Requirement: Within six months of the close of each fiscal year, the Secretary of Transportation shall submit to the Congress a report on the administration of the Deepwater Port Act of 1974, as amended, during the preceding fiscal year. The report shall include information on all deepwater port development activities; a summary of management, supervision, and enforcement activities; and recommendations regarding legislative authority necessary to improve the management and safety of deepwater port development and for resolution of jurisdictional conflicts or ambiguities. Abstract: No applications for deepwater ports were received in fiscal year (FY) 1983. To date TOP has not accepted the license offered. Enforcement activities at Louisiana Offshore Oil Port (LOOP) involved boarding all 172 ships which offloaded 137,520,455 barrels of oil in FY 1983. These boardings resulted in 96 discrepancies being noted. There were 16 oil spills at the offshore platform of approximately 19,500 gallons with one of the spills accounting for 16,500 gallons of the total amount. All oil spills were promptly reported and cleaned by LOOP. The Environmental Protection Agency, at the request of the U.S. Coast Guard, has initiated a regulatory project to define what is a harmful quantity of oil which constitutes a "discharge" at a U.S. deepwater port. The Deepwater Port Liability Fund has a September 30, 1983 balance of $3,998,000 of which $2,350,000 was collected in 1983.
