Requirement: On April 1 of each year, beginning with April 1, 1981, and ending with April 1, 1992, the Secretary of Energy, in consultation with the Secretary of the Treasury and the Secretary of Transportation, shall submit to the Congress a report on the use of alcohol in fuel. The report shall include a description of the firms engaged in the alcohol fuel industry; the amount of alcohol fuel sold in each state, and the amount of gasoline saved in each state by reason of the use of alcohol fuels; the revenue loss resulting from the exemptions from tax for alcohol fuels under sections 4041(k) and 4081(c) of the Internal Revenue Code of 1954 and the credit allowable under section 44E of such Code and the impact of such revenue loss on the Highway Trust Fund; and the cost of production and the retail cost of alcohol fuels as compared to gasoline and special fuels not mixed with alcohol. Abstract: This report first describes the technical and regulatory context in which the Act operated during 1979, and then presents the specific information required by the Act, namely: 1) a description of the firms engaged in the alcohol fuel industry, 2) the amount of alcohol fuels sold in each state and the amount of gasoline saved in each state by reason of the use of alcohol fuels, 3) the revenue loss resulting from the exemptions from tax for alcohol fuels under sections 4041(k) and 4081(c) of the Internal Revenue Code of 1954, and 4) the cost of production and the retail cost of alcohol fuels as compared to gasoline and special fuels before the imposition of any federal excise tax.

Requirement: The Secretary of Energy shall promptly notify the House and Senate Committees on Armed Services of any amendment or modification made to the agreement setting forth the procedures for consultation and cooperation regarding the Waste Isolation Pilot Plant entered into by the Secretary and the appropriate officials of the State of New Mexico. It will not become effective for a period of 45 days while Congress is in session unless any portion of that period is waived in writing by the committees. Abstract: The Department of Energy (DOE) National Security and Military Applications of the Nuclear Energy Authorization Act of 1980 requires that DOE seek to enter into a written agreement with the appropriate officials of the State of New Mexico setting forth procedures for consultation and cooperation regarding the Waste Isolation Pilot Plant (WIPP, Project 77-13-f). This Agreement affirms the intent of the Secretary to consult and cooperate with the appropriate officials of the state with respect to the public health and safety concerns of the state, and to give consideration to such concerns and cooperate with such officials in resolving such concerns. It also affirms the intent of the Governor of the state to express such concerns in a timely manner and to make all reasonable efforts to cooperate with DOE in resolving such concerns.
