Requirement: On or before March 1 of each calendar year, each agency shall submit a report covering the preceding calendar year to the Speaker of the House of Representatives and President of the Senate for referral to the appropriate committees of the Congress. The report shall include: (1) the number of determinations made by the agency not to comply with requests for records and the reasons for such determinations; (2) the number of appeals, the result of such appeals and the reason for the action on each appeal that results in a denial of information; (3) the names and titles or positions of each person responsible for each denial of records and the number of instances of participation for each; (4) the results of each proceeding, including a report of the disciplinary action taken against the officer or employee who was primarily responsible for improperly withholding records; (5) a copy of every rule made by the agency regarding this section; (6) a copy of the fee schedule and total amount of fees collected by the agency for making records available; and (7) other information indicating efforts to administer this section. Requirement: Notwithstanding the provisions of Title 7 limiting the making and insuring of loans to citizens of the United States, the Secretary of Agriculture may make and insure loans under this title to aliens lawfully admitted to the United States for permanent residence under the Immigration and Nationality Act, provided, that no loans may be made or insured under this title to such aliens until the Secretary issues regulations establishing the terms and conditions under which such aliens may receive loans. The Secretary shall submit the regulations to the Committee on Agriculture of the House of Representatives and the Committee on Agriculture, Nutrition, and Forestry of the Senate at least 30 days prior to the date the regulations are published in the Federal Register. Requirement: The Secretary of Agriculture shall submit to the House Committee on Agriculture and the Senate Committee on Agriculture, Nutrition, and Forestry a comprehensive and detailed report with respect to the processing, inspection, and distribution of eggs and egg products and with regard to the importation of eggs and egg products. Abstract: The report deals with the continuous inspection of liquid, frozen, and dried egg products in plants to determine that such products are wholesome, unadulterated, and processed under sanitary conditions; and the periodic inspection of shell egg packing plants and hatcheries to determine the disposition of their restricted eggs. It contains data on volume of eggs, tests performed, registration of hatcheries, and other information.
