveyed in the resolution of Government dated the 21st June, 1839, that in filling up any vacancies which may occur in the native magistracy at the Presidency, it will be the study of Government to select those persons who are best qualified to discharge the important duties of the office."

4. That memorialists renewed their prayer under date the 3rd April, 1843, to the Most Noble the Marquis of Tweeddale, K.T. and C.B., stating that memorialists are Musalmans, and most of them are natives of the Presidency of Fort St. George, whose laws, religious principles, and vernacular habits, are quite distinct, and exclusively otherwise than those of the other sects of Indians; consequently it is allowed, that the well informed of their own community must be the best judge of memorialists' rights and wrongs, privileges and pains to be awarded in matters of their law as established usages and allowed religious dispensations; hence it becomes memorialists' paramount duty, which they both individually and collectively owe to themselves, for the promotion of the commonwealth of their own community, fortunately to arrive at this no ordinary blessing the generosity of the English nation, the justness of your Honourable Court, and the gracious condescension of the local Government here, were manifest of the most feeling and willing disposition to study to promote the well-being of the natives of India; under this fond impression, memorialists respectfully solicited at the hands of his lordship, that which they humbly feel they are entitled to, in common with their fellow Hindoo and East-Indian subjects, that his lordship would be graciously pleased to appoint a competent Mussulman magistrate, to preside at the magisterial bench in conjunction with the other magistrates, to administer justice and expound the Mahomedan jurisprudence to his colleagues (for want of such a functionary all cases involving the Mahomedan law are now referred by the magistrates for decision to the Cauzies of Madras), whereby his lordship would not only further the ends of justice, but ensure at the same time an efficient remedy to avoid abuse and unnecessary expenses, particularly to the poorer order of memorialists' community; but, notwithstanding the substantial reasons submitted, the petition had proved ineffectual.

5. That memorialists being unavoidably compelled under the present circumstances, addressed a petition to the Right Honourable the Governor-General of India, on the 15th March, 1845, on the subject of their claim to employment on the magisterial bench of this Presidency, which petition was kindly forwarded to Bengal, through the Madras Government, and, in reply thereto, memorialists were favoured with copy of a letter from the Secretary to the Government of India in the Home Department, No. 293, under-date the 3rd May, 1845, to the address of the Chief Secretary to Government of the Presidency of Fort St. George; from which it would appear that the Governor-General of India could not possibly interfere in matters referred to for his consideration, and that the appointment in question is entirely left in the hands of the local Government.

6. That memorialists with much humility have to observe that they are at a loss to define why a line of distinction so fatal to their interests should be drawn between the memorialists and Hindoo inhabitants of Madras only in this matter, whilst the honours of the field and the high civil, judicial, and revenue officers of Government in provinces are alike thrown open to both communities; perhaps your Honourable Court will be able to learn the motives and judge the justice thereof.

7. That your memorialists most respectfully beg to submit for the humane and favourable consideration of your Honourable

Court, that although two gentlemen of the Mahomedan religion whose names are in the commission of the peace, have qualified themselves as justices in the sessions, and rendered themselves perfectly competent to discharge the important duties of a magistrate; and although repeated vacancies have since occurred in the native magistracy, yet the local Government seem to have entirely lost sight of memorialists' prayer in this respect.

8. In fine, memorialists, under the circumstances above stated, find no other alternative left but to have recourse to your Honourable Court, and earnestly and respectfully to crave that your Honourable Court will be graciously pleased to take into your deliberate and favourable consideration the earnest prayer of this petition, and grant that boon which memorialists have hitherto ineffectually sought for from the local Government, and to which they conceive themselves by right and justice fully entitled, and your memorialists, as in duty bound, Shall ever pray. MISCELLANEOUS.

MADRAS AND WALLAJAHNUGGUR RAILWAY.-The Circulator states that a preliminary meeting is to take place to-day for the purpose of taking into consideration the project of a railway between Madras and Wallajahnuggur.

HYDERABAD.-A correspondent at Hyderabad gives a sad account of the disturbed state of the Nizam's dominions, and states that the 26th N.I. has upwards of two hundred men in hospital at present.-Athenæum.

KAMPTEE.-The U. S. Gazelle says that accounts from Kamptee are favourable regarding the health of the troops.-. Ibid.

THE BISHOP.-The same journal states that the Bishop of Madras was at Tinnivelly, in good health, on the 16th inst. The Lord Bishop of Madras reached Palamcottah on the morning of the 25th ultimo in good health. He has visited every station but one, southward, and has therefore been enabled to inspect the several missions minutely, all of which were found to be in a very satisfactory state.-Ibid.

TRICHINOPOLY.-A correspondent at Trichinopoly mentions that want of rain has been severely felt throughout that district, and that if the rain hold off much longer, the crops will be entirely ruined, to the great injury of the revenue.-Athenæum.

MADRAS UNIVERSITY.-The Athenæum states that the Committee appointed for the management of an endowment in the Madras University in the name of Lord Elphinstone, have forwarded to the secretary of that institution the sum of 4,700 rupees, requesting that the amount may be applied to the foundation of Lord Elphinstone's Scholarships: at the same time intimating their intention to transmit further sums for the purpose.

The Circulator says that a communication has been received by the directors of the Madras University from the Hon. M. Elphinstone, stating that he cannot secure the services of either a Cambridge or Oxford man as second master of that institution for the salary offered, viz. 350 rupees per mensem.

H.M's. 94TH REGT.-The Crescent understands that the detachment of H.M. 94th Regt. at present stationed at Poonamalee, are to embark on board the Hindostan to join the corps at Aden.

CORPORAL PUNISHMENT.-The U. S. Gazetle has received a copy of the new Native Articles of War, and states that Corporal punishment may be inflicted to the extent of two hundred, one hundred and fifty, and one hundred lashes respectively, by sentence of a General, a District or Garrison, or a Regimental Court Martial.

The Paulghaut Correspondent of the Athenæum says that the rains have set in at last, and that all fears of dearth are now at an end.

VIZAGAPATAM, Sept. 15.-Authentic information reached this place about a se'nnight since of the death of his Highness the Rajah of Vizianagrum at Benares. It is said that his son, who has passed his minority, will huve to return to Vizianagrum shortly, and assume charge of his country, which has been hitherto held by the Government. I understand that an order has been issued by the Collector to the effect that all the Mokassah lands appertaining to the said Zemindary granted by the late Rajah to individuals, are to revert to it, by his demise. The gloomy apprehensions of a famine (the necessary result of a drought) entertained by the inhabitants generally have been, happily, dissipated by a seasonable and abundant supply of rain, which has fallen during the past week, accompanied with loud peals of thunder and vivid flashes of lightning; and kind Providence has thereby

graciously averted a calamity which was sadly anticipated by the residents; still more is needed, and we have every indication of a further supply. The ground is well saturated with it, and the atmosphere has necessarily become cooler.

COLLEGIATE INSTITUTION.-The Circulator publishes the prospectus of the intended Collegiate Institution at Madras for Pro-" testant Christians, from which we learn that a sum of Rr. 50,000 has been placed at the disposal of the committee, with the proviso" that an additional sum of Rs. 50,000 be raised before the Institution is commenced.-Athenæum.

VISIT OF THE GOVERNOR TO THE NEILGHERRIES -The report gains strength that the Governor, with the two councillors and an office establishment, will preceed to the Neilgherries about the beginning of the year.-Ibid.

DISMISSAL OF OFFICERS.-The U. S. Gazette proves that the Commander-in-Chief has not authority to dismiss a commissioned officer, and that the sentence of dismissal of the two commissioned officers of the 6th L.C. was decidedly contrary to the Articles of War.
